The Nghe An Provincial delegation worked with Japanese partners on consulting for upgrading irrigation works
On December 17, in Nagoya City, Aichi
Prefecture, Japan, a working delegation from Nghe An Province, led by Nguyen
Van De, Member of the Standing Committee of the Provincial Party Committee and
Vice Chairman of the Provincial People’s Committee, worked with Sanyu
Consultants Inc., the consulting unit for the Bac Nghe An Irrigation Project.

At the working session, the Vice
Chairman of the Nghe An Provincial People’s Committee emphasized that the
Project on Restoration and Upgrading of the Bac Nghe An Irrigation System is of
particularly important significance to the socio-economic development tasks of
Nghe An Province. Upon completion, the project has contributed to reducing
waterlogging over 15,000 hectares, increasing the area with stable irrigation
by an additional 9,164 hectares, and raising annual food output by
approximately 134,000 tons. This is a multi-purpose project that not only
supplies water for industrial production and daily life and enhances drainage
capacity, but also contributes to upgrading infrastructure in the area. The
project has comprehensively upgraded the Bac Nghe An Irrigation System,
increasing the irrigated area while contributing to the improvement and
rehabilitation of canal infrastructure within the beneficiary area.

In the coming period, the Vice Chairman of the
Provincial People’s Committee proposed that Sanyu Consultants Inc. continue to
conduct research and provide consultancy for the South Nghe An Irrigation
Project. Currently, the South Nghe An irrigation system is seriously
deteriorated. The upgrading project is expected to have a total investment of
3,500 billion VND,
equivalent to 144.81 million USD. This is a necessary project to implement climate
change response programs of the Government and the locality, especially the
low-emission rice production program aimed at reducing greenhouse gas emissions
to generate carbon credits, contributing to the national Net Zero target by
2050.

The project is expected to help mitigate water
shortages during the dry season and improve flood drainage capacity in the
rainy season, contributing to the stabilization of socio-economic life,
increasing local residents’ income, and promoting sustainable development in
the area.
Regarding specific
objectives, the project will provide stable irrigation for 24,400 hectares and
expand irrigation to a total of 42,000 hectares of agricultural land,
increasing drought resistance during the dry season; ensure flood drainage for
71,447 hectares of natural land, including 27,537 hectares of agricultural
land, limiting damage caused by floods; provide a stable water supply for
industrial development, tourism, and residents’ daily needs within the project
area; and increase farmers’ income through the carbon credit program in rice
production.
Prior to the working session, Mr. Norihiko Kuno,
Chairman of Sanyu Consultants Inc., met and had a brief discussion with the
working delegation. Subsequently, representatives of Sanyu Consultants Inc.
introduced the company's formation and development process, provided an
overview of the irrigation system in Aichi Prefecture, and explained how the
irrigation systems consulted and constructed by the company have helped
stabilize agricultural production and supply water for domestic and industrial
use in Aichi.
Representatives of the company also highly appreciated
the results achieved by Nghe An after two years of operating the Bac Nghe An
Irrigation System and expressed their hope that the project will continue to be
promoted, contributing to increasingly sustainable socio-economic development.
The Nghe An working delegation also visited
agricultural production and trading areas to learn about green agriculture
models and the irrigation systems managed and operated by Sanyu Consultants.
