On the morning of November 24, the Provincial People's Committee held a regular meeting in November 2022 listened to and commented on many important contents. Mr. Nguyen Duc Trung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee (PPC) chaired the meeting. Socio-economic is fully recovered and developed

In 2022, although affected by many difficulties and challenges, the socio-economic situation of the province still achieved very positive results. The Socio-economic is fully recovered and developed in all sectors and fields with 27/28 main targets completed and exceeded the plan; in which, the growth rate of Gross Regional Domestic Product (GRDP) is estimated to increase by 9.05%; agriculture, forestry, fishery and industry maintained good growth. The Service recovered strongly and export turnover increased strongly. State budget revenue in 2022 is estimated at 20,350 billion VND, up 35.7% compared to the estimate and equaling 101.8% compared to 2021.

The direction, administration and implementation of the public investment plan are drastic right from the beginning of the year. As of November 20, 2022, the concentrated public investment capital managed by the province has disbursed 3,054,305 billion VND, reaching 41.03% of the total plan. Excluding the newly assigned additional central budget and the national target program budget, the disbursement result is 52.64%, in which the central budget reached 53.45%. The capital plan extending from previous years to 2022 has been disbursed at 83.23%.

Investment attraction in 2022 in the province achieved positive results. As of November 15, 2022, the province has granted 92 new projects with a total registered investment capital of 28,390.9 billion VND and has adjusted 98 projects. Total newly funded and adjusted capital is 41,614.9 billion VND, up 50.91% over the same period in 2021. Especially, Nghe An province has for the first time joined the group of 10 localities attracting the largest FDI in the country, with a total newly funded and adjusted capital as of November 10, 2022 of 935.22 million USD.

The socio-cultural fields continue to be directed and organized in various forms to create excitement and improve the spiritual life of the people. Politics and society are stable. National defense and security, social order and safety are maintained. The people trust, agree and support the government.

Public Administrative reform and State management continue to receive attention and drastic direction. Results of the Provincial Governance and Public Administration Performance Index (PAPI) 2021 of Nghe An in the team of 15 provinces and cities with the highest index in the country. The Public Administration Reform Index (PAR Index) in 2021 ranks 17/63 provinces and cities directly under the Central Government (up 1 place compared to 2020 and is the highest ranking ever). Satisfaction Index of Public Administrative Services (SIPAS) increased 15 places (from 48/63 to 35/63).

Along with the evaluation of the achieved results and opinions at the meeting, the delegates focused on clarifying the limitations and shortcomings in the direction and administration of the leaders of the PPC; limitations and shortcomings in the performance of socio-economic development tasks; especially clarify the responsibilities of each sector when there are limitations and shortcomings that lead to the failure to fulfill the goals and targets of the 2022 plan.

Concluding this content, Mr. Nguyen Duc Trung, Chairman of the PPC affirmed that although the context in 2022 is extremely difficult due to the epidemic, the influence of the general situation of the world, market price fluctuations, natural disasters, but up to now, the province's socio-economic development has achieved very positive results. It is clearly shown through economic growth that achieved the target assigned by the Provincial People's Council with an estimate of over 9%, in which, the agriculture, industry, and services have positive growth. The Budget revenue is estimated at more than 20 trillion VND, exceeding 35.7% of the estimate assigned by the Provincial People's Council. Export turnover is estimated at more than 2 billion USD. In particular, attracting FDI projects is considered the highlight of 2022, when Nghe An province has for the first time joined the group of 10 localities attracting the largest FDI in the country

New countryside construction, culture and society, people's health care, education and training, labor and employment, social security policies are well implemented. Deploying a number of major key tasks, appraising the provincial planning; ensuring national defense and security, foreign affairs have many bright spots.

