Strive to improve the business investment environment and enhance the Provincial Competitiveness Index
With the goal of
determinedly improving the business investment environment, raising the
Provincial Competitiveness Index (PCI), striving to reach 20-25th rank
nationwide by 2024 and in the top 15 nationwide by 2025,
on September 5, the Provincial People's Committee issued Official Dispatch No.
7595/UBND-CN requesting provincial departments, committees, and branches and
People's Committees of districts, cities and towns to continue implementing
Implement solutions to improve the PCI Index.
To continue to improve the business investment environment and enhance
the PCI Index in the coming time, especially the indexes with reduced points
and ranks, the Provincial People's Committee requires Departments, committees, branches and
localities to continue seriously implement the tasks and solutions assigned by
the Provincial People's Committee in the Project “Improve the
business investment environment, enhance investment
attraction efficiency in Nghe An province in the period 2021 - 2025" and related documents; proactively research the
performance results of component indexs and grassroots indicators related to
functions and tasks, seriously assess existing problems and limitations, and
propose solutions to overcome them.
Regarding
Fair Competition Indicator: The Provincial
People's Committee requires continuing to disseminate and implement policies to
support small and medium-sized enterprises according to the Law on Support for
Small and Medium-sized Enterprises and Government Decrees. Disseminate
information about guidelines and policies to support small and medium-sized
enterprises in many forms and channels so that enterprises in the province can
easily access them (especially on land, capital, etc.); promote the role of
Associations, business associations, entrepreneur associations, etc. in
disseminating and popularizing to enterprises; continue to maintain and improve
the quality of conference, meeting and dialogues with unions, associations of
businesses to grasp difficulties and problems and promptly consult and resolve
them for enterprises.
Every year,
organize conferences, seminars, and thematic training courses for small and
medium-sized enterprises to improve administrative capacity, management, and
information on policy and legal mechanisms related to investment and business
activities in the province. The Provincial Tax Department and its affiliated
Tax Branches organize training conferences and
dialogues with taxpayers at least once a quarter, thereby grasping the
difficulties and problems of taxpayers in the process of performing tax policies, recommendations and
reflections on the performance of tasks
and responsibilities of tax officials to have timely support and handling
solutions.
Provincial press agencies, unions and business associations of the
province enhance propaganda about the purpose and significance of improving the
business investment environment and raising the PCI Index; Disseminate and introduce to businesses in the
province to access the province portal and the
portals of state agencies to research and look up information,
documents, policies and regulations related to enterprise operations and use of
online public services; increase the use of online public services in
submitting documents to resolve administrative procedures.
Regarding
Land access indicator: Timely amend and supplement
provincial regulations related to land to ensure compliance with the Land Law
2024 and Decrees guiding its implementation. Improve the quality and ethics of public
service of cadres, civil servants and public employees performing tasks in the
land field. Prioritize the appointment of qualified, experienced and
well-behaved cadres in the application receiving and guidance department.
Effectively apply and exploit the Project to build a
database on provincial land (funded by the WB); publicize and transparent
administrative procedures on land, policies on compensation, site clearance,
land prices, land funds, planning, land use plans, list of projects using land
to organize auctions bidding and auction on the province portal and the portal of the
Department of Natural Resources and Environment for enterprises and investors
to easily access.
Develop a mechanism to create a reserve land fund and clean land fund
managed by the State, especially for land areas in industrial cluster planning
and project planning land areas in the list of projects calling for investment of
province, land areas with high commercial value to increase land value and
create conditions for investors to easily access land and accelerate project
implementation schedule in a public and transparent manner through
auctions and bidding.
Publicly announce planning of land areas reserved for enterprises in industrial
zones and clusters; Support enterprises in finding premises to
deploy production and business projects outside
of industrial parks and clusters. Prioritize the allocation of resources for
site clearance in planned areas; Perform well the work
of land recovery, compensation and site clearance, ensuring publicity,
transparency and compliance with the law.
