That was the information given by Director of the Department of Planning and Investment Pham Hong Quang at the regular October 2024 meeting of the Provincial People's Committee (PPC) held on the morning of October 31. The meeting was chaired by Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. Also attending the meeting were representatives of the Standing Committee of the Provincial People's Council; Vice Chairmen of the PPC; members of the PPC.

Director of the Department of Planning and Investment Pham Hong Quang reports on the socio-economic situation in October, solutions and key tasks for the last months of 2024

In October 2024, all levels and sectors will focus on directing, urging, and accelerating the completion of tasks for 2024; urgently overcoming the consequences of floods in some localities at the end of September.

Specifically, in agriculture, farmers mainly focused on harvesting the Summer-Autumn crop and continued to plant the Winter crop. The total area planted in the Summer-Autumn crop is estimated at 77,198.31 hectares, down 1.62% over the same period last year; the total area planted in the Winter crop is estimated at 16,692.60 hectares, reaching 48.15% of the plan. Currently, farmers are focusing on harvesting fruit trees and perennial industrial crops. Farmer households and enterprises focus on taking care of seedlings, preparing fertilizers and other necessary conditions to implement new planting in 2025, while actively preventing pests and diseases that harm crops.

Regarding livestock farming, the disease situation in livestock and poultry is still complicated. The Agriculture and Rural Development branch is focusing all efforts and directing localities and units to prevent and control the epidemics; continuing to strengthen disease surveillance, strictly handling poultry smuggling, disseminating information and instructing farmers on technical measures to prevent and control epidemics for livestock, minimizing the occurrence of epidemics.

Regarding industrial production, the index of industrial production (IIP) in October 2024 is estimated to increase by 11.85%; in the first 10 months, IIP is estimated to increase by 10.81% over the same period in 2023, of which the mining industry is estimated to increase by 6.34%; the processing and manufacturing industry is estimated to increase by 9.67%; production and distribution of electricity, gas, hot water, steam and air conditioning is estimated to increase by 22%; water supply, waste and wastewater management and treatment activities are estimated to increase by 7.12%. Accumulated for 10 months, most industrial product output is estimated to increase compared to the same period.

Total retail sales of goods in October are estimated at 10,121 billion VND, up 21.77%, and the cumulative 10-month sales are estimated at 94,063.5 billion VND, up 23.64% over the same period. Export turnover of goods in October is estimated at 298 million USD, up 27.96%; accumulated turnover in 10 months is estimated at 2,638 million USD, up 32.01%. Import turnover in October is estimated at 142.4 million USD, up 11.94%; accumulated 10 months is estimated at 2,025.85 million USD, up 82.48% over the same period.

State budget revenue in the first 10 months of 2024 is estimated at 18,911 billion VND, reaching 118.9% of the estimate and increasing 41.2% over the same period. Local budget expenditure in the first 10 months of 2024 is estimated at 24,687.6 billion VND, reaching 68.4% of the estimate.

Regarding investment attraction, in October (as of October 23, 2024), the province has newly granted 06 projects/total investment of 331.5 billion VND, adjusted for 12 projects, of which capital was adjusted for 04 projects/total investment of 405.3 billion VND. Total newly granted and increased investment capital is 736.8 billion VND. Accumulated in 2024 (up to October 23, 2024), the whole province has newly granted (approved investment policy/issued Investment Registration Certificate) to 67 projects with a total registered investment capital of 19,106.1 billion VND; adjusted 135 projects, of which the total investment capital of 35 projects was adjusted with a total investment capital increase of 17,212.4 billion VND. Total newly granted and adjusted capital is 36,318.5 billion VND.

During the month, the whole province had 173 newly established enterprises, an increase of 6.13% over the same period in 2023 with a total registered capital of 11,836 billion VND. Accumulated in 10 months (up to October 22, 2024), there were 2,664 newly established enterprises, an increase of 11.79% over the same period in 2023 with a total registered capital of 19,821.9 billion VND, an increase of 28.28%.

Along with that, foreign affairs activities continue to be effectively implemented with many outstanding and comprehensive activities.

As of October 20, 2024, the total public investment plan for 2024 (including the extended plan) has disbursed 6,194,092 billion VND, reaching 62.44% (52.4% higher than the same period). Of which, the concentrated public investment capital managed by the province has disbursed 2,852,092 billion VND, reaching 52.13%. There are 5 districts, cities, towns and 18 investment units (outside the district) that have disbursed quite well (over 70%).

During the month, the province completed the development of the 2025 public investment plan using the central budget and reported to the Ministry of Planning and Investment as prescribed; at the same time, it continued to direct and urge construction units to focus on human resources and equipment to speed up construction progress to ensure the progress and quality of works and projects in the area.

The fields of culture, society, education, labor and employment achieved many positive results. In which, the activity of connecting labor supply and demand continues to be strengthened. In the first 10 months, the province has created jobs for 44,850 people, reaching 95.42% of the plan; of which 17,000 workers were sent to work abroad under contracts, reaching 103.03% of the plan.

Administrative reform continues to receive comprehensive attention and direction. Inspection, discipline, administrative discipline and public ethics are carried out regularly. The construction of e-government and digital government has received attention and has had clear changes. National defense, security and social order and safety in the area are ensured.

During the month, the PPC also focused on implementing preparations for Party Congresses at all levels for the 2025-2030 tenure: Building a system of key indicators on socio-economic development, national defense and security to serve the construction of the Political Report of the Party Congress at district and commune levels; summarizing, evaluating, and developing a thematic report to serve the preparation of documents for the 20^th Provincial Party Congress and Party Congresses at all levels, 2025-2030 tenure, etc.
