On the morning of July 12, in Vinh city, a bilateral conference was held between the Interdisciplinary Delegation of Nghe An Province (Viet Nam) and Bolykhamxay (Laos) to discuss and agree on the list of required documents when people, vehicles and goods pass through the Thanh Thuy - Nam On sub-border gate.

Attending the conference, on the side of Bolykhamxay province, there was comrade Khamven Pannavanoong, member of the Provincial Standing Party Committee, Deputy Governor, Deputy Head of the Standing Committee of the Bolykhamxay Provincial Border Work Steering Committee as Head of the delegation.

On the side of Nghe An province, there was comrade Le Hong Vinh - Member of the Provincial Standing Party Committee, Permanent Vice Chairman of the Provincial People's Committee (PPC) as Head of the delegation.

Overview of the conference

Speaking at the conference, Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh expressed his joy at welcoming the delegation of Bolykhamxay province to attend the conference in Nghe An province.

The exchange to unify the list of required documents when people, vehicles and goods pass through Thanh Thuy - Nam On secondary border gate contributes significantly to the socio-economic development and national defense between the two provinces of Nghe An - Bolykhamxay in particular and Viet Nam - Laos in general.

At the same time, aiming to develop and build Thanh Thuy - Nam On border gate into a pair of main border gate and international border gate. In the immediate future, the border gate pair will facilitate people from the two provinces to visit relatives; trade goods of people along the border of the two countries; and develop tourism potential. Bolykhamxay province has the potential to develop forestry, agriculture, and medicinal herbs. If combined with Vietnamese enterprises to invest in production and processing, it will create a large source of products. The formation of the pair of border gates will connect Lao localities closer to Viet Nam.

Speaking at the conference, Deputy Governor of Bolykhamxay Khamven Pannavanoong thanked the leaders of Nghe An province for the warm welcome given to the delegation. Deputy Governor Bolykhamxay expressed his impression of the development of Nghe An province in general and Vinh city in particular. The Nam On - Thanh Thuy border gate pair has many development premises, will promote socio-economic development between Viet Nam - Laos in general and Bolykhamxay - Nghe An in particular, gradually building and developing into a pair of main border gate and international border gate.

In the spirit of frankness, sincerity, trust, solidarity, special friendship and comprehensive cooperation between Viet Nam and Laos, the two provinces of Nghe An and Bolykhamxay, especially the results achieved in the work of coordinating border management, protection and border gate development, the inter-sectoral delegation of Nghe An province, Socialist Republic of Viet Nam and the inter-sectoral delegation of Bolykhamxay province, Lao People's Democratic Republic have agreed on the list of valid documents when people, vehicles and goods pass through Thanh Thuy - Nam On sub-border gate.

For vehicle documents: Road motor vehicles of Nghe An province and Bolykhamxay province when circulating through Thanh Thuy - Nam On secondary border gate must have valid documents with certified English translation or national language translation of the destination country (except for documents printed in Vietnamese - Lao or Vietnamese - English or Lao - English) to present to relevant authorities upon request, including the following documents: Vehicle registration certificate; Certificate of technical safety and environmental protection inspection; Compulsory third party liability insurance; Declaration of temporary import - re-export or temporary export - re-import of road transport vehicles; intermodal transport permit.

For passenger transport vehicles under contract, in addition to the above documents, the following documents are required: Passenger transport contract; passenger list.

For vehicles transporting goods, in addition to the above documents, the following documents are required: Bill of lading; customs declaration for goods; animal and plant quarantine certificate.

In addition to the intermodal transport permit, means of transport carrying dangerous goods, with a tonnage or size exceeding the regulations, when entering the territory of the other Contracting Party, must be granted a special circulation permit by the competent authority of that Contracting Party as prescribed.

Documents of vehicle drivers and passengers exiting or entering the country: As permanent residents of Nghe An province (Viet Nam) and Bolykhamxay province (Laos), when exiting or entering the country, the following documents must be present: Border laissez-passer; National or international driving license appropriate to the type of vehicle being driven (for vehicle drivers).

In case the driver's Border laissez-passer and Vehicle Registration Certificate are not issued by the same Contracting Party, a certified copy of the Labor Contract with a term of 01 year or more, along with an English translation or a translation in the national language of the destination country of the driver with the enterprise or cooperative, is required. Other documents as prescribed by law and international treaties on transportation of which the Socialist Republic of Viet Nam and the Lao People's Democratic Republic are members.

Types of documents for exported and imported goods and items: Goods and items exported, imported, temporarily imported for re-export, temporarily exported for re-import, transferred, and transited through border gates must have full valid documents, comply with principles and procedures according to the provisions of the laws of the two countries on export, import and international treaties to which the Socialist Republic of Viet Nam and the Lao People's Democratic Republic are members, and must be subject to inspection, control, and supervision by specialized state management agencies at the border gates.
