At the regular meeting of the Provincial People’s Committee
(PPC) in February 2026 held on the morning of February 27, 2026, Director of
the Department of Finance Trinh Thanh Hai said: In February, authorities at all
levels and sectors focused on implementing the 2026 plan in accordance with the
Government’s Resolution, the conclusions and directives of the Provincial Party
Committee and the resolutions of the Provincial People’s Council; at the same
time organizing activities to celebrate the Party and welcome the Binh Ngo
Lunar New Year 2026. Overall, the socio-economic development, national defense
and security situation in the province has basically remained stable and
achieved fairly positive results.

solutions for March 2026
Regarding direction and administration, the PPC organized a
Conference to implement tasks for 2026, in which 04 Directives of the Standing
Committee of the Provincial Party Committee were disseminated and implemented.
Issued Decision No. 182/QD-UBND on tasks and solutions for directing and
administering the implementation of the 2026 socio-economic development plan
and state budget estimates; at the same time developing a growth scenario for
each quarter and establishing 05 task forces to direct and promote growth
across sectors and fields.
Regarding economic development, agricultural, forestry and
fishery production activities took place under fairly favorable weather
conditions. As of February 20, 2026, the total Spring crop planting area of the
province was estimated at 117,794 ha, reaching 90.36% of the plan; newly
concentrated planted forest area reached 4,126 ha, achieving 19.65% of the
annual plan; total aquatic production was estimated at 38,129 tons, up 3.21%.
Industrial production continued to maintain fairly strong

Lunar New Year to ensure orders. The Index of Industrial Production (IIP) in
February was estimated to increase by 11.42%; cumulatively in the first two
months of the year it was estimated to increase by 16.29%, of which the
processing and manufacturing industry increased by 16.29%. Many key industrial
products recorded high growth compared to the same period, such as construction
stone estimated to increase by 34.51%; packaging estimated to increase by
16.5%; cement estimated to increase by 11.71%; electricity production estimated
to increase by 21.54%; commercial electricity estimated to increase by
22.86%...
Trade and service activities and market developments were
basically stable; the supply of goods before, during and after the Lunar New
Year was ensured, fully meeting the consumption demand of the people, with
stable prices, especially for essential goods. Total retail sales of goods in
February were estimated at 12,875 billion VND, up 22.98%; cumulatively in the
first two months were estimated at 24,034 billion VND, up 15.68%; export
turnover was estimated at 690 million USD, up 31.37%; total tourist arrivals
were estimated at 1.61 million, up 7% compared to the same period in 2025.
State budget revenue in the first two months of the year
was estimated at 5,578 billion VND, reaching 23.9% of the estimate, up 15.8%
over the same period. Of which domestic revenue was estimated at 5,009 billion VND,
up 8.6% (excluding revenue from land use fees and lottery revenue, domestic
revenue increased by 25.5%; some revenues increased sharply such as revenue
from FDI enterprises up 86.9%, revenue from the non-state sector up 28.2%,
registration fee revenue up 102%); revenue from import-export activities was
estimated at 482 billion VND, up 150.6% over the same period.
Investment attraction achieved very positive results. In
the first two months of the year, the province newly licensed 10 projects and
adjusted 26 project turns, with total newly registered and additional
investment capital of 64,341.54 billion VND, 16.62 times higher than the same
period. In particular, procedures were completed and the investment policy
decision was approved for the Quynh Lap LNG thermal power plant project, which
is the largest investment project ever in terms of capital scale.
Regarding the disbursement of public investment in 2026,
the PPC has allocated and assigned in detail 8,784.811 billion VND, reaching
69.8% of the plan assigned by the Prime Minister from the beginning of the
year; currently, 3,800 billion VND (accounting for 30.2% of the total plan) for
the Vinh - Thanh Thuy expressway project is completing procedures in order to
strive to assign the capital plan in March 2026.
Cultural and social sectors continued to be promoted.
Sectors and authorities at all levels paid attention to caring for people’s
lives, ensuring that all people welcomed the Lunar New Year safely, joyfully,
healthily and economically. Successfully organized the program “Affectionate
Bonds of the Lam River - Spring of the Year of the Horse 2026”, with total
mobilized funds to support the poor reaching about 183.6 billion VND; social
security policies, especially activities of gratitude, visits and encouragement
for people with meritorious services, policy families, the elderly... were
implemented fully and promptly.
State management, administrative reform and digital
transformation continued to receive attention and direction. Departments,
sectors and localities focused on innovation and improving the quality of
direction, administration and implementation of administrative reform tasks in
accordance with the 2026 administrative reform plan of the PPC. Organized the
3rd consultative conference to select the list of qualified candidates and
reviewed dossiers of candidates for deputies to the 16th National Assembly and
People’s Councils at all levels.
External affairs activities were actively implemented. The
situation of national defense, security, social order and safety was
maintained; security and safety before, during and after the Lunar New Year
were ensured.
