Permanent Vice Chairman of the Provincial People's Committee Bui Thanh An presented a report on the socio-economic situation in the first six months of the year, and key tasks and solutions for the last six months of 2026.

In the first six months of the year, the implementation of socio-economic development tasks faced many difficulties and challenges... Against this backdrop, under the decisive and timely leadership and direction of the Provincial Party Committee and the Provincial People's Committee, with the support of the Provincial People's Council; and the efforts and determination of all levels, sectors, the business community, and the people, the province's socio-economic situation generally continued to achieve many important and quite positive results.

From the beginning of the year, based on closely following and promptly implementing the Resolutions and policies of the Central Government, the direction and management of the Government, the Prime Minister , the Provincial Party Committee and the Provincial People's Council, the Provincial People's Committee issued Decision No. 182 dated January 20, 2026, on the tasks and solutions for directing and managing the implementation of the socio-economic development plan and the state budget estimate for 2026, including 6 key areas of direction and management, 12 main groups of tasks and solutions, and 152 specific tasks assigned to departments and agencies; developing growth scenarios for each quarter; establishing 5 working groups headed by the Vice Chairmen of the Provincial People's Committee to direct, inspect, supervise, and resolve difficulties and obstacles in the implementation process. A conference was organized to deploy tasks for 2026, and at the same time, the directives and specialized programs of the Provincial Party Standing Committee were disseminated and implemented.

The Provincial People's Committee has focused on decisively, synchronously, and effectively directing and managing the tasks and solutions set forth in various fields, while simultaneously addressing the increasing number and demands of routine tasks, resolving long-standing and unresolved issues, and tackling urgent and unexpected problems. These include: directing election work; directing economic growth and budget revenue; accelerating public investment disbursement; resolving land clearance issues; directing the construction of key projects; handling stalled projects; administrative reform and digital transformation; and organizing the operation of the two-tiered local government system.

The province's Gross Regional Domestic Product (GRDP) growth rate for the first six months of the year is estimated at 9.65% (ranking 12th out of 34 provinces nationwide, and 2nd in the North Central region). This is the highest first-month growth rate for Nghe An province since 2012. State budget revenue reached VND 17,926 billion, achieving 76.8% of the projected target and 128.8% of the same period in 2025; of which, domestic revenue was VND 16,317 billion (achieving 76.2% of the projected target and 126.1% of the same period in 2025); revenue from import and export activities was VND 1,487 billion (achieving 80.4% of the projected target and 167.8% compared to the same period). Local budget expenditure reached VND 27,385 billion, achieving 53% of the projected target.

Investment attraction continued to yield positive results, with total newly registered and increased investment capital reaching over 76.6 trillion VND, a 5.1-fold increase compared to the same period last year; of which foreign direct investment (FDI) reached 2.41 billion USD. Notably, the province approved the investment plan and commenced construction of the Quynh Lap LNG Thermal Power Plant project with a total investment of nearly 2.2 billion USD, the largest project ever undertaken in the province.

As of June 30, 2026, public investment capital had disbursed 6,386 billion VND, reaching 39.09% of the initial plan; of which, the 2026 plan had disbursed 5,262 billion VND, reaching 37.13%; and the extended plan had disbursed 1,124 billion VND, reaching 51.91%. Projects, especially key projects, were given focused and decisive direction.

The socio-cultural sectors received focused guidance and achieved many positive results. Administrative reform, digital transformation, and rectification of discipline and order continued to be prioritized. National defense and security continued to be firmly consolidated, and social order and safety were ensured. Security and safety were guaranteed for delegations of Party and State leaders visiting and working in the area, as well as for major political and social events taking place in the locality. Foreign affairs work was implemented actively and effectively with many outstanding activities.

Besides the achievements, there are still many difficulties and limitations that need to be addressed in the coming period, such as: Businesses are still facing many challenges in their production and operations. The pressure to achieve growth in the last six months of the year is very high. Disbursement of investment capital, especially public investment, has not met requirements, affecting growth and the progress of projects. Some investors have not been proactive enough; coordination and the resolution of difficulties and obstacles are still slow and have not met requirements. Administrative reform has shown positive progress but has not spread uniformly across all sectors and localities; there is still a situation of slow processing of documents, avoidance, and shirking of responsibility.

In the last six months of the year, the Provincial People's Committee has set out 10 key tasks and solutions. The highest priority is given to achieving growth targets; a comprehensive review and assessment of the results of the first six months, especially indicators that fell short and areas with significant growth potential. Science , technology, innovation, and digital transformation will be the main driving force, striving to achieve the growth target of 11.62%-12.53% in the third quarter, creating a foundation for achieving the annual GRDP growth target of 10.5%-11.5%.

Also at the session, the Provincial Fatherland Front Committee presented a summary of its activities in participating in government building, the opinions and recommendations of voters and the people in the province; and proposed necessary issues to the Provincial People's Council and the Provincial People's Committee.
