Quynh Lap LNG Thermal Power Plant Project
is one of the important and priority power source projects in Power Plan VIII.
On the morning of February 20, in Hoang
Mai town, comrade Le Hong Vinh - Deputy Secretary of the Provincial Party
Committee, Chairman of Nghe An Provincial People's Committee (PPC) worked with the delegation of the
Department of Operations, General Staff to inspect and survey the Quynh Lap LNG
Thermal Power Plant Project.
The
delegation was led by Major General Luu Quang Vu - Deputy Director of the
Department of Operations, General Staff.
Overview of the meeting
Urgently carry out procedures for approving
investment policies and bidding to select investors
Quynh Lap
LNG Thermal Power Plant Project is located in Quynh Lap Commune, Hoang Mai
Town, Nghe An Province with a capacity of 1,500 MW (including 2 units x 750 MW)
using combined cycle gas turbine technology, LNG warehouse and recycling
system; LNG receiving port for ships with a capacity of 100,000 DWT to 150,000
DWT and synchronous technical infrastructure system. To meet the fuel needs of the
factory, it will import about 1.15 million tons of LNG per year.
Quynh
Lap LNG Thermal Power Project will be implemented in Quynh Lap commune, Hoang
Mai town, Nghe An province with a capacity of 1,500MW
This is one
of the important and priority power source projects in the list attached to
Decision No. 500/QD-TTg dated May 15, 2023 of the Prime Minister on approving
the National Power Development Plan for the 2021 - 2030 period, with a vision to 2050 (Power Plan VIII)
and Decision No. 262/QD-TTg dated April 1, 2024 of the Prime Minister on
approving the Plan to implement Power Plan VIII.
The total
investment of the project is expected to be about 2.11 billion USD, including
the following items: LNG power plant, gas storage, receiving port, breakwater
and auxiliary works on a total area of about 210 -360 hectares and a port to
receive ships with a tonnage of about 100,000 DWT. The project is expected to be
put into commercial operation before 2030.
Upon
completion, electricity produced from the plant will be connected to the 500kV
Quang Trach - Quynh Luu - Thanh Hoa line or considered for connection to the
Nghi Son LNG Thermal Power Plant.
Pursuant to
Notice No. 10/TB-BCT dated January 10, 2025 of the Ministry of Industry and
Trade on the conclusion of the Minister of Industry and Trade at the Conference
with localities and investors of power projects on the implementation of
Directive No. 01/CT-TTg of the Prime Minister, the PPC Chairman Le Hong Vinh assigned the Department of
Planning and Investment to preside over and coordinate with the Department of
Industry and Trade and relevant agencies to urgently carry out procedures to
complete the approval of investment policy and select investors for the Quynh
Lap LNG Thermal Power Plant Project in the first quarter of 2025 in accordance
with the procedures and regulations of law.
Currently,
the Department of Planning and Investment is carrying out procedures for
approving investment policies and bidding to select investors to implement the
project in accordance with regulations.
Accordingly,
13/13 provincial departments and branches have given their opinions on
approving the project investment policy; 6/7 ministries have given their
opinions on appraisal, while the Ministry of National Defense has not yet given
its opinions.
Support
and facilitate Nghe An to soon implement the project
Speaking at
the meeting, Major General Luu Quang Vu - Deputy Director of the Department of
Operations, General Staff emphasized the importance of the project in ensuring
energy security. Based on
the inspection and survey of this project, the delegation will assess the
conditions for ensuring national defense for the project; opinions related to
the industry and fields managed by the Ministry of National Defense and other
opinions related to the project; from there, advise the leaders of the Ministry
of National Defense to give opinions on project appraisal.
Speaking at
the meeting, the PPC
Chairman Le Hong Vinh
emphasized: In the current period, proactively using domestic energy sources
will limit dependence on foreign purchases, making it difficult to meet the
electricity demand for factories and production facilities in industrial parks.

Providing
general information on the province's socio-economic situation, the PPC Chairman said that in 2025, Nghe An was assigned by
the Government to achieve a growth rate of 10.5%, which is a huge pressure on
the locality. Therefore,
the Quynh Lap LNG Thermal Power Project, if put into construction soon, will
gradually contribute to the State budget revenue and promote the province's
growth.
Faced with
development requirements in the new period, the PPC Chairman requested the working delegation of the Department of
Operations, Ministry of National Defense, based on field research, to have a
plan to advise, support and create conditions for the province to soon deploy
the Quynh Lap LNG Thermal Power Project, ensuring harmony between security,
national defense and socio-economic development.
