Focusing on promoting infrastructure investment attraction and filling up industrial clusters
The Provincial People's Committee (PPC) issued
Official Dispatch No. 8458/UBND-CN dated July 10, 2026, requesting departments,
committees, sectors, localities, and investors to focus on strongly promoting
investment attraction for technical infrastructure and filling up industrial
clusters (ICs) invested by businesses in the province.
In order to institutionalize Conclusion No. 107-KL/TU dated June 10,
2026, of the Standing Committee of the Provincial Party Committee on key tasks
for the last 6 months of 2026, while improving the efficiency of state
management, limiting dispersed production, and optimizing land-use efficiency,
the People's Committee of Nghe An Province directed a focused and synchronous
implementation of key task groups.
Effectively managing planning, limiting
industrial investment outside ICs
The PPC assigned the Department of Industry and Trade and the Management Board of the Southeast
Economic Zone to preside over
and coordinate with units and localities to regularly review and promptly
advise on adjusting industrial cluster development plans to seamlessly
integrate into the adjustment of the Provincial Master Plan for the 2021 - 2030
period, with a vision to 2050.
Particularly, during the formulation, management of planning, and
project appraisal, departments, sectors, and localities must minimize the
planning of land for construction of industrial and handicraft projects outside
ICs. Consideration of special cases outside ICs only applies to: Projects
associated with raw material areas to optimize production and transport costs;
Labor-intensive projects that need to mobilize local human resources; Projects
with specific technology and technical infrastructure that existing ICs cannot
yet accommodate.
These specific cases must ensure compatibility with relevant planning
and maintain safe environmental distances from residential areas and public
works.
Accelerating infrastructure investment progress and strengthening
high-quality investment attraction
The PPC assigned the Department of Industry and Trade and
district-level People's Committees to study and advise on issuing policies to
support the completion of technical infrastructure for ICs managed by
district-level People's Committees; policies to support land access and
production premises within ICs. Urge investors to accelerate site clearance,
complete investment procedures, and synchronously construct technical
infrastructure and environmental protection infrastructure. Promote focused and
targeted investment; prioritize corporations, strategic investors, high-tech
projects, supporting industries, green industries, and environment-friendly
projects.
Departments, committees, sectors, and localities are responsible for
stepping up administrative procedure reform, improving coordination efficiency;
actively grasping and promptly resolving businesses' difficulties regarding
land, site clearance, infrastructure, and labor through enhanced dialogue and accompanying
businesses.
The Department of Finance shall preside over and coordinate with the
Departments of: Construction, Agriculture and Rural Development, Industry and
Trade, and relevant units to focus on advising on attracting and arranging
production, processing, and manufacturing projects, and supporting industries
into established but not yet filled ICs in order to save land resources, focus
on environmental treatment, and form sustainable production linkage chains.
The investment policy appraisal process must comprehensively assess
conformity with planning, infrastructure connectivity, land-use efficiency,
environmental protection requirements, and socio-economic efficiency before
submitting to the PPC for decision, especially for special project cases
located outside ICs.
For businesses investing in IC infrastructure business, the PPC
requires focusing on completing the technical infrastructure system
(transportation, electricity, water, centralized wastewater treatment...) to
fully meet the needs of secondary businesses. Actively promote, connect, and
prioritize attracting high-tech, clean technology, energy-saving, low-emission,
and high-value-added projects.
Publicly and transparently disclose information on industrial land
funds, occupancy rates, and project acceptance conditions to create favorable
conditions for investors to access premises. Allocate land funds with priority
given to attracting innovation and digital transformation projects in
accordance with Resolution No. 57-NQ/TW; create favorable conditions for
private enterprises, small and medium-sized enterprises, and startups to access
premises in accordance with Resolution No. 68-NQ/TW.
For projects with delayed implementation or those put into operation
but with prolonged low occupancy rates, competent authorities will review and
clarify the causes to have handling measures. The province is determined to
strictly handle cases of violating schedule commitments and inefficient land
use in accordance with the law.
