VISA procedures

Some issues related to the entry and temporary residence of foreigners  in Vietnam

Foreigners may travel freely within the territory of Vietnam in accordance with registered entry purposes, except for foreigner banned areas; entry into these restricted areas must be allowed by competent government bodies of Vietnam who are in charge of those areas.

 1. Some issues related to entry into Vietnam (details)

-  Foreigners on entry into Viet Nam must have passports or valued papers replaced for passports should have visas granted by competent Vietnamese government bodies, except for cases of visa exemption.

- Competent Vietnamese government bodies for granting visa:

+ The Exit and Entry Management Agency of the Ministry of Public Security.

+ The Consular Agency of the Ministry for Foreign Affairs.

+ The Vietnamese diplomatic representatives and consular offices in foreign countries.

In case of no Vietnamese diplomatic representatives or consular offices in foreign countries, visitors can be granted visa at border gate but visitors need to have the invitation letter of competent Vietnamese agencies or joining visiting tours organized by Vietnamese international  traveling companies.

- Persons aged under 14, who have been declared in the visa application of their escorts shall not have to fill in separate procedures for visa application..

- Validity and duration of visas:

+ Single or multiple visas, which are valid for no more than 12 months, shall be granted to persons on entry into Vietnam to execute projects under investment licenses or cooperation contracts with Vietnamese agencies and/or organizations; or persons on entry into Vietnam to work at Vietnam-based foreign agencies and their accompanying next of kin and dependents;

+ Single or multiple visas, which are valid for no more than 6 months, shall be granted to persons who have been invited by agencies, organizations and individuals into Vietnam and do not fall into the cases specified mentioned above;

+ Single visas, which are valid for 15 days, shall be granted to persons applying for entry without any invitation by agencies, organizations and individuals in Vietnam.

Upon the expiry date of their visas, the visa bearers who wish to make other entries into and exits from Vietnam shall have to fill procedures for applying for new visas.

- Dossiers for visas include:

+ Application form (Application form may be changed depending on the Vietnamese diplomatic representatives or consular offices in foreign countries). Two types of application form: one for foreign and the other for Vietnamese living in foreign countries.

+  Two  4cm x 6cm or 3 cm x 4 cm recent photos.

+  Original passport.

- Some notes for foreigners on entering Vietnam:

+ Duty free goods  for:  Passengers are given duty free allowance for 200 cigarettes ; cigars: 50 ps; 150 gram of raw tobacco; 1.5 liters of liquor and other products (not forbidden products) of value within 300 USD for all .

+  Prohibited goods to import: weapons, ammunition, explosives, military technical equipment, drugs, toxic chemicals, debauched and reactionary products, firecrackers of all kinds, toys with negative impacts on the dignity education, social security and safety, cigarettes beyond the stipulated quantity, etc. Above mentioned goods along with passengers will be treated as stipulated according to Vietnam laws

+  Prohibited goods to export: weapons, ammunition, explosives, military technical equipment, antiques, drugs, toxic chemicals, wild animals, rare and precious animals and plants, documents related to the national security, etc. A quantity over 300g of gold must be declared and be permitted by the State Bank of Viet Nam. Above mentioned goods along with passengers  will be treated as stipulated according to Vietnam laws

 Some issues related to temporary residence in Vietnam (details)

Conditions for being granted with temporary residence cards

+ Having temporary stay in Vietnam for one year or more;

+ Having passports valid for one year or more

- Cases qualified for granting temporary residence card in Vietnam includes:

+ Foreigners who are members of limited liability companies with two members or more;

+ Foreigners who are owners of one-member limited liability companies;

+ Foreigners who are members of Board of Management of Joint Stock companies;

+ Foreign lawyers who have been granted License of Attorneys by the Ministry of Justice in Vietnam as stipulated by law;

+ Foreigners with work permits working at the types of enterprises,  at  representative offices  of foreign companies.

+ Experts, students, trainees who are working or studying at national  programs and  projects signed between the Ministries and Functional bodies approved by the Government.

+ Accompanying next-of- kins include (father, mother, wife, husband or children under 18 years old) of those who are granted temporary residence cards.

- Holders of temporary residence cards are exempted from visa application upon exit and entry within the valid period of cards.

