Provincial People's Committee holds regular meeting in February 2023

On the morning of February 23, the Provincial People's Committee (PPC) held a PPC regular meeting in February 2023 to listen and comment on many important contents. Mr. Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the PPC presided over the meeting. Attending the meeting were Vice Chairman of the PPC, PPC members and leaders of a number of related branches and units.


Overview of the meeting

Reporting at the meeting, Director of the Department of Planning and Investment Pham Hong Quang said: The province's socio-economic situation in February 2023 continues to achieve positive results. During the month, farmers focus on planting rice and planting spring crops to ensure progress. As of February 15, 2023, the total planting area of the spring crop in the whole province is estimated at 135,000 hectares, rising 3.85% from a year earlier. The province continues to complete the appraisal of advanced new-style rural communes, model new-style rural areas in 2022; completes the verification to submit to the Central Steering Committee to appraise 02 district-level units (Do Luong and Dien Chau) to meet new-style rural standards. At the same time, deploy specific tasks for localities and units to implement the new-style rural program in 2023.

The index of industrial production (IIP) in February is estimated to increase by 13.17% year-on-year. Accumulated IIP index in the first two months of 2023 is estimated to increase by 7.85% over the same period. In which, mining industry grew by 39.9%; production and distribution of electricity, gas, hot water, steam and air-conditioning by 21.2%; water supply, waste and water treatment and management activities by 5.45%; processing and manufacturing industry by 5.27% over the same period in 2022. Export turnover of goods in February is estimated at 170 million USD, a year-on-year increase of 8.2%.

Revenue from accommodation and catering services in the first two months of 2023 is estimated at 2,053 billion VND, rising 28.35% over the previous period. In February, the province is estimated to welcome 750,000 tourists, including 450,000 staying overnight tourists; total revenue from tourists reached 1,489 billion VND.

An estimated 2,944 billion VND is collected for the state budget in the first two months of 2023, reaching 18.6% of the estimate and equaling 94.3% in the same period last year. Local budget spending in two months is estimated at 4,171 billion VND, reaching 12.6% of the estimate.

In February 2023, the province has granted 09 new projects with a total investment of 240.2 billion VND; adjusted 07 projects. Total new and additional registered capital is 348.0 billion VND. As of February 21, 2023, 224 new enterprises have been established with a total registered capital of 1,614.7 billion VND. There were 256 enterprises operating again in the period, equal to 90.14% from the previous period.

The culture and society sector continues to be interested in direction and   organization in many forms to create excitement and improve the spiritual life of people. Activities of international cooperation and integration in the month continued to be effectively implemented. National defense, security and social order and safety are guaranteed. Inspection and settlement of complaints and denunciations are concerned.

At the meeting, the delegates focused on discussing the results achieved in February, and pointed out the shortcomings and limitations in the deployment of socio-economic development tasks, especially clarifying the responsibilities of each sector, each field. In particular, the comments focused on administrative reform, public investment plan implementation, speeding up the implementation of projects, resource management and environmental protection, speeding up the progress of building new rural-style areas, basic construction, etc.

Permanent Vice Chairman of the PPC Le Hong Vinh said that in the near future, prolonged drought can occur, so it is recommended that the departments and sectors not to let water shortages and electricity shortages affect production and business activities of people and enterprises.

Addressing at the regular meeting, Mr. Nguyen Duc Trung – the PPC Chairman acknowledged and highly appreciated the results achieved in February 2023. He also pointed out some difficulties and problems that need to be overcome. The Chairman requested the Departments, divisions and sectors to continue focusing on directing and solving difficulties, urging and promoting the effective deployment of the economic development and the State budget estimate according to the scenario approved. The departments and sectors actively follow the assigned tasks to ensure schedule and quality.

05 Working groups follow the approved Plan. Permanent staff of the Working Group is in charge for advising, grasping and promptly solving problems, following closely the operation of the PPC, the growth scenario of each quarter to direct the deployment according to the approved contents.

The Chairman of the PPC assigns the Department of Agriculture and Rural Development and the Department of Industry and Trade to focus on closely following the plan of agricultural and industrial production to meet the requirements. Trade, service, etc. actively implement to ensure all 3 areas achieve the set targets and objectives. The industry needs to control the price of gasoline. The Southeast Economic Zone Management Board urgently completes the procedures to implement the Tho Loc Industrial Park project (phase 1), adjusts the Southeast Economic Zone project; Urging projects being implemented in industrial parks.

Regarding the main tasks in March, the Chairman requested the departments and sectors to proactively prepare the contents of the draft Resolution, meeting the verification conditions before submitting to the Provincial People's Council. Continue to coordinate with the Office of the Provincial Party Committee to work with the Central Economic Commission and relevant ministries and departments to well prepare the contents summing up the 10-year implementation of Resolution No. 26-NQ/TW of the Politburo as planned. Complete the dossier of the Nghe An Provincial Planning for the 2021-2030 period, with a vision to 2050 and submit it to the Executive Committee of Provincial Party Committee and the Provincial People's Council before submitting to the Prime Minister for approval. The Department of Natural Resources and Environment focuses on collecting people's opinions on the amended Land law. The Department of Foreign Affairs focuses on implementing the content agreed at the meeting between the Ministry of Foreign Affairs and the Standing Committee of Provincial Party Committee to submit to the Provincial People's Committee in March.

Regarding the disbursement of public investment capital, the PPC Chairman suggested that it is necessary to clarify the responsibilities of branches and investors to perform tasks more effectively. Based on the assigned plan, at the beginning of the year, signing the disbursement commitment, clarifying arising problems and problems, coordinating to handle the proposed plan. Branches and localities review issues related to disbursement of public investment capital to focus on solving and solving.

Regarding budget revenue and expenditure management, the Finance branch cooperates with Tax, Customs, etc. to achieve the highest revenue targets. Managing state budget expenditure closely, thriftily and efficiently, according to assigned estimates.

Regarding the culture - society, the PPC Chairman requested the departments and branches to focus on implementing the housing support program for the poor; pay attention to job creation, supply and demand connection. Continuing to improve the quality of medical examination and treatment at health facilities in the province.

The Departments and branches have well implemented administrative reform, strengthened administrative discipline, and continued to focus more on promoting administrative reform in all fields, especially reforming administrative procedures in a substantive and effective way. Improving the effectiveness and efficiency of law enforcement organizations, ensuring rules and discipline; upholding the responsibilities of heads of agencies, units and localities.
