On the morning of May 24, Chairman of the Provincial People's Committee (PPC) Nguyen Duc Trung chaired the regular meeting of the PPC in May 2022 to listen to the implementation of socio-economic development tasks in May, deploy tasks in the coming time and discuss some other important issues.

Attending the meeting were Mr. Nguyen Nhu Khoi - Member of Provincial Party Committee, Vice Chairman of Provincial People's Council; the Vice Chairman of the PPC; leaders of the Party Committee of the Provincial Agencies’ Group, the Party Committee of the State-owned Enterprises’ Group, the Provincial People's Council Committees; members of the PPC, leaders of relevant departments and branches.

As reported by the Department of Planning and Investment, the situation of COVID-19 pandemic in the area has been basically controlled, socio-economic activities have returned to the new normal state with many flourishes in most fields.

In May, farmers focus on harvesting spring crops and deploying the Summer-Autumn – Season crop. Buffalo and cow breeding has developed stably. Pig and poultry breeding is recovering. Total pig herd is estimated at 935,051 heads, up 2.54%; the total poultry herd was estimated at 32,162 thousand heads, up 9.10% over the same period. Total seafood production in May was estimated at 26,024 tons, up 2.81% over the same period in 2021; accumulated 5 months was estimated at 108,165 tons, up 4.05%.

The industrial production index (IIP) in May was estimated to increase by 12.13% compared to May 2021; accumulated 5 months, IIP was estimated to increase 12.14%. In which, the mining industry was estimated to increase by 17.20%; processing and manufacturing industry was estimated to increase by 9.71% over the same period in 2021.

Retail sales of goods in May were estimated at 6,960 billion VND, up 39.37% over the same period in 2021; accumulated 5 months it was estimated at 35,109 billion VND, up 24.11%. Export turnover of goods in 5 months was estimated at 909.4 million USD, up 21.84%; import turnover was estimated at 502.94 million USD, up 20.17% over the same period in 2021.

During the month, tourism continued to have positive changes; The number of tourists and resorts has increased dramatically, especially during the holidays of April 30 and May 01, the Sen Village Festival, etc. It is estimated that in May 2022, the number of tourists reached 1,100 thousand arrivals; tourism revenue reached 985 billion VND. Accumulated 5 months, the number of tourists was estimated at 2,970 thousand arrivals, up 78%; tourism revenue was estimated at 2,071 billion VND, up 109% over the same period in 2021.

Investment attraction activities continue to receive attention and direction. In May (as of May 20, 2022), the province has issued new (approval of investment policy/grant of investment registration certificate) for 04 new projects with a total registered investment capital of 6,921.61 billion VND; in which, there are 02 social housing projects for workers and employees working in Nam Cam Industrial Park with an investment scale of 6,457 apartments, when put into operation, it will provide accommodation for about 19,750 people.

During the month, there were 116 newly established enterprises, up 16.37% over the same period in 2021 with a total registered capital of 1,070.08 billion VND.

State budget revenue in the province in 5 months was estimated at 8,523 billion VND, reaching 56.8% of the estimate, equaling 99.4% over the same period in 2021. Local budget expenditure in 5 months was estimated at 12,241 billion VND, reaching 39.4% of the estimate.

As of May 10, 2022, the concentrated public investment capital managed by the province was disbursed at 23.26%, higher than the same period in 2021.

Speaking at the meeting, industry leaders focused on pointing out limitations, causes, and proposing a number of recommendations. In the field of agriculture and rural areas, the Director of the Department of Agriculture and Rural Development Nguyen Van De suggested that there should be support for fishermen when the high gasoline price affects fishing activities; formulate a specific resolution to support the forest protection force.

With the tourism industry, although there was a positive development in May, there were times when the number of visitors to Nghe An was too large, the situation of accommodation facilities was out of room. There are not many large-scale accommodation facilities that do not meet the needs of tourists.

Not only the tourism industry, the shortage of labor, especially skilled workers, occurs in almost all industries and fields. According to Vice Chairman of the Provincial People's Council Nguyen Nhu Khoi, Nghe An has always been evaluated as a locality with abundant labor resources, to solve this difficulty, local authorities need to have a connection with enterprises, propagate to people about the need to recruit workers to work at enterprises in the province, limit the situation of workers going to work in other provinces and cities.

In addition, the leaders of the Departments and branches also reported on the implementation of the tasks assigned by the Chairman of the PPC at the April regular meeting and previous meetings; report on the preparation of activities to celebrate the 75th anniversary of War Invalids and Martyrs Day.

Particularly about supporting employees with house rent according to Decision no. 08/2022/QD-TTg of the Prime Minister. The support level for employees working in enterprises is 500,000 VND/month/person. Support for workers to return to the labor market is 1 million VND/month/person. Both groups of workers will be supported for up to 3 months. Director of the Department of Labour, War Invalids and Social Affairs Doan Hong Vu said: The PPC issued Plan no. 290/KH-UBND on May 05 to implement Decision 08 of the Prime Minister.

According to statistics, in the province, there are 9 districts, cities and towns with industrial parks that have been deployed. Currently, localities and enterprises are actively reviewing, identifying objects, appraising the list of beneficiaries and support funds.

Speaking at the conclusion of the meeting, Chairman of the PPC Nguyen Duc Trung assessed: In May, the province's socio-economy prospered and achieved many positive results in almost all fields from budget revenue, investment attraction, industrial production, services, tourism, trade, etc. In the field of culture and society, the province has also successfully organized a series of activities to celebrate the 132th birthday of President Ho Chi Minh, especially the Sen Village Festival.

