Announcing the Department and District Competitiveness Index (DDCI) results of Nghe An province in 2022
On the afternoon of October 05, the Provincial People's Committee (PPC) held a conference to announce the Department and District Competitiveness Index (DDCI) results of Nghe An province in 2022. The conference was held both live and online to the People's Committees of districts, cities and towns.
Comrades: Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the PPC; Bui Thanh An - Member of the Provincial Standing Party Committee, Vice Chairman of the PPC chaired the conference. Attending the conference were representatives of leaders of departments, committees and branches; enterprise associations.
Overview of announcement ceremony
DDCI Nghe An 2022 addressed issues of environment, ecology, climate change, natural disasters, and epidemics in the survey; social issues and sustainable development; development issues in the 4.0 industrial era, digital transformation, etc. Going beyond the traditional approach, DDCI Nghe An evaluates the quality of economic management and administration of local agencies and authorities from these angles. By doing so, DDCI will encourage the provincial government, departments, branches, and People's Committees of districts, towns and cities to pay due attention and concern to economic management and administration activities in Nghe An, ensuring harmony of inclusive development, social and environmental issues in the economic development process.
DDCI Nghe An results in 2022 are based on the combined opinions of 2,500-3,000 production and business establishments enterprises, cooperatives, business households, investors, etc. in 2 forms of investigation, direct and online survey; including 1,268 evaluation forms for local areas and 855 evaluation forms for departments, committees, and branches.
Based on the 2022 DDCI Nghe An methodology report approved by the PPC, DDCI ranks the scores of Departments, committees and branches from high to low in 2 groups. In particular, group A includes Departments, committees and branches whose main service objects are enterprises/cooperatives/business households and have many interactions with these objects; Group B includes Departments committees and branches whose main service objects are not enterprises/cooperatives/business households but people or other subjects, have less interaction with enterprises/cooperatives and have less administrative procedures for them with this target enterprises/cooperatives/business households (through scores in management areas related to the business environment, not covering all other aspects of operations and management).
In group A, the Department of Agriculture and Rural Development topped the rankings with 79.34 points; Department of Labor, War Invalids and Social Affairs is in second place with 79.03 points; Southeast Economic Zone Management Board with 77.89 points is in third place of the rankings. The remaining departments, committees and branches stopped at the good score group, with a tight pursuit of scores. The score gap between the department in first and last place in the group A rankings is 4.33 points.
In group B, the Department of Information and Communications with 81.76 points ranked first in the rankings; the Department of Justice is in second place with 81.46 points and third place belongs to the Department of Culture and Sports with 81.10 points. The above scores are reviewed under the lens of DDCI Departments, committees and branches that are mainly concerned with the assessments of enterprises/cooperatives, investors, etc. and administrative procedures, public services as well as tasks and reforms of Departments, committees and branches related to the business environment, does not cover all fields that the Departments, committees and branches manage.

2022 Local DDCI Rankings and Scores
For localities, the "Very Good" group are localities with scores of 80.00 points or higher, including localities: Nghi Loc, Hoang Mai Town, Tuong Duong, Que Phong and Ky Son.
The "Good" group is localities with scores from 70.00 to less than 80.00 points, including: Con Cuong, Tan Ky, Do Luong, Cua Lo town, Thai Hoa town, Thanh Chuong, Vinh city, Nam Dan, Quynh Luu, Nghia Dan, Anh Son, Dien Chau, Yen Thanh and Quy Hop.
The "Average Good " group is Quy Chau with 68.68 points and Hung Nguyen with 67.64 points.