- Dossiers include:

+ Written requests of agencies, organizations, individuals issuing invitations/guarantee;

+ 01  declaration of information of foreign applicants for temporary residence, with photos and stamps of agencies, organizations;

+ 02 photos (3 x 4 cm);

+ 01 copy of valid passport, visa and immigration tickets (originals are required for comparison);

+ 01 certified/uncertified copy (the original is required for comparison) of proofs for the purpose of staying in Vietnam  (appropriate  documents will be required in specific cases such as investment licenses, enterprise establishment permit, working permit, certification of board members, permits for establishment of representative offices, registration of marriage, birth, etc.). 

Time frame: 05 working days since the date of receiving regular papers.

Water

The contents of visa exemption

Argentina

(Agreement signed on 09.14.1999,  effective  from 13.11.1999):

- Visa exemption for HCNG, HCCV with temporary stay not exceeding 90 days.

- Visa exemption for members of CQDDNG, CQLS, international transit and their family members bring HCNG, HCCV with 60-day Staying period, during which they must complete the necessary formalities at the competent authorities of receiving country. This policy does not apply to individual service personnel.

Azerbaijan

(Agreement signed on 09/04/2010, effective 21/08/2010):

- Citizens of Vietnam and Azerbaijan bring valid HCCV, HCNG, as well as their family members in the adolescent age and whose name appears in their passports, visa exemption with the term stays not exceeding 01 months on entry, stay, exit or transit through the territory of the other country.

- Citizens of this country bring valid HCNG or HCCV after entering the territory of the other country as a member CQDDNG, CQLS and international transit, as well as family members living with them, to make the registration at the Ministry of Foreign Affairs of the receiving country.

Arab Egypt

(Agreement signed on 18/08/2010, effective  from 08/08/2011)

- MTT for valid HCNG, disadvantaged, HCCV for a stay not exceeding 90 days.

- Members of CQDDNG, CQLS or a representative of his country at the international transit brings valid HCNG, disadvantaged, HCCV for 90 days from the date of entry of this person will be granted a visa or a residence permit prices during the tenure of the work at the request of CQDDNG, CQLS, relevant international transit. This provision also applies to wives / husbands, children who are marked in diplomatic passports, special passports or official ones (including cases where the child's name is written in the passport of father / mother)

United Arab Emirates (UAE)

(Agreement signed on 23/10/2010, effective 22/07/2011)

- MTT entry and exit for bearers valid HCNG, disadvantaged, HCCV for a stay not exceeding 90 days.

- Members of CQDDNG, CQLS or a representative of his country at the international transit territory based on other Contracting Party providing HCNG, disadvantaged, HCCV must have a valid visa before entry to the territory of the other Contracting Party to as a member of CQDDNG, CQLS or representatives in international transit.

Albania

(Exchange of notes dated 29.09.1956, effective from 01.10.1956):

Visa exemption for HCNG, HCCV and collective passports on travel.

Algeria

(Agreement signed on 30.06.1994 effective from 02.01.1995):

- Visa exemption for HCNG, HCCV with temporary stay not exceeding 90 days, if staying  more than 90 days , they must do the procedures necessary visa or temporary residence registration in accordance with the country.

- Level temporary visas or residence registration free for members of CQDDNG, CQLS and family members living together. Duration visa is valid until the end of its tenure.

- Visa fee exemption for HCPT.

Angola

(Agreement signed on 03/4/2008, effective from 08/6/2012)

- Visa exemption for HCNG, HCCV not exceeding 30 days for each entry, and may be renewed one time for equal time.

- Visa exemption for members of NG or consular representatives, as well as their family members bearing diplomatic passports, official passports during its tenure.

Afghanistan

(Agreement signed on 12.28.1987 effective from 02.26.1988):

- Visa exemption for HCNG, HCCV.

- Visa fee exemption for HCPT.

India

(Agreement signed on 09.07.1994 effective from 23.03.1995):

- Visa exemption for HCNG, HCCV with temporary stay not exceeding 90 days. Temporary period of time may be limited as required by CQDDNG, CQLS.

- Members of CQDDNG, CQLS, international transit and their spouses, children living with them brings HCNG, HCCV, entry visa and residence visa valid during the term of the proposal in writing representatives of the agencies involved.

- Holders of HCPT made business trips or for the diplomatic missions and consular offices of the other side entry visa, or transit, and exit (if necessary) the maximum period seven working days from the date of receipt of popular documents required by the laws and regulations of  visas issuing countries, including the invitation of agencies, organizations and countries.

Poland

(Agreement signed on 06/07/2011, 14/03/2012 effective date):

- Free entry visas, exit and transit for the citizens carrying valid HCNG by the Ministry of Foreign Affairs for a stay not exceeding 90 days within 180 days from the date of first entry.