Regarding Government's dynamism and pioneering: Promote the role and responsibility
of leaders; innovate methods of leadership in a drastic, flexible and effective
direction; organize and implement comprehensive and focused tasks; Assign tasks and responsibilities to specific
organizations and individuals according to the motto of clear people, clear
tasks, clear schedule, clear responsibilities and clear
results.
Departments, branches, and localities are active, proactive, and
flexible in evaluating and considering resolving related issues in their fields
of responsibility with the legal framework, in order to create a favorable
business environment for enterprises; promptly
resolve difficulties, newly arising problems and unclear problems in the
State's decisions and policies; propose breakthrough solutions to support
enterprises. Newly arising problems and issues with unclear points in Central
regulations must be promptly reported to the Provincial Leaders for their
opinions and solutions in the spirit of quick resolution, creating a favorable
investment and business environment for enterprises.
In addition, improve the quality of coordination and information
exchange between departments, committees, branches, localities and
organizations and business associations in the province. Regularly check and supervise
the resolution of difficulties and problems that enterprises have proposed,
thereby building enterprise’s trust in their determination
to improve the business environment and the spirit of petitioning the
provincial government.
Enhance coordination with the Vietnam Confederation of Commerce and
Industry (VCCI) to organize propaganda and training activities to raise
awareness about improving the investment and business environment. Standardize the Department and District
Competitiveness Index (DDCI) data to include the results of the DDCI index as
one of the criteria for assessing the level of task completion of Party
committees and heads of agencies and units every year.
Regarding Legal
Institutions, Security and Order Indicator: Actively update the province's legal documents in a
timely and complete manner into the national legal database system according to
regulations, creating convenience for investors and enterprises in searching
and applying. Continue to improve the role, capacity and operational efficiency
of the judicial system and the State Legal Aid Center.
People's Courts at all levels focus on improving efficiency and quality
in resolving and adjudicating cases and matters; ensuring the legitimate rights
and interests of individuals and organizations; contributing to improving the
investment and business environment in the province. Publicity, transparency,
shortening the time for handling, resolving and adjudicating cases; improving
the quality of court operations; Coordinate with litigation agencies to
implement solutions to improve the quality of trials and resolve cases and
matters...
Continue to effectively ensure political security and social order and
safety in the locality. Strengthen the management of the area and subjects to
prevent the occurrence of protection rackets of a gangster or mafia nature,
threatening the legal activities of businesses in the area. Continue to
implement solutions to improve the effectiveness of receiving, classifying and
processing information about crimes; promptly receive and handle feedback from
businesses related to the security and order situation and investment and
production support.
Regarding
unofficial Cost Index: Strictly implement the
Directive of the Chairman of the Provincial People's Committee on enhancing
discipline and administrative discipline, improving work efficiency in
agencies, organizations and units in the province. Leaders of agencies and
units regularly inspect and urge the implementation of assigned tasks, creating
strong changes in the implementation of public duties; being proactive and
exemplary in properly performing assigned duties and tasks; Take responsibility
if officials under your management cause difficulties, troubles or harassment. Review,
reduce and simplify unnecessary and overlapping administrative procedures;
Instructions for implementing administrative procedures are clear, easy to
understand and easy to implement in terms of processes, forms and number of
documents, streamlining the number of focal points working with businesses and
people.
Along with
that, continue to promote digital transformation, build electronic government,
digital government; Strengthen support and propaganda to the business community
on online administrative procedures; with upgrading and improving technical infrastructure
to facilitate the implementation of online administrative procedures. Propagate
and disseminate information channels to receive, capture feedback and
recommendations from investors and businesses on the National Public Service
Portal, the Provincial Administrative Procedures Resolution Information System,
the Provincial Electronic Information Portal, Electronic information portal of
Departments, committees and localities.
Thoroughly grasp and
require units when conducting inspection and examination activities for
enterprises to have clear programs and plans; strictly comply with legal
regulations and instructions of the Provincial People's Committee.
