Nghe An provincial leaders work with Swiss partners on climate change cooperation and sustainable development
The meeting took place in an open
atmosphere, aiming to strengthen cooperation between Nghe An and the WEF in key
areas of the environment, climate, and sustainable development.
Speaking at the meeting, Mr. Phung
Thanh Vinh shared information regarding the impacts of climate change on Nghe
An province. Localized droughts have emerged in many mountainous areas, while
downstream regions frequently face the risks of flooding and flash floods.
Natural disasters, particularly three recent major storms, have caused damages
estimated at approximately 360 million USD. The province currently lacks flood
maps for river basins and reservoirs, as well as early warning systems for
natural disasters and floods - especially advanced early warning systems using
AI for precision and timeliness. Furthermore, civil and production
infrastructure, which was invested in long ago, has now deteriorated, and the
development of afforestation, harvesting, and processing lacks a strategic
approach.

Mr.
Braulio Eduardo Morera, Head of Strategy and Solutions at the Centre for Nature
and Climate of the World Economic Forum discusses with the Vice Chairman of the
Nghe An Provincial People's Committee, Phung Thanh Vinh.
During the meeting, Mr. Braulio Eduardo Morera stated
that this meeting with Nghe An - a Vietnamese locality - presents an excellent
opportunity for the WEF to listen and best prepare for the WEF Annual Meeting
in Davos in January 2026. It is also an opportunity for the WEF to gain a
deeper understanding of a typical Vietnamese province, moving toward future
cooperation.
On behalf of the WEF, he expressed his
gratitude to the Vice Chairman of the Nghe An Provincial People's Committee for
dedicating his time and kind regards to both the WEF and himself personally. He
noted that the WEF plays a vital role in interacting with governments and
ministries worldwide to exchange initiatives, helping governments and key
leaders gain a deeper insight into resilience and climate change issues to
provide solutions that benefit farmers in production. The WEF hopes to work
directly with the Government of Viet nam in general and provincial authorities
in particular, including Nghe An province.
At the end of the meeting, Vice
Chairman of the Provincial People's Committee Phung Thanh Vinh thanked the WEF
for its interest and expressed his desire to receive support from Mr. Morera in
several fields, including: Water
cooperation and resilient infrastructure (supporting the
development of smart water monitoring models using data and AI; piloting early
warning systems for droughts and flash floods in mountainous communes; and
providing strategic consultancy on sustainable water allocation for
agriculture, industry, and urban areas); Sustainable food security (building climate-resilient and
low-emission agricultural models in key regions; and supporting the application
of digital and ecological technologies in farming); Air quality and sustainable cities (deploying
automatic monitoring networks with international standard data integration;
developing pollution forecasting data models to support transport and
industrial planning; and providing air quality management training for local
officials); Circular economy and
nature restoration (supporting models to recycle agricultural waste
into organic fertilizer and bioenergy; participating in the Center's
initiatives on forest and ecosystem restoration applied in the western communes
of Nghe An; and connecting with international investors in green production and
circular materials).
On this occasion, Vice Chairman Phung
Thanh Vinh extended an invitation to Mr. Braulio Eduardo Morera to visit Nghe
An. He also proposed that Mr. Morera consider supporting the province with
solutions, programs, and projects for climate change mitigation and adaptation,
as well as implementing sustainable development goals associated with green
growth to address the current challenges facing Nghe An as mentioned above.
Previously, as part of the working
program in Switzerland, Vice Chairman Phung Thanh Vinh held a meeting with Pavo
Capital Group - a major Swiss investment fund - aimed at attracting green
financial resources and promoting sustainable agricultural development.
At the meeting, Mr. Phung Thanh Vinh,
Vice Chairman of the Nghe An Provincial People's Committee, emphasized the
meeting's significant importance given that the province is vigorously
implementing its Green Growth Strategy for the period 2021-2030, with a vision
to 2050, and has specific action plans for each sector and field. The goal is
to contribute to economic restructuring associated with innovation of the
growth model to achieve economic prosperity, environmental sustainability, and
social equity; aiming for a green, carbon-neutral economy and contributing to
the goal of limiting the increase in global temperature.
Speaking at the meeting, Mr. Toan
Tran highly valued Nghe An's potential and green development orientation,
including the advantages and potential the province possesses such as forest
resources, natural ecosystems, and a strong aspiration for green transition. He
stated that Pavo Capital Group is particularly interested in the province's
priority areas like green finance, carbon credits, sustainable agriculture, and
the circular economy.
The Executive Chairman of Pavo
Capital Group also proposed connecting and supporting Nghe An in three areas:
investment in urban flooding treatment infrastructure, industrial cluster
infrastructure, and energy infrastructure; investment and attraction of
businesses into high-tech forestry and agricultural zones for processing forest
products; and investment in processing agricultural products, especially
fruits.
At the end of the meeting, Mr. Phung
Thanh Vinh - Vice Chairman of the Nghe An Provincial People's Committee -
committed to creating a transparent and most favorable investment environment
to accompany investors, enterprises, and international organizations in
projects involving high-tech applications, innovation, green transition, and
sustainable development. The Vice Chairman also extended a respectful
invitation to Mr. Toan Tran - Executive Chairman of Pavo Capital Group - to
visit Nghe An as both an investor and an overseas Vietnamese who has made
significant contributions to his homeland.