Regarding the direction and administration, according to the general assessment, the PPC continues to implement more drastic and stronger. The direction and administration have a focus, clear work, clear responsibilities, clear time. The effectiveness of the direction, administration and handling of work is demonstrated specifically by the results achieved in the implementation of goals, tasks, solutions for socio-economic development as well as ensuring national defense and security, foreign affairs. On behalf of the leaders of the PPC, the Chairman of the PPC highly appreciated the results of the members of the PPC, leaders of departments, sectors and units that have contributed to the overall achievements of the province in 2022.

Reviewing the achieved results, Mr. Nguyen Duc Trung, Chairman of the PPC also frankly pointed out the shortcomings and limitations in the delay in disbursement of public investment capital and implementation of the National Target Programs; deploying procedures for implementing key projects of Cua Lo deep-water port, upgrading and expanding Vinh international airport. Along with that, the public administration reform in general still has many problems in coordination to perform the tasks. The consulting work on the formulation and promulgation of legal documents sometimes fails to meet the requirements, etc.

For the rest of 2022, Mr. Nguyen Duc Trung, Chairman of the PPC requested all levels, sectors, localities and units to continue to focus on drastically deploying tasks and solutions to achieve and exceed the targets approved by the Provincial People's Council in 2022.

On specific tasks of each sector, the Chairman of the PPC assigned the Planning and Investment sector to continue working with consulting units, departments, sectors and localities to complete the Provincial Planning period 2021-2030, vision to 2050. At the same time, advise on early promulgation of the Action Program to implement Resolution 26 of the Politburo on socio-economic development and assurance of national defense and security in the North Central and Central Coast regions by 2030, vision to 2045.

The Department of Industry and Trade firmly grasps the market situation on supply - demand, prices of essential goods, especially the petroleum market to ensure the supply of petroleum in the province, ensure goods to serve people during Tet holiday and handle fake goods, poor quality goods, and smuggled goods.

The Agriculture and Rural Development Sector promotes agricultural production, especially in areas seriously affected by floods. The Finance sector advises on budget management, in which it is necessary to calculate a reasonable budget revenue structure to ensure spending on activities, especially disaster recovery and social security.

Regarding the social culture and social security, this year, the New Year and the Lunar New Year are close together, the Chairman of the PPC requested the sectors to implement policy regimes, especially policies for people with meritorious services, the poor, and social protection object as well as organize activities to create a joyful and excited atmosphere for people to enjoy the spring and welcome the warm and happy Tet holiday.

In December, an important cultural event will take place, which is to hold a ceremony to honor and celebrate Female poet Ho Xuan Huong's birth and death anniversaries, the Culture and Sports Department needs to focus to prepare well for this event.

The health sector must always be aware of the situation to actively prevent epidemics and ensure food safety and hygiene, especially at the end of the year.

Regarding State management, the Chairman requested to focus on reviewing the contents to be completed at the end of the year to submit to the Standing Committee of the Provincial Party Committee, the Standing Board, the Executive Committee of the Provincial Party Committee, the Provincial People's Council; in which it is necessary to focus on implementing unfinished contents to ensure schedule and targets.

In the last months of the year, sectors, units and localities, especially the police and military forces, need to pay attention to well implementing the work of ensuring security and order to maintain stability in the area, control the sale of firecrackers, ensure traffic order and safety, prevent fire and explosion.

Regarding the socio-economic development plan, the year 2023 is forecasted to continue to face many difficulties from the general influence of the world situation, inflationary pressure, rising interest rates, etc. Mr. Nguyen Duc Trung, Chairman of the PPC requested that sectors, units and localities need to be determined to well implement the goals and targets on economic growth, budget revenue, export turnover, etc.

In order to implement the 2023 plan, it is necessary to overcome the limitations, exist, and overcome the difficulties that have been recognized in 2022. The first task of 2023 is to summarize Resolution 26, and at the same time, propose the Politburo to issue a new Resolution to serve as the foundation and basis for Nghe An to develop in the coming time. Along with that, implementing the project of expanding the administrative boundaries of Vinh city; performing better and more effectively the task of disbursing public investment capital, implementing the National Target Programs. In addition, it is necessary to better implement Public administrative reform to make management, administration and work handling more effective.
