Efficiency of Nghe An - Japan cooperation projects in agriculture

In recent years, the cooperation between Nghe An and Japan in agriculture has achieved many important results, including many large projects.

As a country with advanced science and technology, and focusing on safety, cleanliness, and people in development, Japan has given Vietnam in general and Nghe An in particular many programs and projects to support investment, including many investment cooperation projects in agriculture in Nghe An.

In Anh Son district, Mr. Pham Van Quy in hamlet 5, Hung Son commune said that a few years ago, he was invited by JICA to Japan to visit and learn the high quality matcha tea production model. He received technical training on how to prepare the soil, plant, care for, collect and process tea. Tea is cared for according to Japanese technology without pesticides. Fertilizer for tea is mainly organic fertilizer, microbial compost from agricultural products. The Japanese use a black net to cover the tea as it grows so that the tea has a dark green color.

After being trained, Mr. Quy has returned to production and established a tea processing workshop until now. Some other farmers in Hung Son commune have also organized clean tea production, invested in labels, created the famous Hung Son OCOP product.

In Con Cuong district, Japanese experts have "three together" with the people of Nua village, instructing them how to do community tourism, exploiting the potentials and advantages of Pu Mat mountains and forests into tourism products: processing orange wine products, marmalade, orange garden tourism, building a community tourism model, etc. From the way of "on-job-training", the people of Con Cuong district gradually replicated the model of community tourism.

In Nam Dan district, there are many traditional and typical products, such as Nam Dan soy sauce, kudzu powder, Nam Dan pickled persimmon, turmeric starch, lemon fruit, Nam Nghia tamarind meat, Cau Don goat, Nam Thai hill chicken, etc. Realizing that it is necessary to support some products for people to have a more sustainable direction, Japan's JICA project has supported households to produce vermicelli in Quy Chinh hamlet, Nam Dan town, with a production group including 32 households, building Quy Chinh vermicelli brand. From there, helping people know how to produce cleanly, respect traditional crafts and produce quality products with labels.

Chairman of Nam Dan town People's Committee, Mr. Nguyen Hong Hai said: Quy Chinh vermicelli production after being supported by JICA technology is being guided by the town to guide people to establish a cooperative, focus on promoting products, connecting with tourism to promote more effectively.

Over the past years, the Office of Japan International Cooperation Agency (JICA) in Vietnam, in collaboration with Nghe An Department of Agriculture and Rural Development, has regularly cooperated and supported the construction closed-chain agricultural production models. The friend side guides Nghe An farmers to clean production, build a chain with products: Nam Dan rice vermicelli, Quy Hop oranges, Con Cuong oranges, community tourism in Nua village, Con Cuong district, etc.

Recently, with a proposal from JICA's Japanese enterprises, Japan Farmers Cooperative was approved by JICA to implement the project "Survey to verify business sustainable development with private sector to develop value chain for Sanuki garlic in Nghe An” in Ky Son district.

Currently, in Nghe An province, there are 4 agricultural programs and projects in cooperation with Japanese partners, with a large total investment capital.

Typically the Project: Improvement of Northern Irrigation System (JICA 2) with the goal of upgrading and renovating the Northern Nghe An Irrigation system to ensure stable and flexible irrigation for 27,656 hectares of agricultural land, creating a water supply source for industry of 1.89 m3/s and for domestic use of 1.59 m3/s in 4 districts of Do Luong, Dien Chau, Yen Thanh and Quynh Luu; Dredging main drainage axes, upgrading and expanding Dien Thanh sluice to drain and reduce flooding for about 1,920 ha in low-lying areas in 2 districts of Yen Thanh and Dien Chau, Nghe An province, at the same time, dredging 3 drainage axes and expanding Dien Thanh sluice.

The project has a total capital of more than 5,700 billion VND, borrowed from Japanese ODA. The project is now completed and effective.

In addition, there is the Project for restoration and sustainable management of protection forests in Nghe An province, with total project investment: 709 million Japanese Yen, equivalent to more than 134 billion VND; Technical cooperation project on agricultural development planning in Nghe An.

The Project for Restoration and sustainable management of protection forests in Nghe An province is implemented in 3 districts: Tuong Duong, Tan Ky and Quynh Luu, with a designed capacity of 3,000 ha, of which: afforestation of 2,300 ha, improvement of the existing plantation of 700 ha.

The main objectives of the project are sustainable management and protection of protection forests in Nghe An, restoration and conservation of biodiversity, hunger eradication and poverty alleviation in mountainous areas, and capacity building of local authorities and protection forest owners; improving livelihoods for communities, who manage protection forests. Up to now, the items have been completed and basically achieved the project's goals.

Mr. Nguyen Van De - Vice Chairman of Nghe An PPC said that Japan is a prestigious country in investment, the process of appraisal and learning can take a long time, but when it comes to deployment, it is very fast. Japanese projects continue from the results of the implementation of previous projects. From the success of the project to renovate the Northern Irrigation System, Nghe An is proposing JICA to continue investing in the Project of Restoring and Upgrading the Southern Irrigation System with about 3,500 billion VND.
