Overview of the 23rd Preparatory Conference of 9 provinces in 3 countries Vietnam - Laos - Thailand using roads No. 8 and No. 12 held in Bolykhamxay province

Attending the conference were delegations from the provinces: Nghe An, Ha Tinh and Quang Binh (Vietnam), Bolykhamxay and Khammouane (Laos), Nakhon Phanom, Nong Khai and Bueng Kan (Thailand). The delegation of Nghe An province was led by Mr. Pham Van Toan - Deputy Director of the Department of Foreign Affairs and led the units: Tourism, Industry and Trade, Planning and Investment, and Transport.

The preparatory conference aims to evaluate the situation and results of implementing the contents of the 22nd Summit Minutes held in Ha Tinh province in September 2019, discussing cooperation contents in the coming time and carefully preparing for the 23rd Summit.

At the conference, the delegations listened to reports on the results of cooperation between 9 provinces in implementing the content of the 22nd Summit Minutes held in Ha Tinh province in September 2019 in the fields of education and training, trade and investment, science and technology, agriculture, transportation, tourism, culture and sports.

Currently, about 90 enterprises of Nghe An province are directly investing and doing business in the provinces of Laos. Investment and business fields include: wood processing and trading, investment in the construction of infrastructure works, mineral exploitation, hydropower, forest plantation and exploitation, tourism and travel, trading in agricultural, aquatic products, consumer goods, etc.

There are 16 Thai FDI foreign direct investment projects granted investment registration certificates in Nghe An province with a total registered investment capital of 265.27 million USD, including: 06 seafood processing, food and beverage processing projects; 02 mining and mineral processing projects; 04 commercial and service projects; 01 shoe production project and 03 industrial park infrastructure investment and business projects.

Nghe An province has created all favorable conditions according to the plan of the Government of Laos - Vietnam on the construction project of the highway Vientiane - Pac Xan (Bolykhamxay) - Thanh Thuy (Nghe An) - Hanoi capital. Currently, the Ministry of Transport of Vietnam has completed the project's pre-feasibility study report. Nghe An province and Bolykhamxay province have agreed on the proposed location of the traffic point connecting the Hanoi - Vientiane highway on the border on both sides of the Thanh Thuy (Nghe An) - Nam On (Bolykhamxay) border gates.

In order to promote cooperation in the coming time, the provinces proposed to continue implementing cooperation contents in the following areas: Strengthening cooperation, helping, fostering and exchanging on education and training of human resources; cultural and art exchanges, sports competitions; encouraging scientific and technical cooperation in the fields of agriculture, animal husbandry and aquaculture; encouraging tourism development; creating favorable conditions for investors, surveyors and investors in the 9 provinces of 3 countries.

The cooperation between 9 provinces of 3 countries Vietnam - Laos - Thailand using roads No. 8 and No. 12 over the past time has contributed to improving the friendly relationship between the 3 countries, promoting the socio-economic development of each province and the whole region, contributing to the building of a peaceful and prosperous ASEAN common community.