- Members of CQDDNG, CQLS or permanent delegation at the international transit on the territory closed the other Contracting Party, and members of their families (spouses and children) live in the same household with these persons and bring HCNG, have Immigration territory other Contracting Party and visa-free stay during the work. The away Ministry of Foreign Affairs keeps the diplomatic missions informed of before they are appointed.

Bangladesh

(Agreement signed on 05.11.1999 effective from 07.10.1999):

- Free visa for temporary stay for up to 90 days: citizens of Vietnam bring HCNG, HCCV; citizens of Bangladesh bring HCNG Bangladesh and abroad HC marked "offical services." Staying period may be extended at the request of CQDDNG, CQLS.

- Visa exemption for members of CQDDNG, CQLS, international transit and their spouses, their children under age 18 carrying HCNG, HCCV (or child's name is recorded on the parent HC) with 90-day staying period, the import scene must be notified in advance through diplomatic channels. Within 90 days, the popeople need to do procedures requestd by local regulations;

- Children under 18 years old of CQDDNG, CQLS members enjoy visa exemption as their fathers, mothers ( with the confirmation of CQDDNG, CQLS or its Ministry of Foreign Affairs).

Belarus

(Agreement signed on 10.25.1993 effective from 11.24.1993):

Visa exemption for HCNG, HCCV. Children under 7 years old are not necessarily in the passport photo of a parent or chaperone.

Brazil

HCNG: (exchange of letters dated 16/11/2004, entered into force on 12.02.2005)

- Visa exemption for HCNG with 90 day staying period. Staying period may be extended at the request of CQDDNG, CQLS.

- Visa exemption for members of CQDDNG, CQLS, international transit and their family members bring HCNG during its tenure. Within 30 days from the date of entry, they must make the registration process reside in the competent authorities of the receiving country.

HCCV: (Agreement signed on 24/11/2008, entered into force on 8/7/2009)

- Visa exemption for HCCV 90 days of entry.

- Members of CQDDNG, CQLS, international transit and their spouses, children living with them brings HCCV, entry visa and residence visa valid during its tenure.

Brunei

(Exchange of notes, effective from 01.11.1997)

- Visa exemption for HCNG, HCCV with temporary stay not exceeding 14 days.

- Visa exemption for Vietnamese citizens bearing the single-use HCPT at least 6 months with a Staying period not exceeding 14 days.

Bulgaria

(Agreement signed on 07/07/2010, effective 20/12/2010):

- MTT for HCNG, HCCV with a stay not exceeding 90 days within 180 days from the date of first entry.

- Member agencies of DDNG, CQLS or permanent delegation at the international transit plays in the territory of the other Contracting Party and their family members (spouses, unmarried children under 18 years old, the incapacitated adult permanent workers, unmarried daughter under 25 years old are enrolled at an educational institution of the country receiving) bring HCNG, HCCV must have appropriate visa before entry first.

(This agreement replaces an agreement on visa favorable mechanism is applied on the basis of the exchange of notes, effective from 01.06.1966).

Cambodia

(Agreement signed on 30.11.1979, effective from the date of signing):

Visa exemption for  HCNG, HCCV, diplomatic passport, service, no time specified visa.

(Agreement signed on 4/11/2008, 5/12/2008 and effective agreement through exchange of Notes 12/2009 amending the Agreement, lifting the visa-free period from 14 to 30 days, entered into force on 01/01/2010.)

Chile

(Agreement signed on 22/10/2003, effective from 06.25.2005):

- Visa exemption for HCNG, HCCV with temporary stay not exceeding 90 days. Staying period may be extended up to 90 days at the request of CQDDNG, CQLS.

- Exemption of visa during the period for members of CQDDNG, CQLS, international transit and their family members bring HCNG, HCCV (or their child's name is recorded on the parent HC).

Colombia

(Agreement signed on 27.02.2012, effective from the date of 28/03/2012):

- Nationals of a Party carrying HCNG or HCCV be valid visa for entry, exit and transit Across territory with a stay not exceeding 90 days from the date of entry into the territory of the other Party .

- Citizens of HCNG or HCCV also bring the value of a Party and a member of CQDDNG, CQLS or representatives of international organizations based in the territory of the other party, and family members they bring HCNG or valid HCCV have right of entry, exit, residence visa in the territory of the other Party during its tenure.

