On July 18, 2023, the Politburo issued Resolution No. 39-NQ/TW on the construction and development of Nghe An until 2030, with a vision to 2045.

The view of the Politburo when promulgating Resolution 39-NQ/TW is to build and develop Nghe An province commensurate with its position, role, importance and worthy of being the homeland of President Ho Chi Minh is an important political task of the Party Committee, government and people of Nghe An province and the whole country.

The goal is that by 2030, Nghe An is a well-developed province of the country, with a fast and sustainable economy

The resolution aims to achieve the goal that by 2030, Nghe An is a well-developed province of the whole country, with a fast and sustainable economic development, imbued with the cultural identity of Vietnam and Nghe region; is the center of the North Central region in terms of trade, logistics, healthcare, education and training, science and technology, industry and high-tech agriculture; has a synchronous and modern infrastructure system, capable of effectively responding to and adapting to natural disasters and climate change; the material and spiritual life of the People is constantly being improved; the value of forest, sea and island ecosystems, culture, history and traditions, especially the culture of Nghe region, are preserved and promoted; national defense - security and sovereignty over borders, seas and islands are firmly guaranteed; clean and strong party organization and political system; the strength of the great unity bloc of the whole people and the people's faith in the Party and State are enhanced.

Vision to 2045, Nghe An is a fast-growing, sustainable, comprehensive, civilized and modern province, imbued with Vietnamese and Nghe region cultural identity; is one of the driving forces of development of the North Central region; the people's material and spiritual life reach a high level; the value of forest, sea and island ecosystems, culture, history and traditions, especially the culture of Nghe, are preserved and promoted; national defense, security and sovereignty of borders, seas and islands are firmly guaranteed; the great people's solidarity bloc is strengthened; Party organization and political system are clean, strong and comprehensive.

Main tasks and solutions

To achieve the above goal, the Resolution sets out the tasks and solutions that Nghe An needs to focus on implementing. That is to unify awareness, renew thinking, arouse the desire for comprehensive, faster and stronger development; promote the tradition and culture imbued with Nghe region's identity to become the driving force and endogenous resource for development.

Formulating and well implementing planning and planning management; strengthening linkage development. In which, the province needs to effectively organize the implementation of the planning for the 2021 – 2030 period, with a vision to 2050, in compliance with the orientations of the regional planning and the national planning system; organizing and arranging spatially suitable socio-economic activities to ensure rapid and sustainable development of sectors and fields; inter-regional, inter-sectoral connection; with a focus, key point and reasonable roadmap.

Strengthening cooperation with Thanh Hoa province, towards forming a development triangle in the South Thanh Hoa - North Nghe An area: Hoang Mai, Dong Hoi Nghe An - Nghi Son economic zone, Thanh Hoa - Northwest Nghe An area; cooperating with Ha Tinh province in developing the South Nghe An - North Ha Tinh area, especially in services, tourism and urban development; at the same time, promoting cooperation with Ha Noi, Ho Chi Minh City and other localities.

Promoting economic restructuring in association with innovating the growth model in the direction mainly based on science and technology, innovation, creativity and digital transformation; developing Nghe An to become the center of the North Central region in trade, logistics, industry and high-tech application agriculture.

Focusing on strongly developing urban network, especially central urban areas; stepping up investment in building socio-economic infrastructure, especially synchronous and modern transport infrastructure; information technology infrastructure, digital infrastructure.

Concentrating on developing Nghe An into a center of the North Central region in education and training, science and technology, and health; developing high-quality human resources; well implementing policies on social security, ethnic and religious affairs.

Creating breakthroughs in administrative reform, improving business investment environment; promoting attraction and improve the efficiency of using resources for development. Strengthening management and efficient use of resources; protecting environment; improving the ability to respond to and adapt to natural disasters and climate change.

Firmly ensuring national defense and security, especially in border areas, airspace, seas and islands of the Fatherland; improving the efficiency of foreign activities. Strengthening the building and rectification of the Party and the political system; improving the effectiveness and efficiency of management at all levels of government; strengthening the great unity of the people, etc.
