Nghe An is a province with a large area, wide territory, and diverse
terrain. This serves both as development potential and poses many requirements
in ensuring infrastructure connectivity, improving the quality of public
services, developing trade, and caring for social welfare. In that context, digital
transformation is not only a trend but has become an inevitable requirement to
enhance the effectiveness and efficiency of state management, creating momentum
to develop the digital economy and digital society, and to serve citizens and
businesses increasingly better.
Currently, the province is focusing on implementing socio-economic
development tasks in the spirit of Resolution No. 39-NQ/TW dated July 18, 2023,
of the Politburo on building and developing Nghe An province until 2030, with a
vision to 2045. Concurrently, the province is drastically implementing
Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on
breakthrough development of science, technology, innovation, and national
digital transformation.
In that process, the province still faces many issues that need
continued resolution, such as improving public service accessibility for people
in rural and mountainous areas; developing logistics to serve the consumption
of agricultural products and OCOP products; expanding cashless payments; and
enhancing the effectiveness of deploying social welfare policies to each
citizen quickly, accurately, and transparently.
As a state-owned enterprise with a wide network extending to the
grassroots level, which is step-by-step transforming strongly into an
enterprise providing digital platforms and digital services, Viet Nam Post possesses
numerous advantages to accompany localities in building digital government,
digital economy, and digital society. Therefore, the signing of the cooperation
agreement between the PPC and Viet Nam Post is of utmost importance, creating a
foundation for both sides to promote their respective strengths and jointly
build solutions to serve the province's socio-economic development in the new
period.

implement the contents of the cooperation agreement.
The PPC and Viet Nam Post will strengthen cooperation to promote the
potential and strengths of each side to serve the socio-economic development of
Nghe An Province; step up digital transformation, develop postal
infrastructure, e-commerce, logistics, administrative reform, and social
welfare payments. Thereby, contributing to building a digital government,
digital economy, and digital society, and improving the quality of service for
citizens and businesses.
The cooperation is implemented on the principles of voluntariness,
equality, efficiency, and compliance with the law; maximizing the resources and
strengths of each side; ensuring openness, transparency, and not generating
additional administrative procedures, while strengthening the application of
technology, innovation, and ensuring information safety and security during the
implementation process.
The two sides agreed to assign focal points for coordination, build
annual implementation plans, enhance information exchange, cooperate by sector,
and organize periodic inspections and evaluations to ensure that cooperation
contents are deployed synchronously, effectively, and in line with the
province's practical needs.
