Planning for Nghe An province for the 2021 - 2030 period, vision to 2050

On the morning of January 12, Nghe An province held a Conference to announce Nghe An Provincial Planning for the 2021 - 2030 period, vision to 2050 and adjustment of the Master Planning for construction of Southeast Nghe An Economic Zone, Nghe An Province to 2040.

Overview of the conference

Build Nghe An into a fairly developed province by 2030

According to Decision No. 1059/QD-TTg dated September 14, 2023 of the Prime Minister on approval of Nghe An Provincial Planning for the 2021 - 2030 period, vision to 2050, the planning boundary of Nghe An province includes includes the entire mainland territory of Nghe An province and the maritime space determined according to the Law on Vietnam’s sea 2012; Decree No. 40/2016/ND-CP dated May 15, 2016 of the Government detailing the implementation of a number of articles of the Law on resources and environment of sea and islands.

The overall goal by 2030 of the Provincial Planning is to build Nghe An into a good province of the country, with rapid and sustainable economic development, imbued with the cultural identity of Viet Nam and Nghe An; is the center of the North Central region in terms of trade, health, education and training, science and technology, industry and agriculture applying high technology; has a synchronous and gradually modern infrastructure system, adapting to climate change; the people's material and spiritual lives are improved; cultural and historical values are preserved and promoted; the ecological environment is protected, preserving nature and biodiversity; national defense and security are firmly guaranteed.

Vision to 2050, Nghe An will be a comprehensively developed, civilized, modern province of the country and imbued with the cultural identity of Viet Nam and Nghe region; is an important development driving force of the North Central region; the people's material and spiritual life reaches a high level; cultural, historical and traditional values and natural ecosystems are preserved and promoted; firmly ensure national defense and security.

Three strategic breakthroughs

According to the approved planning, Nghe An will focus on developing two growth driving areas, including expanded Vinh city and expanded Southeast Nghe An Economic Zone.

The province implemented 03 strategic breakthroughs according to the Planning. That is perfecting synchronization of institutions and policies; strongly improving the investment and business environment with outstanding competitiveness associated with administrative reform. Strengtheing decentralization, authorization, promoting initiative, creativity and responsibility of all levels and branches.

Focusing on investment and creating a breakthrough in building synchronous and modern infrastructure to meet development requirements; including, strongly developing strategic transport infrastructure, creating connections and spreading development.

Comprehensively developing human resources, science, technology, and innovation associated with promoting cultural values and people of Nghe region. Focusing on education and training, attracting human resources, especially high quality human resources.

Form and develop 04 economic corridors: The coastal economic corridor is associated with National Highway 1, the Eastern North-South Expressway, coastal roads, national railways and sea routes; Ho Chi Minh Road Economic Corridor; National Highway 7A economic corridor; National Highway 48A economic corridor; In which, developing the coastal economic corridor is the focus.

Develop 5 pillar industries and fields: Industrial development, the focus is on processing and manufacturing industries; supporting industry; Trade and service development, especially high-quality education, training and medical services; Tourism development based on 3 main types including cultural - historical tourism, resort tourism, marine entertainment and sports and eco-tourism, adventure associated with the community; Developing high-tech agriculture; Marine economic development is associated with ensuring national defense and security.

Focus on investing in 6 urban centers: Expanded Vinh urban area, Hoang Mai urban area (developed in association with Quynh Luu), Thai Hoa urban area (developed in association with Nghia Dan), Dien Chau urban area, Do Luong urban area, Con Cuong urban area.

The planning also determines the development direction of province’s important industries and fields

Accordingly, the industry; service; agriculture, forestry and fisheries; marine economic development. At the same time, determining the development direction of other industries and fields: Education and training; medicine and people's health care; science, technology and innovation; culture and sports; labor, employment and social security; defence security.

In addition, the Planning identifies options: Developing the transportation network; developing energy and power supply networks; developing telecommunications networks; developing irrigation, water supply and drainage networks; developing waste collection and treatment; developing social infrastructure; developing fire prevention and fighting infrastructure.

The planning also provides plans for organizing socio-economic activities; protecting the environment and biodiversity; exploiting, using and protecting resources; preventing and combating natural disasters and responding to climate change in the area; land allocation and zoning plans; list of projects and priority order of implementation in the province; solutions and resources to implement planning.

Nghe An provincial planning for the 2021 - 2030 period, vision to 2050 approved in this Decision is the basis for implementing urban and rural planning, technical and specialized planning in Nghe An province in accordance with relevant laws.

Specific goals until 2030

- Regarding economy:

+ The average growth rate of gross product in the province (GRDP) in the 2021-2030 period reaches about 10.5-11.0%/year. In the GRDP structure, the proportion of industry - construction accounts for 42-42.5%; services account for 39-39.5%; agriculture, forestry and fisheries account for 13.5-14% and product taxesless subsidies on production account for 4.5-5%.

+ GRDP per capita in 2030 is about 7,500 - 8,000 USD.

+ The proportion of processing and manufacturing industry reaches over 24% of GRDP.

+ Labor productivity increases by an average of 10-11%/year.

+ State budget revenue in the area increases on average by about 12%/year.

+ Mobilizing investment capital for social development in the 2021-2030 period is about 1,650 trillion VND.

- Regarding society:

+ Striving for the rate of cultural villages, blocks, towns to reach 78%.

+ The natural population growth rate in the 2021-2030 period is 0.98%/year.

+ The average life expectancy of people reaches 75 years.

+ The rate of trained workers reaches 77%, including 37.8% with certificates; On average, creating jobs for over 45 thousand workers each year.

+ The rate of schools meeting national standards is over 80%.

+ The number of doctors per 10,000 people reaches over 15 doctors; The number of hospital beds per 10,000 people reaches over 50 beds.

+ The rate of multidimensional poverty households decreases by an average of 0.5-1.5%/year, and in mountainous areas by an average of 1.5-2.0%/year.

+ Reducing the rate of malnutrition in children under 5 years old to 12%. The rate of health insurance participants reaches at least 95% of the population; The rate of people participating in social insurance is about 39%.

+ Striving to have 70% of district-level administrative units complete construction tasks and meet new rural district standards. The rate of communes meeting new-style rural standards reaches 90%; of which, 50% of communes meet advanced new-style rural standards, 15% of communes meet model new-style rural standards.

- Regarding urban areas and infrastructure:

+ Striving for an urbanization rate of about 40-45%; The average urban housing area is 32-35m2/person; Infrastructure of urban areas is invested synchronously and modernly.

+ Smooth and safe transportation infrastructure; Irrigation infrastructure, dykes, lakes and dams ensure water sources for production and daily life, and proactively drain water; ensuring electricity needs for production and daily life; modern communication, internet and terminal systems; social infrastructure meets development needs.

- Regarding environment:

+ Forest coverage rate is stable at 58%.

+ The proportion of urban population provided with clean water through the centralized water supply system reaches 100%.

+ The proportion of rural population using clean water that meets standards reaches 60%.

+ The rate of collection of domestic solid waste generated in urban areas reaches 99%, in rural areas it reaches over 80%. The rate of collected household solid waste treated to meet environmental protection requirements is 95%.

+ The rate of urban domestic wastewater collected and treated meeting prescribed standards is 100% for class I urban areas; 70% for class IV and higher urban areas and 50% for class V urban areas.

+ Striving to have 100% of industrial parks have centralized wastewater treatment systems that meet environmental standards and the rate of hazardous waste collected and treated reaches 99%.

- Regarding national defense and security: Building a solid defense area; The armed forces are comprehensively strong and capable of meeting mission requirements.
