Reporting at the regular meeting of the Provincial
People's Committee (PPC) in March 2024 held on the morning of March 26,
Director of the Department of Planning and Investment Pham Hong Quang said: Cumulatively
in 2024 (as of March 20, 2024), the whole province has issued new (approved
investment policies/ granted investment registration certificates) to 18
projects with a total registered investment capital of 12,274.2 billion VND.

In the first quarter of 2024, branches and levels have focused on
directing and implementing the 2024 Plan, building growth scenarios, and
setting out key tasks and solutions for direction and administration.
Localities
mainly focus on harvesting winter crops and speeding up production of spring
crops. The total planted area in the province reached 40,355 hectares, an
increase of 0.72% over the same period last year. As of March 15, 2024, the
total spring crop planting area in the province is estimated to reach
151,575.03 hectares, an increase of 0.64% hectares over the same period last
year. Localities and units focus on launching the emulation movement to build
new-style rural areas in 2024, etc.

2024
The
accumulated index of industrial production (IIP) in the first 3 months of the
year is estimated to increase by 8.07% over the same period in 2023. Of which,
the mining industry is estimated to decrease by 1.57%; Processing and
manufacturing industry increased by 8.94%; production and distribution of
electricity, gas, hot water, steam and air conditioning increased by 2.79%;
water supply, waste and wastewater management and treatment activities
increased by 13.03% over the same period in 2023. Most major industrial
products have increased output compared to the first quarter of 2023.
As of
January 31, 2024, the total disbursed capital plan for 2023 is 8,586.774
billion VND/Plan 8,585.59 billion VND, reaching 95.05% of the plan assigned at
the beginning of the year, completing the target assigned by the Prime Minister
(reached over 95%) and was much higher than the same period (the same period
only reached 84.86% of the plan assigned at the beginning of the year and
78.37% of the total plan assigned). Regarding the public investment plan for
2024, the assignment of the plan will be implemented promptly right after the
Prime Minister's Decision and Resolution of the Provincial People's Council.
The total plan assigned for 2024 is 9,076.67 billion VND, of which 4,628.57
billion VND will be put into centralized public investment for the province's
management.
Total retail
sales of goods and consumer service revenue in March 2024 are estimated to
reach 10,506.7 billion VND, an increase of 27.11% over the same period; accumulated
in the first quarter is estimated to reach 35,508.7 billion VND, an increase of
29.33% over the same period in 2023. Revenue from accommodation and food
services in the first quarter is estimated to reach 2,058 billion VND, an
increase of 40.86% over the same period in 2023. Total export turnover of goods
in the first quarter was estimated at 636.2 million USD, up 21.8% over the same
period; import turnover of goods is estimated to reach 418.1 million USD, up
34% over the same period in 2023, etc.
State budget
revenue in the area in the first quarter of 2024 is estimated to reach 5,904
billion VND, reaching 37.1% of the estimate, equal to 134.3% compared to the
same period in 2023. Local budget expenditure is estimated to be 6,576 billion
VND, reaching 18.2% of the estimate. International cooperation and integration
activities are taking place vibrantly.
Cumulatively
in 2024 (as of March 20, 2024), the whole province has issued new (investment
policy approval/investment registration certificate) for 18 projects with a
total registered investment capital of 12,274, 2 billion VND. Adjusting 39
projects, including adjusting the total investment capital of 14 projects with
a total investment increase of 2,352.1 billion VND. The total newly granted and
adjusted capital is 14,626.3 billion VND. Compared to the same period in 2023,
the number of new projects decreased by 40%, but the total new investment
capital increased by 2.48 times.
In the first quarter (as of March 20, 2024), there were 602 newly
established enterprises with a total registered capital of 6,175.7 billion VND,
an increase of 127.04% over the same period in 2023. There are 291 enterprises
returning to operation, down 28 enterprises over the same period.
The province
successfully organized a conference to announce Nghe An Provincial Planning for
the 2021-2030 period, vision to 2050 and adjust the overall planning of
Southeast Nghe An economic zone to 2040. Completing gathering comments from
Ministries and Central branches on the Plan to implement the Provincial
Planning for the 2021-2030 period, with a vision to 2050, currently focusing on
explaining, absorbing and completing to submit to the Prime Minister for
approval. Completing submission to the Provincial Party Standing Committee for
approval of the Project to expand the Southeast Economic Zone and change its
name to Nghe An Economic Zone.
The cultural
and social field achieved many positive results. It is estimated that in the
first 3 months of the year, the province created jobs for 19,158 people
(reaching 40.76% of the plan, equal to 107.03% over the same period last year).
Branches and levels have paid attention and taken care of people to ensure they
enjoy Spring and celebrate Tet happily and safely. Social security policies,
visits and encouragement for people with meritorious services, families under
preferential treatment policy, the elderly, the poor, etc. are promptly
implemented.
The PPC has
directed branches and levels to promote the effective implementation of 8
goals, 41 tasks, and 6 groups of solutions to implement administrative reform.
The security and order situation in the area, especially before, during and
after Tet, is basically guaranteed well. The functional forces are fierce in
suppressing crime, ensuring security and order in the areas, in particular, the
deployment of Working Group 373 on armed patrol to prevent and combat crimes
and violations of the law on security and order in the province has been
implemented drastically, ensuring the best conditions for people to celebrate
Tet, etc.
