On May 18, Nghe An province held a groundbreaking ceremony for the Vinh - Thanh Thuy expressway construction investment project.

The Vinh - Thanh Thuy expressway construction investment project was approved for investment policy by the 15^th National Assembly in Resolution No. 255/2025/QH15 dated December 11, 2025. This is a transport infrastructure project of particular importance to Nghe An province, the North Central region and the East-West economic corridor between Vietnam and Laos.

The Vinh - Thanh Thuy expressway is an important component in the overall Hanoi - Vientiane expressway; and is directly connected to the North - South expressway in the East, Ho Chi Minh Road and the national transport infrastructure system. After completion, the project will contribute to expanding development space, strengthening regional linkages, promoting trade, tourism, logistics, attracting investment; improving the competitiveness of localities and regions. The project also contributes to ensuring national defense, security and consolidating the special friendship and comprehensive cooperation between Vietnam and Laos.

The Vinh - Thanh Thuy expressway project is about 60km long, passing through 9 communes of Nghe An province. The road is invested with a scale of 4 complete lanes, site clearance according to a scale of 6 lanes, total investment of about 23,940 billion VND.

Immediately after the National Assembly approved the investment policy, Nghe An province focused on implementing investment preparation tasks, site clearance, resettlement and related procedures to ensure sufficient conditions for project commencement according to the plan.

The Nghe An Provincial Party Committee (PPC) has established a Steering Committee for key projects and works headed by the Provincial Party Secretary; mobilized the synchronous involvement of the entire political system. Agencies, units, and localities have coordinated to remove difficulties and handle arising problems, especially in site clearance, resettlement, and preparing technical conditions for construction.

On behalf of the provincial leadership, the Permanent Vice Chairman of the PPC Bui Thanh An respectfully expressed gratitude for the attention and guidance from the Central Government; the responsible coordination of ministries, departments, and agencies; the efforts of the departments, agencies, and consulting units; and especially the consensus, support, and sharing of the people in the project area, which enabled the project to commence.

The groundbreaking ceremony today marks an important milestone, opening the implementation process of a strategic infrastructure project that holds especially significant importance for the development of Nghe An province and the region. However, ahead still lie many heavy tasks, requiring strong determination, close coordination, and great efforts from all levels, sectors, localities, and relevant units.

Nghe An Province respectfully requests the Government, ministries, and central agencies to continue their attention and support for the locality during the project implementation process; to promptly address difficulties and obstacles related to funding sources, land, construction materials, national defense, and specialized administrative procedures, in order to ensure the project progresses on schedule.

At the same time, Nghe An Province commits to continuing to focus on strong leadership and decisive direction; enhancing inspection and supervision; and closely coordinating with ministries, sectors, localities, and relevant units to implement the project, ensuring it meets the planned schedule, quality, safety, and efficiency. The province will strive to complete the work according to the established objectives and to put the project into operation as soon as possible, thereby maximizing the investment’s effectiveness.

Mr. Nguyen Quang Huy, General Director of Deo Ca Group, stated that immediately after being selected to participate in the project’s construction, the contractor consortium promptly mobilized personnel and equipment, conducted site surveys, reviewed construction organization measures, and prepared the necessary conditions to commence work right after the groundbreaking ceremony.

The Group will leverage Deo Ca’s management experience in organizing the construction site, controlling quality and progress; at the same time, it will gradually enhance the application of digitalization in project management, data administration, and in monitoring quantities, quality, safety, and construction efficiency.