Cuba

(Agreement signed on 08.31.1981, in force):

- Visa exemption to citizens carrying HCNG Vietnam, HCCV, HCPT and passport services to the crew; against Cuban citizens bring HCNG, HCCV, passports and official passports maritime.

- Issuing visas to other types of HC fee exemption.

Croatia

(Agreement signed on 29/10/2009, effective from 27/3/2010)

- Visa exemption for HCNG, HCCV with a stay not exceeding 30 days.

- Visa exemption for members of diplomatic missions, consulates or representative offices of international transit, as well as their family members carry diplomatic passports, official passports during its tenure.

* Croatia Croatia unilaterally MTT VN bring HCNG citizens, HCCV the staying duration not exceeding 90 days from the date 01/01/2010 (The function 001/10/TCM on 05/01 / 2010 by the Embassy of Croatia Croatia in Malaysia, Indonesia).

Kazakhstan

(Agreement signed on 15/9/2009, effective from 11/4/2010)

- Visa exemption for HCNG, HCCV and children named in the passport for a stay not exceeding 30 days.

- Visa exemption for members of diplomatic missions, consulates or representative offices of international transit, as well as their family members bearing diplomatic passports, official passports during its tenure, after the This person has completed the registration process at the agency stays local authority within 30 days from the date of entry.

- Visa exemption for passports of crew members named in the list of crew members, who are allowed to stay within the city or town where the port.

Dominica

(Treaties signed at 30/08/2007, 29/09/2007 Effective immediately)

- Visa exemption for HCNG, HCCV with a maximum stay of 90 days.

- Exemption of visa during the period for members of CQDDNG, CQLS and delegation representatives at international organizations based in the territory of the other Contracting Party. This provision also applies to members of their families if they carry HCNG, HCCV.

El Salvador

(Agreement signed on 31.03.2011, effective from 30/05/2011)

- Visa exemption for HCNG, HCCV with a maximum stay of 90 days.

- Free entry and exit visas and temporary residence during the tenure of members of CQDDNG, CQLS and delegation representatives at international organizations based in the territory of the other Contracting Party. This provision also applies to members of their families if they carry HCNG, HCCV.

Ecuador

(Treaties signed at 20/08/2007, effective from 19/09/2007)

- Visa exemption for HCNG, HCCV, disadvantaged with a maximum stay of 90 days. Staying duration may be extended for no more than 90 days on the basis of a written proposal CQDDNG, CQLS.

- Exemption of visa during the period for members of CQDDNG, CQLS, including all family members (spouse and dependent children living parents) bring HCNG, HCCV, disadvantaged close on its territory other Contracting.

Korea

(Agreement signed on 15.12.1998 effective from 13.01.1999):

- Visa exemption for HCNG, HCCV with temporary stay not exceeding 90 days. Staying period may be extended at the request of CQDDNG, CQLS. Bearers HCNG, HCCV like staying more than 90 days prior to visa and visa fee exemption.

- Exemption of visa during the period for members of CQDDNG, CQLS, international transit and their family members bring HCNG, HCCV.

Hungary

(Agreement signed on 04.05.1993 effective from 01.08.1993)

- Visa exemption for HCNG, HCCV with temporary stay not exceeding 90 days. Staying period may be extended at the request of CQDDNG, CQLS.

- Exemption of visa during the period for members of CQDDNG, CQLS, trade bodies, international transit and their spouses, minor children living with them and bring HCNG, HCCV.

(Exchange of notes created favorable conditions for people with HCPT to public service, effective from 01/8/1993):

- Level HCPT travel visa services within 7 working days for fee exemption conditions are a function of the Consular Department of the Ministry of Foreign Affairs of Vietnam or the Consular Department of the Ministry of Foreign Affairs of Hungary confirmed quality of the service trip.

Indonesia

(Exchange of notes dated 08.19.1998; into force on 09.19.1998):

- Visa exemption for HCNG, HCCV with temporary stay not exceeding 14 days.

- Members of CQDDNG, CQLS and spouse, child bearing HCNG go, HCCV visa prior to traveling tenure.

- Issuing visas for free HCPT was invited by the activities of ASEAN or the ASEAN Secretariat offices, government institutions organized.

* Agreement signed on 26.06.2003, entered into force on 04.12.2003:

Visa exemption for people with HCPT for temporary stay not exceeding 30 days provided that the passport must be valid for at least 6 months worth. Staying period is not extended.

