Implement the socio-economic development plan from the beginning of the year
At the regular meeting of the Provincial People's
Committee (PPC) held on the afternoon of February 5, 2025, Director of the
Department of Planning and Investment Pham Hong Quang reported: In January
2025, various levels and sectors focused on implementing the Resolutions of the
Government and the Resolutions of the Provincial People's Council regarding the
socio-economic development plan for 2025; at the same time, they prepared
activities to welcome the Lunar New Year of the Snake in 2025, especially
ensuring social welfare so that every citizen can celebrate a warm and joyful Lunar
New Year.

Pursuant to
Resolution No. 01/NQ-CP dated January 8, 2025 of the Government on the main
tasks and solutions to implement the socio-economic development plan and state
budget estimate for 2025, and implement the Resolution of the Provincial
People's Council, the Provincial People's Committee issued Decision No.
112/QD-UBND dated January 18, 2025 on the main tasks and solutions for socio-economic
development and state budget estimates for 2025, including 06 key areas of
direction and administration, 12 main groups of tasks and solutions and 177
specific tasks assigned to departments and sectors. Along with that, the PPC
has developed a growth scenario for 2025 by quarter and for the entire year;
established 05 working groups under Decision No. 164/QD-UBND dated January 21,
2025, to direct and promote various sectors and fields to perform the plan and
carry out tasks right from the very first days and months of 2025.

province in January, the key tasks and solutions for February 2025.
Regarding
agriculture and rural development, as of January 20, 2025, the total area
planted with winter crops is projected to reach 38,926.3 hectares, accounting
for 96.46% compared to the same period last year. The area planted for the
spring crop for the entire province is projected to reach 65,750.26 hectares,
an increase of 53.62% compared to the same period.
Regarding
building new-style rural areas (NRA): In the past month, there has been a focus
on completing the assessment work for several communes that meet the NRA
standards, advanced NRA, and model NRA for the year 2024. The Provincial
Steering Committee for National Target Programs for the period 2021 - 2025 has
organized a meeting to vote and unanimously propose the recognition of Nam Dan
district as meeting the advanced NRA; simultaneously, specific tasks have been
assigned to localities and units, and a movement to implement the NRA building
program for the year 2025 has been launched right from the beginning of the
year.
The Index of Industrial Production (IIP) for January
2025 is projected to increase by 8.27% compared to the same
period in 2024. Most industrial products have shown an increase compared to
January 2024, including: 10 million liters of canned beer, up 11.67%; yogurt projected at 4.4 thousand tons, up 75.30%; fresh
milk projected at 34.3 million liters, up 21.46%; cement
clinker projected at 646.2 thousand tons, up 45.43%;
electronic components continue to exhibit good production output.
The total retail sales of goods and consumer service
revenue in January 2025 are projected to
reach 17,803.9 billion VND, an increase of 16.16% compared to the previous
month and an increase of 32.62% compared to the same period last year. The Industry and Trade sector has
focused on monitoring the supply situation of goods to serve the Lunar New
Year.
Direct the
supermarkets, trade centers, enterprises involved in the sale and distribution
of goods to implement solutions to ensure the balance of supply and demand,
stabilizing the market before, during, and after the Lunar New Year. The export
turnover of goods is projected to reach 320 million USD, an increase of 31.57%
compared to the same period; the import turnover is projected at 170 million
USD, equivalent to the turnover of the same period in 2023.
The total number of tourists in January 2025 is projected to reach 700,000, of which 380,000 are
staying guests, an increase of 9% compared to the same period last year. The
number of international tourists is projected to reach 9,700. The total revenue from tourism is projected to reach 1.88 trillion VND, an increase of
20% compared to the same period in 2024,
of which the revenue from tourism services is projected at 726 billion VND.
The
transport sector has effectively performed the passenger transport plan for the
holiday season, especially by monitoring the organization of passenger
transport during during holidays and New Year at various transportation
business units and bus stations.
Regarding
budget revenue and spending management: State budget revenue is projected at
3,210 billion VND, reaching 18.6% of the estimate. Local budget spending in
January 2025 is spending at 3,050 billion VND, reaching 7.3% of the estimate.
Regarding
public investment, the PPC continues to direct and urge the disbursement of the
public investment capital plan. As of January 20, 2025, a total of 8,198.245
billion VND of the 2024 plan has been disbursed, achieving 86.85% of the target
set by the Prime Minister and 85.04% of the total plan. For the public
investment plan in 2025, the PPC has allocated 8,905.716 billion VND/The Prime
Minister's plan allocated 10,003.954 billion VND, achieving 89.02%. The
Department of Planning and Investment has notified the public investment plan
for 2025 to each investor and has informed by locality and by sector to
coordinate in organizing the direction and supervising the performance.
The PPC
focuses on directing and urging construction units to concentrate manpower and
equipment to accelerate construction progress, ensuring the timeline and
quality of projects while ensuring traffic safety for the following projects:
The coastal road from Nghi Son (Thanh Hoa) - Cua Lo (Nghe An) section from Km7
to Km76; Construction of traffic roads to the center of Nhon Mai and Mai Son
communes, Tuong Duong district; Nam Dan town bypass route; Repair of the
foundation, pavement, and supplementing the drainage system and traffic safety
on Provincial Road 534, etc.
Regarding
culture, society continues to receive attention and is being implemented
effectively. Following the Directive No. 40-CT/TW dated December 11, 2024, from
the Secretariat, and Directive No. 45/CT-TTg dated December 18, 2024, from the
Prime Minister, the PPC has issued Directive No. 50/CT-UBND dated December 30,
2024, instructing departments, committees, and localities to focus on
adequately preparing conditions for the people to celebrate the Lunar New Year
in a joyful, healthy, safe, and economical way.
