of the Provincial People's Committee in Program No. 153/CTr-UBND dated March 1
on Investment, Trade and Tourism Promotion of Nghe An province in 2024.
Promote the promotion of
the investment environment, tourist destinations, and commercial products on
multimedia media
Accordingly, the province
will focus on effectively implementing mechanisms and policies on attracting
investment; create a friendly investment environment to attract strategic
investors.
Expand international cooperation relationships, develop production, enhance
product quality, promote the development of the province's key commodity
chains, tourism products and services, and industrial products (including
including typical rural industrial products), handicraft products, OCOP
products, specialty products, other features of the province.
The province continuously
innovates and enhances the professionalism of its human resources to serve investment, trade and tourism
promotion activities in the province, giving the value of "Nghe An -
Successful destination" to enterprises, investors, and domestic and
foreign tourists. Nghe An continues to support enterprises, production and business
facilities, and cooperatives to improve competitiveness, find partners, and
promote opportunities to supply goods, maintain and expand distribution network
and product consumption in domestic and international markets.
The Provincial People's
Committee requires investment, trade and tourism promotion activities to be
organized safely, effectively, focused, key and flexible to maintain and
enhance traditional markets, while opening expand new markets and partners in
accordance with the viewpoint and orientation of attracting investment,
developing trade and tourism associated with the socio-economic development
goals of the province. The province also enhances the application of IT in investment, trade
and tourism promotion. Promote the promotion of the investment environment,
tourist destinations, and commercial products on multimedia communication such
as television, internet, and social networks in accordance with digital economy
trends.
Investment
Promotion
The
Provincial People's Committee requires proactive approaches and connections
with large investors and foreign direct investors (FDI) at the top of supply
chains to promptly attract new investment capital flows; Focus on attracting
investment in industrial development in both breadth and depth, attracting
investment in large quality projects (on electronic component production,
information technology, manufacturing processing, etc.) has quality, has a
pervasive impact, has high added value, uses modern, environmentally friendly
technology in economic zones, industrial parks, and industrial clusters,
ensuring the participation of local enterprises in the value chain; creating a
premise for moving accompanying supporting industry projects from abroad into
Nghe An.
Enhance
support and accompany existing infrastructure investors (VSIP Nghe An Company
Limited, WHA Industrial Zone Nghe An JSC, Hoang Thinh Dat JSC, etc..) to
prepare infrastructure and clean premises to welcome secondary investors from
the investment wave. Also proactively approach strategic investors to attract
infrastructure investment, especially infrastructure of industrial parks and
industrial clusters.
Focus on building,
mobilizing and prioritizing resources to construct essential infrastructure
projects such as: Cua Lo deep-water port; Investing in upgrade and expansion of
Vinh International Airport; Vinh - Cua
Lo Connecting Road (phase 2); Road connecting National Highway 7C (Do Luong) to
Ho Chi Minh Road (Tan Ky); Coastal road from Nghi Son (Thanh Hoa) - Cua Lo
(Nghe An); Coordinate with the Ministry of Transport to soon complete the
North-South Expressway Project running through Nghe An province.
In addition,
strongly innovate and improve the quality and efficiency of investment
promotion in the area, moving the method of conducting investment promotion
activities from passive to proactive; focus on on-site investment promotion
activities, proactively approach local investors and exploit the project's
ability to increase investment capital; Promote the application of digital
technology in investment promotion.
Participate
in national and international events domestically and internationally on
investment promotion organized by Ministries, Departments and central branches
associated with trade and tourism promotion activities to directly contact
investors and visually promote the province's image, business and investment
environment. Integrate investment promotion activities with diplomatic, trade
and tourism promotion activities; Enhance training programs for officials
carrying out investment promotion, especially updating new policies, free trade
agreements and new world situations, improving foreign language and
professional skills for officials.
Tourism
Promotion
Promote
investment promotion in tourism to diversify branded, luxury, high-quality and
different tourism products to attract tourists to Nghe An province. Focus on
exploiting the domestic market in the Northern provinces, centered on Hanoi,
Quang Ninh, Lao Cai and also actively expand to the Southern provinces and
Central Highlands along the Ho Chi Minh Highway and air routes to visit Uncle
Ho's hometown. Expanding the exploitation of the tourist markets of Thailand,
Laos and ASEAN countries by air, and continuing to maintain road travel
programs, especially caravan travel programs; Promote cooperation with Ha Noi,
Da Nang, Ho Chi Minh City, Phu Quoc, etc. to attract international visitors to
Nghe An and the North Central provinces by air, approaching the international
tourist market with high spending such as Japan, South Korea, Russia, France,
etc.
Develop a
program to promote Nghe An tourism in the new situation and period in
accordance with regional, domestic and international needs, trends and tourism
markets. Enhance connect and promote cooperation between tourist destinations,
regions and tourist localities to support and improve the value of tourist
destinations. Encourage enterprises to improve the efficiency of connecting and
cooperation to build complementary product and service chains; renew and
supplement added value to destinations, products and services.
Trade
Promotion
Organize and
participate in trade promotion and connection programs with provinces and
cities nationwide; Relying on the support of central agencies and units for
national trade promotion programs, especially trade connection between
enterprises and domestic and foreign distributors and importers
Strengthen
support to connect supply and demand for goods consumption, focus on the
domestic market; Promote propaganda and guidance for enterprises to take
advantage of new generation free trade agreements to expand import and export
markets and diversify partners and product sources. Deploy support for building
and developing product brands for enterprises to bring some typical products of
the province such as OCOP products, typical rural industrial products, and
scientific and technological products with commercial value to consume at a
system of supermarkets and shopping malls in the province.
Enhance the
quality of market information, use many kinds of provincial product promotion
to find, maintain and expand product consumption markets, and attract investors
to Nghe An. Promote the IT applications and digital transformation in trade
promotion, such as: Effectively deploying business support applications and
E-commerce websites to introduce and provide key and typical products of the
province. Provide services to support enterprises in finding and developing
consumer markets for products associated with regional connection.