* On 19.01.2004, the Ministry of Foreign Affairs of Indonesia, Indonesia is a function of the message:

From 02/01/2004, Vietnam citizens (regardless of type HC) entry Indonesia Indonesia visa with a temporary stay not exceeding 30 days. Staying period is not extended.

Iran

(Agreement signed on 02.05.1994 effective from 06.01.1994):

- Visa exemption for HCNG with a maximum Staying period 1 month (30 days). Staying period may be extended at the request of CQDDNG, CQLS.

- Free entry visas for members of CQDDNG, CQLS and family members they bring HCNG, but notice one month before entry. After their entry to the Ministry of Foreign Affairs of the host country to receive a residence card.

Iraq

(Agreement signed on 06.13.2001, effective from 12.01.2001):

- Visa exemption for HCNG, HCCV with temporary stay not exceeding 90 days. Staying period may be extended at the request of CQDDNG, CQLS.

- Exemption of visa during the period for members of CQDDNG, CQLS, international transit and their family members bring HCNG, HCCV.

Italia

(Agreement signed on 13.07.2010, effective from 20/01/2012):

- Citizens of the Contracting Parties take HCNG longer valid and is not working in the territory of any other Contracting Party, are exempt from visa for entry, exit and transit through the territory of the receiving State to stay of not more than ninety (90) days (in one or more stages) within six (06) months from the date of first entry into the territory of the receiving State. For citizens of the Socialist Republic of Vietnam, ninety (90) days from the above date will be the first entry into the Schengen area.

- Members of CQDDNG, CQLS and international transit representatives based in the territory of the other Contracting Party, as well as their family members bring HCNG still have a visa for entry to the first work term at the agency representatives overseas.

- The above-mentioned persons, after receiving State approval and issuance of identity cards of Foreign Affairs, have right of entry, exit, transit and residence on the territory of the receiving State during its tenure. "

Kyrgyzstan

(Inherited Agreement on travel conditions between VN and the Soviet Union signed on 07.15.1981)

Visa exemption for HCNG, HCCV, and HCPT (regardless of entry purposes).

Laos

Visa Exemption Agreement for HCNG, HCCV signed on 17.07.1977, the exchange of notes in 1993; agreement on visa exemption for HCPT dated 03.05.2004, effective from 01/07/2004; Agreement on the creation of favorable conditions for people, vehicles and goods across the border in order to further encourage the development of investment cooperation and trade between the two countries was signed on 14/9/2007 (Agreement Ha Noi 2007 agreement).

- Visa exemption for HCNG, HCCV, not specified residence time [1] .

- Visa exemption for to the public HCPT (AB stamp or notation of Vietnam's Lao SERVICE), namely:

- Visa exemption for to the public HCPT (of all economic sectors and organizations with legal personality) implementation of commercial contracts, labour, investment and cooperation projects. Within 30 days from the date of entry, the project owner or employer must complete the registration process for employees reside under the current regulations of each country.

- Citizens of the two countries have labour cards and residence cards are exempt from visa upon exit or entry period of temporary residence card. Work permits and residence cards are issued for the term of the contract business, labour, investment, project cooperation and renewed for a period up to 12 months.

- Visa exemption for to the public's HCPT pupils, students, trainees under the program of cooperation between the two governments, international organizations or between two water companies. Duration of residence is granted in accordance with the term of the partnership program.

- Visa exemption for HCPT valid use for at least 6 months Staying period not exceeding 30 days. Persons wishing to enter on a visa 30 days ago; Staying period may be extended for a maximum of 2 times per 30 days. The fee for a visa or extension of the two parties agreed to 20USD/thi, collected in VND and LAK or freely convertible currency (the exchange rate of the State Bank of Vietnam and the Lao Bank for Foreign Trade announced at the time of collection).

Malaysia

(Exchange of notes, effective from 11.25.2001):

- Visa exemption for the protection of HC, with a Staying period not exceeding 30 days and for the following purposes: tourism; attend activities media, the press, going to work, visiting relatives; trade negotiations, investment, attending sports activities, attend conferences and seminars.

- Exemption of visa during the period for members of CQDDNG, CQLS bring HCNG, HCCV and family members they bring HCNG, HCCV. Full name of the person to be notified to the host country 14 days before entry.

Morocco

(Agreement signed on 18.11.2004 effective from 12.19.2004)

- Visa exemption for HCNG, HCCV, special passport with temporary period not exceeding 90 days. Staying period may be extended at the request of CQDDNG, CQLS.

