At the provincial People's Committee's regular meeting for June 2026, held on June 25, Director of the Department of Finance Trinh Thanh Hai reported that the implementation of the province's socio-economic development tasks during the first six months of 2026 took place amid both favorable conditions and numerous challenges. Against this backdrop, thanks to the timely, decisive and effective leadership of the Provincial Party Committee, the People's Council and the Provincial People's Committee, together with the efforts of authorities at all levels, sectors, the business community and the people, the province's socio-economic situation continued to record many positive results.

Specifically, the industrial sector continued to serve as the key driver of economic growth. The Index of Industrial Production (IIP) in the first six months was estimated to increase by 23.02 percent, including a 25.02-percent rise in the processing and manufacturing industry. Import-export activities remained a bright spot, with export turnover estimated at 3.15 billion USD, up 58.4 percent compared to the same period last year. Tourism also maintained strong momentum, with numerous cultural and tourism events successfully organized, attracting more than 6.75 million visitors during the first half of the year.

State budget revenue was estimated at 17.651 trillion VND, equivalent to 75.6 percent of the annual estimate and 26.8 percent higher than the figure recorded in the corresponding period last year.

Investment attraction also posted impressive results. Total newly registered and additional investment capital exceeded 74.3 trillion VND, representing a 4.5-fold increase year-on-year. Foreign direct investment (FDI) reached 2.32 billion USD, ranking the province third nationwide. Notably, the province approved the investment policy and commenced construction of the Quynh Lap LNG Power Plant, with a total investment of nearly 2.2 billion USD. A number of strategic investors, including Sun Group and AEON (Japan), are also conducting investment surveys in the province.

As of June 18, 2026, disbursement of the province's 2026 public investment plan reached 4.528 trillion VND, equivalent to 27.71 percent of the annual plan, lower than the 34.76 percent recorded during the same period last year. Of the total, 3.533 trillion VND was disbursed under the 2026 plan, reaching 24.93 percent, while 994 billion VND was disbursed from extended capital plans, accounting for 45.92 percent. A total of 90 project owners recorded disbursement rates above the provincial average.

Key projects continued to be implemented under close direction. By June 18, the Vinh–Thanh Thuy Expressway project had achieved a disbursement rate of 14.55 percent, while the inter-level boarding school projects reached 34.69 percent of the annual plan.

Administrative reform, digital transformation, organizational restructuring, and the operation of the two-tier local government model continued to be implemented in a comprehensive and synchronized manner. In particular, preparations for the elections of deputies to the 16th National Assembly and People's Councils at all levels for the 2026–2031 tenure were carried out in strict compliance with regulations, with voter turnout reaching 99.86 percent.

An overview of the meeting

The cultural and social sectors also continued to receive close attention and achieved encouraging results. The province directed the education sector to proactively and flexibly organize teaching and learning activities, successfully completing the 2025–2026 academic year while ensuring that provincial and national examinations were conducted safely, seriously and in accordance with regulations. Timely measures were implemented to ensure social welfare, while commemorative activities, cultural events and major national and provincial celebrations were successfully organized. Healthcare services were maintained, largely meeting the medical examination and treatment needs of local residents.

National defence and security remained firmly safeguarded, with public security and social order maintained. External relations continued to be strengthened through various cooperative activities. The province also directed authorities to improve citizen reception and effectively handle complaints and denunciations, while resolving prolonged and complicated cases involving large groups of people.
