Therefore, it is recommended that all levels, sectors and localities focus, make efforts and determination to strive to complete at the highest level the goals, targets and tasks in 2022.

The index of industrial production (IIP) increased by 9.69% over the same period

Regarding economic development, despite facing many difficulties due to natural disasters and epidemics, the winter-spring crop of 2021-2022 and the summer-autumn crop have a good harvest. The total cultivated area in 9 months is estimated to reach 270,303 ha, equaling 95.45% over the same period in 2021.

About building new rural areas (NRA), up to now, the whole province has 299/411 communes that meet the NRA standards, accounting for 72.74%; 20 communes achieved advanced NRA standards; 02 communes achieved model NRA standards; 07 district-level units completed their tasks and met NRA standards; Having 184 villages/hamlets achieved the NRA standards according to the criteria of the province. The whole province continues to deploy the program “one commune, one product (OCOP)”. Up to now, Nghe An has 249 OCOP products with 3 stars or more standards.

The index of industrial production (IIP) in 9 months is estimated to increase by 9.69% compared to the same period in 2021. The IIP increases because enterprises in the area have gradually restored production and business after the COVID-19 epidemic; some new plants after the trial period have stable commercial products.

State budget revenue in the province in 9 months is estimated at 15,062 billion VND, reaching 100.4% of the estimate, equaling 111.7% compared to the same period in 2021. Local budget expenditure in 9 months is estimated at 21,891 billion VND, reaching 70.5% of the estimate.

The business and investment environment continues to improve. The foreign activities, investment promotion and support for enterprise development are enhanced. Accumulated in 2022 (as of September 20, 2022), the province has granted new 80 projects with a total registered investment capital of 18,342.7 billion VND. The adjusted 79 projects, in which adjusted total investment capital of 29 projects. Compared to the same period in 2021, the number of newly granted projects increased by 6.67%, the total newly and adjusted capital increased by 43.67%.

In particular, in the first nine months of 2022, Nghe An province has been included in the top 10 provinces attracting the largest FDI in the country for the first time, with the total new and adjusted capital of 605.42 million USD. Mobilization of investment capital for social development in the first nine months of 2022 is estimated at 69,794 billion VND, up 18.49% over the same period in 2021.

Comprehensive education quality is confirmed. Cultural, physical training and sports activities continue to be interested, meeting the needs of the people. National defense, security and social order and safety are ensured. Inspection and settlement of complaints and denunciations are carried out in a timely manner.

At the session, the localities: Thai Hoa town, Yen Thanh district, Ky Son district, Anh Son district and Dien Chau district reported the achieved results, raised difficulties and problems.

Concluding this content, Chairman Nguyen Duc Trung acknowledged the efforts of the branches and localities that have focused on deploying tasks and solutions to help the economy and society of the province in the first 9 months of the year achieved very positive results.

The fourth quarter is the decisive time to the results of the deployment of the Plan in 2022, Mr. Nguyen Duc Trung asked departments, branches and localities to focus on 7 key tasks and solutions.

Specifically, branches, units and localities should focus synchronously, drastically and effectively on solutions to promote growth, production and business activities, trade in services, investment and development; closely follow the growth scenario approved at the beginning of the year to reach the highest level of the targets, goals and tasks in 2022. Particularly in the fourth quarter, the target of 8.9-9.7% must be achieved.

In which, continue to strictly implement the epidemic prevention and control, especially COVID-19 vaccination; focus on deploying solution tasks according to Directive 15/CT-TTg dated September 16, 2022 of the Prime Minister. The Chairman assigned the Department of Planning and Investment to advise on the deployment plan of the Directive, in which the focus is on organizing well production activities in the fields of agriculture and industry; facilitate trade and service activities; strengthen control of market prices, especially for essential commodities to serve production and life; prevent and combat commercial fraud at the end of the year; proactively grasp and promptly solve difficulties of enterprises and investors in the province.

Branches and localities are proactive and well prepared for disaster and flood prevention scenarios, especially in the last months of the year under “4-spot” motto; check the areas prone to landslides, floods, flash floods and local waterlogging in order to promptly evacuate people to safe places to ensure maximum safety for people's lives and properties. Along with that, strictly control flood discharge activities, so that irregular flood discharges do not affect people. In particular, propagandize and remind people not to go fishing or pick up firewood in times of flood in deep flooded places.

In October 2022, the Chairman of the Provincial People's Committee requested branches, units and localities to focus on prioritizing the deployment of a number of tasks. That is to actively coordinate to collect opinions of ministries and departments on provincial planning; coordinate with the Central Steering Committee to review Resolution 26 of the Politburo; pay attention to deploy key project procedures, especially Cua Lo deep-water port project and upgrade project of Vinh international airport projects.

Relevant branches need to advise the Provincial People's Committee to approve the district-level land use planning; speed up the process of granting and renewing land use right certificates; inspect and review the announcement of building material prices, building material price index from 2021 onwards to announce prices correct to reality, publicity and transparency. Update data on compensation for site clearance of National Highway 1A upgrade and expansion projects; complete the project on adjusting the planning of the Southeast economic zone; speed up the procedures to start the projects early; jointly organize an art program to celebrate the 54th anniversary of the Truong Bon victory.

Regarding the disbursement of public investment capital, Mr. Nguyen Duc Trung - Chairman of the Provincial People's Committee asked the Chairman of the People's Committees of the districts, cities and towns, the Directors of the Departments and branches to take responsibility for the commitments on the disbursement results of their branches, localities and unit.

For the deployment of three National Target Programs, it is necessary to focus on deploying the allocated capital, not spreading out, not approving the project beyond the balance capacity, leading to arrears; strictly comply with criteria, principles and subjects; Wherever it is done, the disbursement will go there.

The branches and localities continue to perform the tasks of ensuring social security, taking care of people's lives and jobs. In which, proactively ensure conditions for medicines, medical equipment and supplies; strictly control the situation of revenue and expenditure at the beginning of the school year, avoiding the situation of over-collecting and incorrect collection; well implement labor supply and demand, solve labor shortage.

The Chairman requested branches and levels to review work programs and plans for 2022 to focus on completing quality and ensuring schedule. Continue to strengthen the handling of administrative procedures, especially using online public services, improve the quality of operation of the Center for Public Administration and the one-stop shop; strengthen administrative discipline.