- Visa exemption for members of CQDDNG, CQLS, international transit and their family members bring HCNG, HCCV, special passport, the 90-day Staying period. Within 90 days after entry, who must complete registration procedures necessary reception.

Mexico

(Agreement signed on 12.06.2001 effective from 02.04.2002):

- Visa exemption for HCNG, HCCV with temporary stay not exceeding 90 days. Staying period may be extended at the request of CQDDNG, CQLS.

- Exemption of visa during the period for members of CQDDNG, CQLS and family members they bring HCNG, HCCV. Within 30 days from the date of entry, who must complete the residence procedure in accordance with the host country.

Moldova

(Agreement signed on 02.28.2003 effective from 23.05.2003):

- Visa exemption for HCNG, HCCV with temporary stay not exceeding 90 days.

- Free entry visas for members of CQDDNG, CQLS, international transit and their family members bring HCNG, HCCV. Upon entry, they must register their temporary residence in accordance with the laws of the host country.

Mongolia

(Agreement signed on 01.07.2000 effective from 02.06.2000):

- Members of CQDNG, CQLS, international transit, commercial offices and their family members must apply for a visa before entry.

Mozambique

Agreement signed on 04/4/2008, effective 09.02.2009)

- Visa exemption for HCNG, HCCV with time staying up to 90 days.

- Visa exemption for members of NG or consular representatives, as well as their family members bearing diplomatic passports, official passports during its tenure. Within 90 days from the date of entry, who must complete the procedures necessary temporary registration with the competent authorities in the host country

South Africa

(Agreement signed on 24/05/2007, effective from 23/06/2007).

- Visa exemption for diplomatic passport holders (HCNG), official passports (HCCV) with a maximum stay of 90 days from the date of entry.

- Exemption of visa during his mission for HCNG, HCCV CQDDNG members, CQLS the territory of the other Party and members of their families, the people who HCCV HCNG or above.

Russia (Federation)

(Agreement signed on 28.10.1993 effective from 20.02.1994, the function amending the Agreement effective from 01.02.2005):

- Visa exemption for HCNG, HCCV with temporary stay not exceeding 90 days. Staying period may be extended up to 90 days when a good reason or official request.

- Exemption of visa during the period for members of CQDDNG, CQLS, international transit, officials of organizations, agencies play on each other's territory by agreement between the two governments, and their family members bring HCNG, HCCV.

- The passport holder's boat crew members of a party can come, leave their ship and staying on the territory of the other visa. If they go by other means of transportation through the territory of the other party shall be exempt from visa in the passport that shows trip purpose and destination.

- Diplomatic missions, consular offices and the competent authorities of the Parties to grant visas to citizens of the other Party exemption from consular fees.

- Issuing of visas for visiting free CQDDNG members, on the basis of invitation CQLS (certified by the concerned diplomatic missions) within 3 working days. Visas valid entry and exit 2 times and no longer than 3 months.

Japan

(Exchange of notes dated 08.03.2005, effective from 1/5/2005)

- Visa exemption for HCNG, HCCV to perform the function of diplomatic, consular functions and tasks of the government official with a stay is not limited.

- Visa exemption for HCNG, HCCV go to other purposes (not including the purpose of obtaining employment, residence, professional practice, the work other income) for a stay not exceeding 90 days.

Nicaragua

(Agreement signed on 14.03.1983, in force):

- Visa exemption for HCNG, HCCV or official passports.

- Issuing visas to other types of HC fee exemption.

Pakistan

(Agreement signed on 31/01/2007, effective from 03.02.2007)

Visa exemption for HCNG, HCCV with a maximum stay of 90 days. Each party may renew temporary residence at the request in writing and CQLS CQDDNG.

Visa exemption throughout its tenure for HCNG, HCCV CQDDNG members, CQLS, representative offices of international organizations on the territory of the other Party and their family members bring HCNG, HCCV (including wife husband, children under age 18). Within 90 days from the date of entry to register their stay.

Panama

(Agreement signed on 09.05.2002, effective  from 11.04.2002)

- Visa exemption for citizens of Vietnam (not resident in Panama ma) bring HCNG, and citizens HCCV Panama ma (not residing in Vietnam) bring HCNG, HCCV, special passports , consular passport with temporary period not exceeding 90 days.

- Visa exemption during the period for members of CQDDNG, Vietnam CQLS citizens bring HCNG, HCCV and Panama citizen is given the HCNG, HCCV, consular passport or special passport, and family members live in the same household with them.

