Ceremony for the announcement and groundbreaking of technical infrastructure for the Quynh Lap LNG Thermal Power Plant Project
In a vibrant
competitive atmosphere celebrating the 136th anniversary of
President Ho Chi Minh's Birthday (May 19, 1890 - May 19, 2026), on the morning
of May 18, 2026, in Tan Mai ward, the Provincial People's Committee (PPC)
coordinated with the Investor Consortium to solemnly organize the Ceremony for
the announcement and groundbreaking of technical infrastructure for the Quynh
Lap LNG Thermal Power Plant Project.

The Quynh
Lap LNG Thermal Power Plant Project is a key power source project under Power
Development Plan VIII, with a total investment capital of 59,372 billion VND,
equivalent to over 2.2 billion USD, and a capacity of 1,500 MW with 2
combined-cycle gas turbine units. The Quynh Lap LNG Thermal Power Plant Project
is expected to utilize approximately 60 hectares of land and 100 hectares of
sea surface.
Overview of the Announcement Ceremony
The project
is jointly invested by a consortium including the PetroVietnam Power
Corporation (PV Power), SK Innovation Company (South Korea), and Nghe An Sugar
Limited Company (NASU).
According to
the plan, the plant will be completed and put into operation during the 2026 -
2030 period, becoming one of the important LNG gas-to-power centers in the
North Central region.
This is a
key project with strategic significance in national energy development,
contributing to the concretization of Resolution No. 70 of the Politburo on
ensuring national energy security; at the same time, it is an important driving
force project in the Nghe An Provincial Planning for the 2021-2030 period, with
a vision to 2050.

In recent
times, with the highest sense of responsibility and political determination,
Nghe An province has focused on drastic direction and close coordination with
Central Boards, Ministries, sectors, and investors to remove difficulties and
obstacles, fully complete dossiers, procedures, and necessary conditions,
ensuring the project is deployed on schedule. The fact that investors chose
Nghe An province to deploy a large-scale project with modern technology is a
testament to the business community's confidence in the province's increasingly
transparent, favorable, and dynamic investment environment; at the same time,
it reflects the increasingly important role and position of Nghe An province in
regional linkage and economic development of the North Central region.

Speaking at
the ceremony, on behalf of the provincial leadership, Chairman of the PPC Vo
Trong Hai sincerely thanked the Government, the Prime Minister, Central Boards,
Ministries, sectors, and agencies for their continuous attention, close
direction, and active support to Nghe An province during the project
preparation and deployment process. At the same time, he acknowledged and
praised the sense of responsibility and efforts of Departments, sectors, units,
localities, the investor consortium, and especially the consensus and support
of the People in the project area.
The Quynh
Lap LNG Thermal Power Plant Project not only contributes to supplementing a
stable, modern, and environmentally friendly power source for the national
power system but also opens up a new development space for the northern region
of Nghe An province. Once operational, the project will generate a powerful
driving force, boosting the development of industry, services, logistics, and
seaport infrastructure; creating jobs, increasing budget revenue, and enhancing
the province's investment attraction capacity in the coming time. This is also
an important milestone affirming the determination of Nghe An province in
restructuring its economy towards modern industry, green growth, and
sustainable development.

To ensure
the Project is deployed on schedule with high efficiency, Chairman of the PPC
Vo Trong Hai requested the Investor Consortium to maximally concentrate
financial, human, and technological resources to deploy the project
scientifically and methodically, while urgently completing relevant dossiers
and procedures to guarantee the plant is put into operation for power
generation in 2030. He also directed construction contractors to strictly
comply with technical standards and regulations; ensure project quality,
construction safety, and occupational safety; and strictly implement
environmental regulations to minimize impacts on the life, production, and
daily activities of the People in the area.
For the
province's Departments, sectors, and localities, they must continue to accompany
and provide maximum support to the investor in handling administrative
procedures, site clearance, and technical infrastructure; creating the most
favorable conditions to deploy the project. Actively resolve difficulties and
obstacles within their authority; ensure safety, security, and order during the
project deployment process. The Department of Industry and Trade shall act as
the focal point to lead, monitor, urge, and promptly advise the PPC on handling
relevant matters to ensure the overall schedule of the project.
