In the first quarter, the state budget revenue in the province is estimated at 6,311 billion VND
This information was announced by Director of the
Department of Finance Trinh Thanh Hai at the regular meeting of the PPC in
March 2025 held on the morning of April 3. Comrade Le Hong Vinh - Deputy
Secretary of the Provincial Party Committee, Chairman of the Provincial
People's Committee (PPC) chaired the meeting. Attending the meeting were
leaders: Standing Committee of the Provincial People's Council; Vice Chairman
of the PPC; Members of the PPC; leaders of relevant Departments and branches.

In the first quarter of 2025, branches and levels will focus on
directing the implementation of the 2025 Plan, developing growth scenarios, and
setting out key tasks and solutions for direction and management. Implementing
the Resolutions of the Provincial People's Council related to the 2025 plan;
The PPC has issued decisions assigning plan targets to all levels and branches.
Based on the Decisions of the PPC and the Notice of socio-economic plan targets
and public investment plan for 2025, districts, cities and towns have promptly
assigned targets to wards, communes and towns in the area. The PPC has also
established 05 Working Groups headed by Vice Chairmen of the PPC, directly
directing, inspecting, urging and removing difficulties and obstacles of
sectors and fields to promote the implementation of the growth plan.

the Department of Finance Trinh Thanh Hai said: According to the data published
by the General Statistics Office (Ministry of Finance), the growth rate of
gross regional domestic product (GRDP) in the province in the first quarter is
estimated at 8% (ranked 2nd in the North Central region (after Hue
city), 5th out of 14 localities in the North Central and Central
Coast regions and 27th nationwide, this is the highest growth rate
in the first quarter in the past 5 years.

The agriculture, forestry and
fishery sector grew steadily, estimated at 5.02%. The total Spring crop area in
the province is estimated at over 150 thousand hectares, an increase of 0.39%. The
area of concentrated forestation is estimated to increase by 11.5%; the
output of exploited timber is estimated to increase by 8.7%; the total output
of aquatic products is estimated to increase by 4.3% over the same period.
Regarding
new-style rural construction, the whole province has 275/362 communes meeting new-style
rural standards (accounting for 75.97%), of which 33 communes were merged from
communes that had met new-style rural standards and are being reviewed for
re-recognition; 102/275 communes met advanced new-style rural standards
(accounting for 37.09% of new-style rural communes), of which 08 communes were
merged from communes that had met advanced new-style rural standards and are
being reviewed for re-recognition; 12/275 communes met model new-style rural standards
(accounting for 4.36% of new-style rural communes); Nam Dan district has
completed the dossier to submit to the Central Government for appraisal of the
district meeting advanced new-style rural standards in 2024.
The One
Commune One Product (OCOP) program has been effectively implemented. Up to now,
the whole province has 712 products with 3 stars or higher (including 665
3-star products, 45 4-star products, 02 5-star products) and 01 product with
the potential to become a 5-star OCOP product.
The
industrial and construction sector is estimated to increase by 11%, of which
industry increased by 11.07%, playing a driving role in the province's growth. Industrial
production index is estimated to increase by 10.74%; of which processing and
manufacturing industry increased by 10.41%; mining industry is estimated to
increase by 20.62%.
The service
sector is estimated to grow by 7.02%. Total retail sales of goods and consumer
service revenue is estimated at 46,237 billion VND, up 27.02%. Export turnover
of goods is estimated at 840.92 million USD, up 30.7%; the number of tourists
is estimated at 2.22 million turns; tourism service revenue is estimated to
increase by 24.84% over the same period.
The total
disbursed public investment plan for 2025 as of March 20, 2025 is 1,125,492
billion VND, reaching 11.25%; of which, the concentrated public investment
source has disbursed 525,492 billion VND, reaching 11.15%.
State budget
revenue in the area in the first quarter was 6,311 billion VND, reaching 35.6%
of the estimate assigned by the Provincial People's Council, equal to 99.9% of
the same period. Of which, domestic revenue was 5,954 billion VND, reaching
37.2% of the estimate; revenue from import-export activities was 293.6 billion
VND, reaching 18% of the estimate. Local budget expenditure was 12,144.8 billion
VND, reaching 28.9% of the estimate. Of which, development investment
expenditure was 6,137.7 billion VND, reaching 62.8% of the estimate; regular
expenditure was 5,969 billion VND, reaching 19% of the estimate.
Regarding
investment attraction activities, cumulatively in 2025 (as of March 31, 2025),
the province has approved investment policies/issued investment registration
certificates for 10 projects with a total investment of 2,223.5 billion VND,
adjusted 38 projects, of which capital was adjusted for 10 projects with a
total investment increase of 4,496.1 billion VND. Total newly and increased
investment capital was 6,719.6 billion VND (equal to 45.4% of the same period
last year). Of which, foreign direct investment (FDI) was newly granted to 03
projects with a total registered investment capital of 55 million USD, and
capital was adjusted for 04 projects with a total investment increase of 56.9
million USD. The total newly granted
and adjusted capital is 111.9 million USD. Notably, in the first quarter, the
procedures were completed and the investment policy decision was granted for
the VSIP Nghe An 3 Industrial Park project with a registered investment capital
of 52.5 million USD.
Implementing
the Housing Support Project for poor and near-poor households in poor
districts, up to now, the whole province has completed building new and
repairing houses for 306 households (of which, 155 houses were newly built; 151
houses were repaired); is building new and repairing houses for 559 households
(of which, 399 houses were newly built; 160 houses were repaired).
Regarding
the project "Investing in building at least 1 million social housing
apartments for low-income people and industrial park workers in the period of
2021-2030", 1,675 social housing apartments have been completed to date.
The cultural
and social fields have achieved many positive results. The whole province has
created jobs for 12,300 people, reaching 26.74% of the plan; of which 4,800
workers were sent to work abroad under contracts, reaching 30% of the plan.
The PPC has
directed and urged departments, committees, branches and localities to focus on
overcoming shortcomings and limitations in administrative reform work in 2024
and focus on implementing key tasks in 2025; rectifying the observance of
discipline and administrative discipline at agencies and units in the province.
International
cooperation and integration activities are taking place vigorously. Security
and order in the area are well maintained, etc.