Peru

(Agreement signed on 24.02.2006, effective from 06.02.2006)

- Visa exemption for HCNG, HCCV of Vietnam and HCNG, special HC Peru with a maximum Staying period of 90 days. Staying period may be extended at the request of CQDDNG, CQLS.

- Exemption of visa during the period for members of CQDDNG, CQLS, international transit representatives in the territory of the other Party, and their family members bring HCNG, HCCV, especially HC.

France

(Agreement signed on 10.06.2004, effective  from 1/7/2005)

- Visa exemption for HCNG the staying duration not exceeding 3 months within 6 months from the date of first entry. French immigration case after transit through the territory of one or more member countries to implement the Convention on 19/06/1990 Schengen Agreement, the duration of stay is 3 months from the date of entry border outside use to determine the free space to be established between these countries.

Philippines

(Memorandum dated 20.01.1997, effective from 02.19.1997):

- Visa exemption for HCNG with temporary stay not exceeding 30 days. Staying period may be extended at the request official.

- Visa exemption for members of CQDDNG, CQLS, international transit (including family members) bring HCNG with temporary stay not exceeding 30 days. During that time, they have made the necessary procedures at the competent authorities of the host country. The entry of these subjects must be notified in advance through diplomatic channels.

(Memorandum dated 12.17.1998, effective from 16.02.1999):

- Visa exemption for HCCV with temporary stay not exceeding 30 days. Staying period may be extended at the request of CQDDNG, CQLS.

- Visa exemption for members of CQDDNG, CQLS, international transit and their family members bring HCCV with a maximum Staying period of 30 days. During that time, they have made the necessary procedures at the competent authorities of the host country

- Visa exemption for citizens of a working party for ASEAN Secretariat HCPT when the other side entry to attend the ASEAN activities, temporary stay not exceeding 15 days;

- Visa exemption for HCPT was invited by the activities of ASEAN or ASEAN Secretariat offices, government organizations held, temporary stay not exceeding 15 days.

Paraguay

Spain

(Agreement signed on 15.12.2009, effective from 31/08/2010)

- Visa exemption for HCNG with a stay not exceeding 90 days (03 months) within 180 days, provided that they do not participate in the profits of stay, except for work conducted for the purpose of the appointment.

- Vietnam citizens entering the territory of the Kingdom of Spain after transit through the territory of one or more countries fully apply the provisions of the Convention, the Schengen Agreement made June 19, 1990 on the left internal border controls and travel restrictions put on individuals, a stay of three months will be counted from the date of entry border area outside limit travel freely set by the national above.

Korea (North)

- Visa exemption for HCNG, HCCV and collective travel passport services (effective from 10.01.1956).

China

- Exemption of visa fees for family members (wife / husband, children, parents) of officials, administrative staff and technical CQDDNG, CQLS two countries are visiting family members, staff offices represent her country in the other country.

Thailand

(Agreement signed on 12.03.1997 effective from 05.10.1997, the Protocol amending the Agreement signed on 20.02.2004, effective from the date of signing):

- Visa exemption for HCNG, HCCV with temporary stay not exceeding 30 days.

- Exemption of visa during the period for members of CQDDNG, CQLS, international transit, as well as their spouses and children along for HCNG, HCCV. Within 30 days from the date of entry, they must complete the registration process at the local shelter.

(Agreement signed on 09.05.2000, effective from the date 9/7/2000):

- Visa exemption for HCPT with temporary stay not exceeding 30 days.

Turkey

(Agreement signed on 26.01.2007, effective from 07/06/2007)

- Visa exemption for HCNG, HCCV of Vietnam and bring HCNG, and HC HCCV Turkish special with a Staying period not exceeding 90 days.

- Exemption of visa during the period for citizens of each Party members of CQDDNG, CQLS play on the territory of the other Party, as well as their family members bring the aforementioned passport. Within 90 days from the date of entry, who must complete the registration process stays with the competent authorities of the host country.

Switzerland

(Agreement signed on 22/5/2009, effective date 16/08/2009).

- Free visa for temporary stay HCNG with no more than 90 days per period of 180 days.

- Members of CQDDNG, CQLS, international transit and their spouses, children living with them brings HCNG, exempt visas during its tenure.