Regarding difficulties and limitations, the Chairman of the PPC noted that it is necessary to pay attention to the prevention and control of diseases on plants and animals. Price fluctuations of some commodities have affected production, business and investment activities. In addition, the ground clearance of transformation projects has not met the requirements.

Regarding the solution task in June, which is the last month of the second quarter and is decisive to the results of the second quarter and the first six months of the year, Chairman of the PPC Nguyen Duc Trung requested all levels and branches to focus on performing the tasks assigned in the plan at the beginning of the year of the PPC; at the same time focus on performing well 5 groups of tasks. In which, it is necessary to continue to focus on implementing drastically, promptly and closely following the growth scenario in 2022, the scenario of the second quarter of 2022 as well as the growth scenario in the first 6 months of the year to calculate the implementation ability.

For the COVID-19 prevention and control, the situation has been basically controlled but not subjective, requiring branches and localities to continue to implement Plan 310/KH-UBND of the PPC to implement Resolution 38/NQ-CP of the Government. The Health branch continues to promote the COVID-19 vaccination.

Branches and levels continue to implement tasks and solutions to implement the socio-economic recovery and development program according to Resolution 11 of the Government. The Working Groups continue to review the work contents and propose solutions in June to achieve the growth target. Branches also need solutions to remove difficulties, obstacles and barriers to economic recovery and development.

The Chairman of the PPC assigned the Department of Planning and Investment to focus and assume the prime responsibility for developing a report on the implementation of socio-economic tasks in the first 6 months of the year, solutions for the last 6 months of the year to report at the next meeting of the Provincial People's Council; focus on completing the provincial planning for the 2021-2030 period, with a vision to 2050; coordinate with the consulting unit to organize seminars to collect opinions from Ministries, branches and experts, complete the dossier, and submit it for appraisal.

Along with that, continuing to actively coordinate with the Office of the Provincial Party Committee, branches and localities to review the 10-year implementation of Resolution 26 of the Politburo; preparing a final report on Resolution 39 of the Politburo on socio-economic development and assurance of national defense and security in the North Central and Central Coast regions. The Department of Planning and Investment also needs to focus on advising the thematic Resolution of the Provincial Standing Party Committee on handling delayed projects, projects using land for improper purposes in the province; at the same time, coordinating in building database and software for managing investment projects with out-of-budget capital.

The Department of Planning and Investment cooperates with the Center for Investment Promotion, Trade and Tourism and related branches to organize the evaluation of the results of the socio-economic development cooperation program with the People's Committee of Ho Chi Minh City; review and evaluate to improve the PCI, improve the business investment environment of the province.

The Agriculture and Rural Development branch focuses on overcoming the consequences of rainstorms, and renovating works to meet the flood prevention during the year. At the same time, paying attention to forest fire prevention and control, forest protection.

The Industry and Trade branch advises activities to promote industrial production and trade; creates conditions for enterprises in the province to participate in national trade promotion delegations; supervises the production and supply of electricity for production and daily life in the hot season.

The Management Board of Southeast Economic Zone continues to perform tasks related to the approval of investment policy in 2 new industrial parks; coordinate with investors to adjust the investment policy of Cua Lo deep-water port.

The Department of Tourism continues to advise on solutions to overcome difficulties to restore and develop the tourism industry sustainably. The Natural Resources and Environment branch advises on formulating the Resolution of the  Provincial Standing Party Committee on strengthening the leadership of the Party in improving the efficiency of the implementation of the strategy for sustainable development of the marine economy to 2030, with a vision to year 2045; handling procedures related to land, inspecting land management in the districts. The Department of Construction advises the urban development program in the whole province.

Regarding budget revenue and expenditure, the Chairman of the PPC requested to review to ensure revenue sources, revenue schedule and revenue structure; control spending activities, save expenses, spend properly and reserve spending resources for other urgent activities. The Finance branch needs to guide the appraisal branches on the list of public non-business services using the state budget.

Regarding public investment disbursement, the disbursement rate of the province is higher than the national average. To ensure the capital disbursement plan, the Department of Planning and Investment advises the Investment Sector Working Group to work with investors and conduct field inspections of projects, especially key projects to urge and accelerate construction progress and disbursement as required. In which, attention should be paid to the verification and appraisal procedures for projects, construction capacity of contractors. In June, it is necessary to classify projects to calculate the disbursement ability and proactively plan the transfer.

Particularly for the ground clearance of key projects, especially for the North-South expressway project, if there is still a delay, the Transport branch will coordinate with other branches and localities to handle it completely.

In the field of culture and society, it is suggested that the branches of Culture, Sports, Health, Education and Training implement the planned tasks. In particular, the education and training branch is interested in handling the content related to the organization of exams.

Regarding policies to support employees and ensure social security, the Labor, War Invalids and Social Affairs sector focuses on implementing Official Dispatch 431/CD-TTg of the Prime Minister, in which focus on implementing the policy of supporting rent for employees, completed in August; connecting labor supply and demand, solving the problem of labor shortage for enterprises. At the same time, well organizing activities to celebrate the 75th anniversary of War Invalids and Martyrs Day; preparing to summarize 10 years of implementation of the PPC's Decision on the assignment of departments and branches to support poor communes in the West.

Regarding state management, the heads of branches are required to pay attention to administrative reform, administrative procedure reform, to strengthen discipline and administrative discipline, especially implementing transparency of administrative activities through digitization.
