Approval of the 1/2,000 scale subdivision Plan for Dien Quynh 1 Industrial Park
On June 22, 2026, the Provincial
People’s Committee issued Decision No. 2731/QD-UBND approving the 1/2,000-scale
subdivision plan for Dien Quynh 1 Industrial Park in Quynh Luu and Hung Chau
communes.
The approval of the planning aims to concretize the Nghe An Provincial
Planning for the 2021–2030 period, with a vision toward 2050, as well as the
regional construction plans for Dien Chau and Quynh Luu districts. At the same
time, it seeks to establish a modern industrial park with a synchronized
architectural, landscape, and infrastructure space, promoting socio-economic
development in Quynh Luu and Hung Chau communes in particular and Nghe An province
in general, while providing a legal basis to attract infrastructure investment
projects and secondary investors.
Dien Quynh 1 Industrial Park is planned in Quynh Luu and Hung Chau
communes, covering a total planning research area of 484.42 hectares, including
481.11 hectares for the industrial park and 3.31 hectares for external
infrastructure connections. It is expected to accommodate around 40,000
workers.
This will be a high value-added industrial park, focusing on attracting
diverse industries such as electrical equipment manufacturing, electronics
production, computer manufacturing, automobile, motorcycle and motorbike
production, pharmaceuticals, food and beverage processing, light industry,
supporting industries, textiles, construction materials manufacturing,
chemicals, logistics, warehousing, and transport support services in accordance
with legal regulations.
The Provincial People’s Committee assigned the Southeast Economic Zone
Authority to publicly announce the approved planning scheme; provide planning
documents to relevant organizations and individuals for archiving and
monitoring in accordance with regulations; and organize investment attraction
and develop implementation plans in line with the approved schedule and
procedures.
At the same time, it is responsible for comprehensively managing
investment, construction, and development activities of the industrial park, as
well as spatial, architectural, and landscape management in accordance with the
approved plan, and is accountable to the Provincial People’s Committee for
implementation. It shall regularly monitor the progress of related planning
schemes and key projects in the area in order to promptly advise on updates and
adjustments (if any), ensuring consistency and synchronization.
The Provincial People’s Committee also assigned the Departments of
Construction, Agriculture and Environment, and the People’s Committees of Quynh
Luu and Hung Chau communes to review the approved planning scheme and advise on
relevant implementation contents to ensure feasibility and synchronization of
the plan.