Tunisia

(Agreement signed on 26/6/2007, effective date 20/01/2009)

- Visa exemption to citizens carrying HCNG Tunisia and disadvantaged citizens of Vietnam and bring HCNG and HCCV with temporary stay not exceeding 90 days

Ukraine

(Agreement signed on 21.10.1993 effective from 12.06.1993):

- Visa exemption for HCNG, HCCV with temporary stay not exceeding 90 days. Staying period may be extended at the request of CQDDNG, CQLS.

- Visa exemption for ordinary passport holders have to sign the passport as well as the crew members with temporary period not exceeding 30 days.

- Exemption of visa during the period for members of CQDDNG, CQLS, international transit and their spouses, children, parents and others they bring HCNG nurture, HCCV.

Venezuela

(Agreement signed on 24/5/2006, effective from 17/11/2006)

- Visa exemption for HCNG, HCCV with temporary stay not exceeding 90 days.

- Vietnam visa exemption for citizens of Singapore Singapore brings HCNG, HCCV for a stay not exceeding 90 days, or during the official term for those who are members of CQDDNG, CQLS and family members families of such persons.

- Singapore Singapore visa for citizens of Vietnam bring HCNG, HCCV.

Slovakia

(Agreement signed on 16/10/2006, effective from 02.24.2007):

- Visa exemption for HCNG with time staying up to 90 days.

- Exemption of visa during the period for bringing civil HCNG is CQDDNG officials, CQLS or international transit agency in the territory of the other Contracting Party and their family members bring HCNG within 90 days from the date of entry to register their stay.

- Review facilitate visa issuance for public service passport holders of the notes when CQDDNG, CQLS other party or the State Department.

Uruguay

(Agreement signed on 19/11/2007, effective from 15/6/2008)

- Visa exemption for HCNG, HCCV with time staying up to 90 days.

- Unilateral visa exemption (details) 

Vietnam gives unilateral visa exemption for citizens of seven countries: Russia (HCPT), Japan, Korea, Norway, Finland, Denmark and Sweden (HC) and Officials  and  staffs  of  ASEAN  Secretariat.

1. From January 1, 2009, citizens of Russia bearing  ordinary passports, without purposes of entry are exempted from visa upon their entry into or exit from Vietnam with the staying duration not exceeding 15 days, if meeting the following conditions as follows: 

They bear appropriate passports issued by competent authorities of the country of which they are citizens and their passports are still valid for up to 3 months from the date of their entry;
They have tickets for boarding transportation means to return or travel to another country;
They are not in the list of persons w are not permitted to enter Vietnam.
(Decision No. 3207/2008/QĐ-BNG dated December 10, 2008 by the Minister of Foreign Affairs promulgating Regulations on exemption of visa for citizens of the Federation of Russia bearing ordinary passports./.)

2. From July 1, 2004, citizens of Japan and citizens of the Republic of Korea, with no deference of their passports are exempted from visa for entry into or exit from Vietnam, with the staying duration not exceeding 15 days, if meeting the following conditions as follows:  

They bear appropriate passports issued by competent authorities of Japan or the Republic of Korea and still valid for up to 3 months from the date of their entry;

They have tickets for boarding transportation means to return or travel to another country;

They are not in the list of persons not permitted to enter Vietnam.

(In fact, it is mainly granted to bearers of ordinary passports because Japan and the Republic of Korea already entered into agreement with Vietnam on exemption of visa for bearers of diplomatic passports or official passports.)

(Decision No. 09/2004/QĐ-BNG dated June 30, 2004 by the Minister of Foreign Affairs promulgating  Temporary  Regulations on exemption of visa for citizens of Japan and citizens of the Republic of Korea.)

3. From May 1,  2005, citizens  of  Denmark, Norway, Finland and  Sweden, with no deference of their passports are exempted from visa for entry into or exit from Vietnam, with the staying duration not exceeding 15 days, if meeting the following conditions as follows:  

They bear appropriate passports issued by competent authorities of the country of which they are citizens and their passports are still valid for up to 3 months from the date of their entry;
They have tickets for boarding transportation means to return or travel to another country;
They are not in the list of persons not permitted to enter Vietnam.
(Decision No. 808/2005/QĐ-BNG dated April 13, 2005 by the Minister of Foreign Affairs promulgating - Regulations  on exemption of visa for citizens of Denmark, Norway, Finland and Sweden.)

4. Officials  and  staff  of  ASEAN  Secretariat are  exempted  from  visa  by Vietnam with the stay  duration not exceeding 30 days, whether they bear any passports.
