The Standing Committee of the Provincial Party Committee conducted a field inspection of the implementation progress of two key projects.

Provincial Party Secretary Nguyen Khac Than led the inspection team. Also participating were the Standing Deputy Provincial Party Secretary and Chairman of the Provincial People's Council Hoang Nghia Hieu; the Deputy Provincial Party Secretary and Chairman of the Provincial People's Committee Vo Trong Hai; and leaders of relevant departments and agencies.

The project includes a thermal power plant with a capacity of 1,500MW (comprising two 750MW units); and an LNG storage facility with a tank capacity of approximately 250,000m³.and the LNG reprocessing system; the Quỳnh Lập LNG Thermal Power Plant's dedicated port has one liquid/gas berth capable of handling 1.5 million tons of cargo and a synchronized technical infrastructure system.

The total land and sea area is approximately 67.28 hectares (excluding the ship turning area and the common breakwater of the Dong Hoi Port area), of which 57.29 hectares are land and 9.99 hectares are sea and coastline.

The project has a total investment of approximately VND 55,946 billion (equivalent to USD 2.11 billion). This project is included in the list of national key projects and priority projects in the energy sector. The target schedule is to begin commercial operation of Unit 1 in 2029 and complete the entire project by 2030.

The Standing Committee of the Provincial Party Committee, the Executive Committee of the Provincial Party Committee, and the Provincial Party Committee have met and unanimously approved the policy for the Quynh Lap LNG Thermal Power Plant project.”The project has an urgent need for immediate implementation to ensure completion according to the revised Power Development Plan VIII and the revised Power Development Plan VII implementation plan, providing a legal basis for applying the investor selection method in special circumstances.”

At its 35th session, the Provincial People's Council passed a Resolution identifying the Quynh Lap LNG Thermal Power Plant project as an urgent project requiring immediate implementation to ensure completion according to the schedule and requirements of the revised Power Development Plan VIII and the Implementation Plan for the revised Power Development Plan VIII.

Upon completion, the project will generate electricity from liquefied natural gas (LNG), transmitting it from the production site to the distribution system; contributing to a stable power supply for the national grid and meeting the energy needs of businesses.

The project will also meet environmental criteria, contributing to the reduction of greenhouse gas emissions that impact the environment. It will promote economic growth in Nghe An province by attracting investment capital for industrial production, shifting the economic structure, and increasing the proportion of industrial growth in the province in the coming period.

After conducting a field inspection and listening to reports, Provincial Party Secretary Nguyen Khac Than emphasized that this is an important project with a driving force and ripple effect, and upon completion, it will make a significant contribution to the province's development.

Therefore, the comrade requested the Provincial People's Committee to work with the strategic investment partner to finalize the project implementation schedule. The approval of the investment policy for the project must be completed by December 2025.

The Provincial Party Secretary also requested that departments and agencies focus on expediting investment procedures and actively resolving any obstacles that may arise. Tan Mai Ward was instructed to strengthen propaganda and mobilization efforts to help residents understand the purpose and importance of the project, thereby gaining their consent to hand over the land for its implementation.

The project is invested by the International Transport Development Investment Joint Stock Company (ITID). To date, the project has full legal basis, having received an investment certificate in 2010 and an amendment in 2021; completed the basic design, and received approval for the Environmental Impact Assessment Report, feasibility study report, detailed planning at a scale of 1/500, construction drawings, and cost estimates.

Land clearance work has been completed, with land records extracted for 10/18.76 hectares; surveying and confirmation by residents completed for 8.76/18.76 hectares; and land valuation completed for 10 hectares. The approval of the compensation and land clearance plan is expected to be completed in January 2026.

According to the investor's proposed project adjustments, Phase 1 will involve the construction of general cargo, container, and bulk cargo berths No. 6 and No. 7, each 500m long and capable of handling 50,000 DWT vessels; an access bridge approximately 3,320m long; connecting bridge No. 1, 270m long; and the port's hinterland area. Phase 2 will involve the construction of general cargo, container, and bulk cargo berth No. 5, 300m long and capable of handling 100,000 DWT vessels; connecting bridge No. 2, 86.5m long; and the port's hinterland area.

The investor also proposed adjusting the land area of the port's hinterland to 32 hectares, and the water surface area to 150 hectares. They also proposed adjusting the total investment capital to VND 7,394 billion and revising the project implementation schedule to complete piers No. 6 and 7 in Q4/2028; and complete pier No. 5 in Q4/2030.

The proposal suggests adjusting the project to include the bridge connecting National Highway 7C to Cua Lo Port, allowing investors to undertake the project themselves. It also proposes separating the 1,550m long breakwater from the main project, making it an independent project to be developed under the Build-Transfer (BT) model.

The project will commence on the morning of December 19, 2025, along with other large-scale and significant projects and works nationwide on December 19 - National Resistance Day, to celebrate the 14th National Congress of the Party.

Provincial Party Secretary Nguyen Khac Than requested the investor to focus resources, manpower, equipment, and machinery to accelerate construction progress, striving to put all three berths No. 7, 6, and 5 into operation in 2027.

After conducting a site inspection and listening to reports, Provincial Party Secretary Nguyen Khac Than emphasized that this is an important infrastructure project for the province. Therefore, he requested the investor to focus resources, manpower, equipment, and machinery to accelerate construction progress, striving to have all three berths (numbers 7, 6, and 5) operational by 2027. He also urged Hai Loc commune to expedite land clearance to hand over the land to the investor.

Appreciating the value and effectiveness of the project once it becomes operational, Provincial Party Secretary Nguyen Khac Than suggested that relevant departments study and develop a comprehensive plan for the fisheries infrastructure area, integrated with the deep-water port, to fully exploit the value the port brings and thereby increase income for the people.
