The Provincial People’s Committee has just issued Official Dispatch No. 7308/UBND-KT dated June 22, 2026, regarding the implementation of the Vietnam – China Border Trade Agreement in the province, in accordance with the direction of the Government Office in Official Dispatch No. 4910/VPCP-QHQT dated May 28, 2026.

Accordingly, the Provincial People’s Committee assigns the Department of Industry and Trade to take the lead and coordinate with relevant agencies to study and implement the directions of the Government and the Ministry of Industry and Trade. At the same time, the Department is responsible for widely disseminating the provisions of the Agreement and China’s trade policies to the business community. It is required to closely monitor market developments and import-export activities at northern border gates in order to promptly recommend appropriate production plans for enterprises.

In addition, the Department is tasked with supporting enterprises in strongly shifting toward official (formal) export channels, ensuring full compliance with requirements on quality standards, traceability, food safety, and technical regulations.

It is also responsible for strengthening trade promotion, supply-demand connection activities, and consolidating difficulties and obstacles to advise the Provincial People’s Committee for reporting to competent authorities for resolution.

For the Department of Agriculture and Environment, the Provincial People’s Committee requests a review and adjustment of production planning linked with agricultural logistics infrastructure. The Department must direct the development of export-standard raw material zones; strictly supervise planting area codes, packing facilities, and food safety control.

It is also required to guide enterprises, cooperatives, and producers to strictly comply with plant and animal quarantine regulations of China under Order No. 248, Order No. 249 (effective from January 1, 2022), and Order No. 280 on registration of overseas food production facilities (effective from June 1, 2026).

At the same time, the Department must proactively forecast production output and seasonal harvest timing to regulate consumption and reduce the risk of goods congestion at border gates.

The Provincial People’s Committee assigns People’s Committees of communes and wards to strengthen dissemination of cross-border trade laws; promote production restructuring and planning of cultivation areas in line with market demand to improve product value; and closely coordinate with relevant departments in trade linkage activities.

Provincial business associations are requested to fully communicate the importance of official export channels to all members; and to promptly provide information on market demand as well as customs clearance conditions at northern border gates so that enterprises can proactively plan their business activities.

During implementation, if any difficulties or obstacles arise, relevant units are required to promptly report to the Provincial People’s Committee (via the Department of Industry and Trade) for consideration and resolution in accordance with regulations.
