Informing at the regular September meeting of the Provincial People's Committee (PPC) held this morning (September 26), Director of the Department of Planning and Investment Pham Hong Quang said that in the first 9 months of the year, despite many difficulties, thanks to the leadership and direction of the Party Committee and authorities, the synchronous participation of the entire political system, the unanimous support and great efforts of the enterprise community and people of all walks of life in the province; in general, the socio-economic situation in the province continues to maintain growth momentum, achieving positive results.

Specifically, the Winter-Spring and Summer-Autumn crops had good harvests, productivity and output of many crops increased. The total planted area in 9 months is estimated to reach 265,798.58 hectares, equal to 98.33% compared to the same period in 2022. Livestock continues to develop steadily. As of September 2023 compared to the same period in 2022, the total herd of buffaloes and cows is estimated to reach 798,308 heads, an increase of 2.14%; The total herd of pigs is estimated at 981,185 heads, an increase of 3.32%; The total poultry herd is estimated at 34,525 thousand heads, an increase of 7.55%.

The area of concentrated planted forests in September was estimated at 1,712 hectares, an increase of 9.18%; The cumulative area of concentrated afforestation in 9 months is estimated to reach 15,692 hectares, an increase of 9.91% over the same period in 2022. The total aquaculture area in 9 months is estimated to reach 23,159 hectares, an increase of 6.82% over the same period in 2022.

Localities and units actively implement new-style rural construction plans and the One Commune One Product Program (OCOP). In the first 9 months of the year, 02 districts (Do Luong and Dien Chau) completed documents to submit to the Central Government for voting to recognize meeting new-style rural standards.

The index of industrial production (IIP) in September 2023 is estimated to increase by 11.37% over the same period in 2022 and increase by 3.32% compared to August 2023. Cumulatively in 9 months, IIP is estimated to increase by 4.32%. Total retail sales of goods and consumer service revenue in September are estimated to reach 10,925.83 billion VND, up 30.06% over the same period in 2022; Accumulated for the first 9 months of 2023 is estimated to reach 87,180.67 billion VND, an increase of 16.28% over the same period.

State budget revenue in the area in September is estimated to be 963 billion VND, accumulated in 9 months is estimated to be 11,671 billion VND, reaching 73.6% of the estimate and equal to 77.48% over the same period in 2022. Local budget expenditures for the first 9 months of 2023 are estimated to be 24,179 billion VND, reaching 72.91% of the estimate.

Investment attraction activities achieved positive results. In September (until September 21, 2023), the province granted new licenses to 06 projects with a total investment capital of 7,294.3 billion VND; adjusted 04 projects, of which 01 project adjusted capital to increase 12.6 billion VND. Accumulated in the first 9 months of 2023, the province has granted new licenses to 91 projects with a total registered investment capital of 35,578.3 billion VND; adjusted 122 projects, including adjusting the total investment capital of 33 projects (an increase of 6,221.4 billion VND). The total newly granted and increased capital is 41,799.7 billion VND. Compared to the same period in 2022, the number of newly licensed projects increased by 13.7%, the total newly registered capital increased by 1.9 times.

Attracting foreign direct investment (FDI) continues to be a prominent highlight in the first 9 months of 2023, for the first time Nghe An rose to 8th position out of 63 provinces and cities nationwide with a total newly granted and adjusted capital of more than 1.2 billion USD.

The disbursement of public investment capital and implementation of 3 National Target Programs were directed and implemented drastically right from the beginning of the year.

In the first 9 months of the year, leaders of the PPC and the Public Investment Working Group inspected the field of 35 projects; worked with 13 localities and a number of investors to promptly resolve difficulties and obstacles to speed up implementation progress and disbursement of public investment capital.

As of September 20, 2023, total public investment capital has been disbursed 4,979.365 billion VND, reaching 47.04% of the plan, of which the centralized public investment source managed by the province has disbursed 2,982.066 billion VND , reaching 41.8% of the plan (the 2023 plan has disbursed at 42.88%; the extended 2022 plan has disbursed at 37.89%). There are 41 disbursement agencies and units above the province's average, of which 30 units achieve above 50%.

Cultural and social fields continue to receive attention and perform well. The security and social order situation in the province continues to be stable.
