Province’s State budget revenue is estimated at 4,814 billion VND in the first two months of 2025, achieving 27.2% of the estimate.
At the regular meeting for
February 2025 held on the morning of March 7, Director of the Department of
Finance Trinh Thanh Hai reported that in February 2025, the province promptly
implemented preparations for the Lunar New Year 2025, with the goal of ensuring
that the people celebrate the traditional festival joyfully, healthily, safely,
and economically; the socio-economic situation, as well as national defense and
security in the province, achieved several positive results.

Regarding agricultural production, as of February 20, 2025, the total annual
crop planting area in the province is projected to reach 148,204.1 hectares, an
increase of 0.28% plus 411.1 hectares) compared to the same period last year;
among this, the rice cultivation area is projected at 90,360.7 hectares, an
increase of 1.18%; the the corn cultivation area is projected at 27,415.4
hectares, achieving 98.81%; the sweet potato cultivation area is projected at
1,975.3 hectares, equating to 94.96%; and the peanut potato cultivation is projected
at 7,178.4 hectares, an increase of 0.55%.

The total cattle population is projected at 799,307 heads (including:
buffalo population 248,355 heads, a decrease of 6.16%; cattle population
550,952 heads, an increase of 2.95%); the total pig population is projected at
1,019,106 heads, an increase of 3.14%; the total poultry population is projected
at 38,205 thousand heads, an increase of 7.57%. Localities and units in the
province have actively responded to the "tree planting festival in gratitude to Uncle Ho" in the
spring of the Year of the Snake 2025, strengthening the management, protection,
and development of forests.
Regarding the building new rural areas, in this month, efforts continue
to complete the evaluation work for several communes to meet the standards for
2024; finalize the documentation to propose the recognition of Nam Dan district
as meeting the enhanced new rural area standards for 2024, which will be
submitted to the Central Coordinating Office for New Rural Development. At the
same time, specific tasks will be implemented for localities, units, and
organizations to launch and promote the movement to implement the program of building
new rural areas from the very beginning of the year.
The Industrial Production Index (IIP) in February is projected to
increase by 13.85% compared to February 2024; the cumulative IIP for the first
two months of 2025 is projected to increase by 9.73% compared to the same
period last year; among which: mining industry is at 98.44%; processing and
manufacturing industry increased by 11.36%; electricity, gas, hot water, steam,
and air conditioning production and distribution is at 96.49%; water supply,
waste management, and wastewater treatment increased by 13.17%. In the
cumulative two months of the year, most major industrial products are projected
to increase compared to the same period last year: yogurt 7,670 tons, up
48.01%; canned beer 17.7 million liters, up 9.81%; animal feed 32,500 tons, up
13.82%; NPK fertilizers 12,100 tons, up 28.63%;
The total retail sales of goods and consumer service revenue in
February 2025 is estimated to reach 14,064.79 billion VND, an increase of
21.49% compared to the same period last year; The accumulated total for the
first two months in 2025 is estimated to be 29,200.76 billion VND, an increase
of 52.23%. The export turnover of goods in February 2025 is projected at 273.6
million USD, an increase of 56.43% compared to the same period. The cumulative
total for the first two months reached 540.92 million USD, an increase of
29.05%. Several exported items saw significant growth, including: electronic
equipment and components up 31.5%; textiles up 12.8%; various types of footwear
up 92.7%; wood pellets up 27.8%; electrical wires and cables up 14.9%.
The state budget revenue in the area for the first two months in 2025
is projected to reach 4,814 billion VND, achieving 27.2% of the projection and
106.6% compared to the same period last year. Of this, domestic revenue is
estimated at 4,608 billion VND (achieving 28.8% of the projection and 109.5%
compared to the same period); revenue from import and export activities is projected
at 192 billion VND (achieving 11.8% of the projection and 63.5% compared to the
same period). Local budget spending for the first two months is projected at
8,714 billion VND, achieving 20.8% of the estimate.
As for the disbursement of the public investment plan for 2024, as of
January 31, 2025, the public investment plan for 2024 has disbursed 7,814.978
billion VND, achieving 84.47% of the annual plan assigned at the beginning of
the year, of which public investment focused on disbursing 4,377.247 billion
VND, reaching 91.37% of the annual plan assigned at the beginning of the year.
Regarding the handling of the remaining undisbursed capital under the 2024
plan, the Provincial People's Committee has reported to the Ministry of
Planning and Investment and the Prime Minister, proposing to extend the
deadline for 4 domestic-funded projects with a total of 24.417 billion VND.
Regarding the public investment disbursement plan for the year 2025,
the provincial People's Committee has issued a decision to allocate 8,927.241
billion VND, while the Prime Minister's plan allocated 10,003.954 billion VND,
achieving 89.23%. Task Force No. 2 on public investment has issued Plan No.
95/KH-T2 dated February 17, 2025, implementing the tasks of the Task Force. As
of February 28, 2025, the concentrated public investment source has disbursed
425.881 billion VND, reaching 9.39% of the assigned plan of 4,534 billion VND.
In addition, the province is concentrating on directing and urging
units to accelerate the construction schedule, ensuring both the schedule and
quality for the projects: the coastal road from Nghi Son (Thanh Hoa) to Cua Lo
(Nghe An) section from Km7 to Km76; Construction of traffic roads to the center
of Nhon Mai and Mai Son communes, Tuong Duong district; the bypass road for Nam
Dan town; Repairing the foundation, road surface, supplementing the drainage
system and traffic safety on Provincial Road 534 from Km3+900 to Km10+400, Nghe
An province, and upgrading and enhancing Road DT.532 from Km0 to Km28.
In February 2025 (as of February 28, 2025), the province granted new
licenses to 02 projects with a total investment capital of 162.7 billion VND;
adjusted 07 projects, including 02 capital adjustments, the total adjusted
capital increased by 45.4 billion VND. Total new and adjusted investment
capital is 208.1 billion VND. Accumulated in 2025 (as of February 24, 2025),
the province has approved investment policies/issued investment registration
certificates for 05 projects with a total investment of 691.3 billion VND;
adjusted 24 projects, including capital adjustments for 07 projects with a
total investment increased by 3,178.8 billion VND. The total newly granted and
increased investment capital is 3,870.1 billion VND.
Cooperative activities and international integration continue to be
implemented effectively. The culture and society continue to achieve many
positive results. National defense and security are being maintained firmly.
