Committee (PPC) in April 2025, held on the morning of May 7, Director of the
Department of Finance Trinh Thanh Hai reported: In April 2025, various levels
and sectors focused on implementing the tasks for the second quarter of 2025,
particularly directing the acceleration of the production progress of spring
crops and preparing for the summer-autumn crop; organizing the opening of the
Cua Lo Tourism Festival 2025.

In April 2025, localities focused on planting and caring for annual
crops for the Spring season and organized the early implementation of the
Summer-Fall crop for 2025. As of April 20, 2025, the total area planted with
various crops for the Spring season is estimated to reach 169,002.35 hectares,
a decrease of 0.42% compared to the same period last year.
The total number of buffalo and cattle is projected at 793,943; The
total number of pig is projected at 1,024,522, an increase of 3.95%; the total
poultry population is projected at 37,882 thousand, an increase of 7.54%
compared to the same period. Currently, the situation of diseases in livestock
and poultry remains complicated, especially African swine fever. Other diseases
occur sporadically in some small-scale farms, which have been detected early,
controlled, and handled promptly to prevent widespread transmission.
The area of newly concentrated planted forest in April in the province
is projected at 2,633.33 hectares, an increase of 19.97%. The cumulative total
for the first four months is projected at 8,566.33 hectares, an increase of
13.97% compared to the same period last year. The projected timber production
is 228,963.8 m3, an increase of 16.3%; the cumulative total for the
first four months is projected at 557,170.8 m3, an increase of
13.97% compared to the same period last year. In April, 29 cases of violations
of forestry laws were detected, arrested, and administratively handled, a
decrease of 14 cases compared to 2024.
The total aquatic production in the first four months of the year is projected
at 86,391 tons, achieving 32.12% of the plan, an increase of 3.82% compared to
the same period last year.

Regarding the construction of new rural areas (NTM): By April 2025, the
entire province is expected to have 275 out of 362 communes meeting NTM
standards (accounting for 75.97%); 102 out of 275 communes achieving advanced
NTM standards (representing 37.09% of NTM communes); and 16 out of 275 communes
attaining model NTM standards (constituting 5.82% of NTM communes). On April
24, 2025, the Appraisal Board of the National Target Program for New Rural New
Rural Development agreed to present to the Prime Minister for recognition of
Nam Dan district as having achieved advanced NTM standards in 2024.
The Industrial Production Index (IIP) for April is projected to
increase by 19.6% compared to the same period in 2024. Cumulatively, for the
first four months, the IIP is projected to rise by 12.31% year-on-year. The
total retail sales of goods and consumer service revenue for April are
projected to reach 15,008.1 billion VND, up to 27.97% compared to the same
period last year. The cumulative figure for the first four months is projected
at 58,353.5 billion VND, up to 21.32%. The export turnover for April 2025 is
projected at 300 million USD, up to 22.35%; the import turnover is projected at
200 million USD, equivalent to 74% compared to the same period in 2024.

million USD, up to 28.40% compared to the same period; the import turnover is
projected at 925 million USD, up to 21.93%.
April marks the beginning of the beach tourism season, and during this
month, there are several public holidays such as the Hung Kings' Commemoration
Day (10th day of the 3rd lunar month) and the holidays on April 30th and May
1st, which last for five days. With favorable weather conditions, the number of
tourists visiting Nghe An has significantly increased. In April 2025, the projected
number of tourists is expected to reach 1.18 million, representing a 23%
increase compared to the same period in 2024; total revenue from tourists is
projected to be 3.446 trillion VND, of which tourism revenue is projected at
1.331 trillion VND. In the cumulative four months, the number of tourists is projected
to reach 3.4 million visits, equivalent to 104% compared to the same period in
2024, of which overnight guests account for 3.365 million visits, and
international visitors reach 34.9 thousand visits. Tourism revenue is projected
at 3.9 trillion VND, equivalent to 116% compared to the same period in 2024.
The state budget revenue in the first four months of 2025 reached 8,980
billion VND, achieving 50.7% of the estimate, and 105.6% compared to the same
period in 2024. Local budget spending in the first four months of the year
amounted to 16,218 billion VND, reaching 38.6% of the estimate.
In April 2025 (up to April 29, 2025), the province approved investment
policies and granted investment registration certificates for (IRC) for 06
projects with a total investment capital of 377.2 billion VND; adjustments were
made for 14 projects, including 06 capital adjustments, with a total adjusted
capital increase of 358.8 billion VND. The total newly issued and adjusted
investment capital is 736.0 billion VND.
As of April 29, 2025, the province approved investment policies and
granted investment registration certificates for 16 projects with a total
investment capital of 2,600.6 billion VND, and has made adjustments for 54
projects, including capital adjustments for 16 projects with an increase of
4,854.9 billion VND. The total newly granted and additional investment capital
amounts to 7,455.5 billion VND, which is 48.37% compared to the same period
last year.
The culture and society continue to receive attention and are being
implemented effectively. The work of preventing infectious diseases in the
province has been strengthened; essentially, infectious diseases are being well
controlled. National defense, security, and social order and safety are
ensured. The work of inspection and addressing complaints and denunciations has
been intensified.
