The Provincial People's Committee has approved the investment policy and the investor for the construction and operation of infrastructure in Zone B of Tho Loc Industrial Park

The Nghe An Provincial People’s Committee issued Decision No. 56/QD-UBND dated June 16, 2026, approving the investment policy and simultaneously approving the investors for the project on construction and business of infrastructure for Zone B of Tho Loc Industrial Park.

The project aims to invest in the construction and operation of industrial park infrastructure and is located in Tan Chau commune, within the Southeast Nghe An Economic Zone. The project covers an area of approximately 174.65 hectares, with a total estimated investment capital of around 2,138,628,086,000 VND. Of this, the investors’ contributed capital is 320,794,213,000 VND, while mobilized capital accounts for 1,817,833,873,000 VND. The project has a duration of 50 years from the date of the first land allocation or land lease by the State.

According to the Decision, the two approved investors are: Pacific Group Joint Stock Company (headquartered at 9th Floor, No. 25 Ly Thuong Kiet Street, Cua Nam Ward, Hoan Kiem District, Hanoi); Japan Construction Management Joint Stock Company (headquartered at 15th Floor, VCCI Tower, No. 9 Dao Duy Anh Street, Dong Da District, Hanoi).

The project will be implemented in two phases:

Phase 1 (100 hectares): The preparation period runs from Q1/2025 to Q4/2026. Compensation, site clearance, and land handover will take place from Q1/2027 to Q3/2027. Construction and commissioning are scheduled from Q3/2027 to Q4/2028.

Phase 2 (74.65 hectares): Site clearance and land handover will be carried out from Q3/2028 to Q1/2029. Construction and commissioning will take place from Q1/2029 to Q2/2030.

The Provincial People’s Committee assigned the People’s Committee of Tan Chau commune to take the lead and coordinate with relevant departments and agencies to guide the investors in implementing the project. The commune is responsible for determining land origin, land classification, and land users; proposing plans for the relocation or restoration of affected structures; and allocating the entire compensation budget for the affected Diễn Phú Commune Kindergarten (former) to build a new kindergarten. The commune is also responsible for monitoring project operation and submitting quarterly reports on implementation progress to the Department of Finance and the Southeast Nghe An Economic Zone Authority.

For the investors, the Provincial People’s Committee requires full legal responsibility for the accuracy of submitted documents; proper and sufficient contribution of committed charter capital; and completion of all legal procedures (land, construction, environment, fire prevention and fighting, etc.) before project implementation.

During implementation, the investors must strictly comply with legal regulations on the protection of irrigation works, ensure no negative impact on the lives and production activities of surrounding residents, promptly report any discovery of relics, antiques, or valuable minerals, and fulfill deposit obligations to guarantee project execution.

The Province also requires that the project reserve at least 5 hectares of industrial land (or at least 3% of total industrial land area) for lease to small and medium-sized enterprises, supporting industries, and innovation-driven enterprises. The investors and relevant agencies are also responsible for proactively updating clearance boundaries and site demarcation milestones for the North–South Expressway section from Dien Chau to Bai Vot and the North–South high-speed railway project to ensure compliance with safety corridor regulations.
