On
the morning of April 26, the Provincial People's Committee held a regular
meeting in April 2022 to hear about the implementation of Socio-economic
development tasks in April and deploying tasks in May 2022. Mr. Nguyen Duc

In April 2022, the PPC continued to
direct all levels and agencies to closely follow the actual situation, having
measures to prevent and control the epidemic, step by step "normalize"
with the COVID-19 epidemic according to Resolution No. 128/NQ-CP and Resolution
No. 38/NQ-CP of the Government. The PPC has also issued documents to adjust
measures of the Covid-19 epidemic prevention and control; dissolution of the
field hospitals No. 4, 5 and 6 in Nghe An province.
During the month, departments, branches
and localities drastically and effectively implemented the set goals, tasks and
solutions for the socio-economic development plan in 2022. The PPC continued to
direct the implementation of the government public electricity on urging the
implementation of the socio-economic recovery and development program.
In terms of agriculture, in April,
farmers mainly focused on the care and prevention of spring crop diseases to
achieve the highest goals in both productivity and quantity.
The index of industrial production (IIP)
in April is estimated to increase by 16.85% compared to April 2021.
Accumulating 4 months, the IIP index is estimated to increase 12.41%.

Total retail sales of goods in April are
estimated at 6,651 billion VND, up 22.95% over the same period in 2021;
Accumulated 4 months is estimated at 28,103 billion VND, up 20.64%. Export
turnover of goods in April is estimated at 180 million USD, up 7.38% over the
same period; accumulated 4 months is estimated at 729.4 million USD, up 23.03%.
Import turnover of goods in April is estimated at 95 million USD, up 8.75%;
accumulated 4 months is estimated at 407.94 million USD, up 21.9%.
In April, tourism activities in the area
have succeed; The number of tourists in April is estimated at 789,399, up 237.16%
over the same period in 2021. The total revenue from tourists is estimated at
569 billion VND, of which tourism revenue is estimated at 271 billion VND.
Investment attraction activities
continue to receive attention and direction. In the month (as of April 20,
2022), the province has issued new (approval of investment policy/grant of
investment registration certificate) for 03 projects with a total registered
investment capital of 1,347.8 billion VND. Adjusting 04 projects, in which
adjustment of total investment capital of one project reduces the total
investment of 4.0 billion VND.
State budget revenue in the first 4
months of 2022 is estimated at 6,303 billion VND, reaching 42% of the estimate,
equaling 98.6% of the same period in 2021. Budget spending in the first 4
months of the year is estimated at 8,845 billion VND, reaching 28 5% of the
estimate.
The PPC has directed and urged
departments, agencies and branches, People's Committees of districts, cities
and towns, investors to step up the implementation and disbursement of public
investment capital; strengthen inspecting and supervising of the quality of key
projects and works. As of April 20, 2022, the concentrated public investment
capital managed by the province has been disbursed, reaching 20.22% of the
detailed assigned plan, higher than the same period in 2021.
Culture and education are concerned and
directed. Social security is guaranteed. National defense, security, social
order and safety are maintained.
At the conference, the leaders of the
departments and branches focused on clearly analyzing the difficulties in the
socio-economic development tasks of the field in charge. In which, the problem
of labor shortage in enterprises; difficult to attract projects in some
industrial parks due to infrastructure; diseases on plants and animals, etc.,
were given many opinions by the delegates.

need attention in the agriculture and rural development.

Speaking at the conclusion of the
conference, Mr. Nguyen Duc Trung, the Chairman of the PPC assessed: Along with
the normalization of activities of life, production and business in the face of
the epidemic situation, Socio-economic development has had a positive recovery
and growth, especially in terms of industrial development index, investment
attraction, and budget revenue and travel services. The socio-cultural fields
are concerned and directed.
In April, the leaders of province also
worked with the Central Economic Commission on the summary of 10 years of
implementing Resolution 26; approach strategic investors to implement
investment projects, remove knots in deep-water port infrastructure, upgrade
and expand Vinh international airport.
Besides, the Chairman of the PPC also
highly appreciated the efforts of the police and military forces to ensure the
stability of the security and order situation in the area, creating a favorable
environment to carry out production, business and daily life activities in the
area.
Agreeing with the limitations and
shortcomings pointed out in the report, Mr. Nguyen Duc Trung, Chairman of the PPC
requested that branches and localities should pay attention to the site
clearance of projects. There are still a number of branches and localities with
low disbursement rates, which need to focus on implementing procedures to
disburse public investment capital to ensure the plan.
Regarding tasks and solutions in May,
the Chairman of the PPC asked branches and levels to focus on seven groups of
tasks. Specifically, continuing to pay attention to the implementation of
measures to prevent and control the epidemic, especially the implementation of
vaccination, completing the third dose for those over 18 years old; implementing
first dose for children from 5-12 years old to ensure safety. The health sector
needs to prepare a backup plan to deal with possible epidemic situations such
as the appearance of a new strain with a more dangerous level of spread so the
health sector should not be subjective.
Along with the prevention and control of
epidemic, departments need to continue to promote the implementation of the
socio-economic recovery program in a drastic, synchronous and effective manner under
Resolution 11/NQ-CP and plan 153/KH-UBND of the PPC; The working groups
strengthen the review of growth script to implement the plan. All branches
closely follow the fields in charge and work with the localities to help to resolve
difficulties.
About specific tasks, the Chairman of
the PPC assigned the Department of Planning and Investment to continue to
review and complete the Provincial Planning for the period of 2021-2030 with a
vision to 2050 to submit to the Provincial Standing Committee. In addition, the
department consults with ministries, branches, experts and coordinates with the
Fatherland Front to collect opinions from the people. Along with that,
coordinate with the Office of the PPC to actively summarize 10 years of
implementing Resolution 26 of the Politburo; implementing and guiding the
implementation of business investment projects; advising on promulgating the
order and procedures for implementing projects in the province (issuing a
handbook), amending regulations on handling delayed projects; advising on plans
and lists of projects to check the progress of investment in the locality.
The Department of Agriculture and Rural
Development directs agricultural production to ensure the seasons and irrigation
sources for production; implementing measures to prevent diseases on plants and
animals; immediately advising solutions to resolve difficulties for the aquaculture
sector.
Regarding the completion of the
construction of clean water plants, based on the resource capacity, the Department
of Agriculture and Rural Development must arrange the priority order and the
Finance Development researches to arrange capital.
Regarding recommendations on the project
of growing medicinal herbs under the forest canopy, localities are required to
coordinate and support enterprises to implement projects in the locality. Along
with that, the Department of Agriculture and Rural Development should pay
attention to the prevention of forest fires and actively work with the Ministry
of Agriculture and Rural Development and the Ministry of Finance to propose
sources of support to overcome the consequences of natural disasters. The
Department also needs to coordinate with the Department of Finance in early
implementation of bidding activities to supply cement for new rural
construction; closely follow the ministries and branches to get approval for
the planning of high-tech forestry zones, and at the same time have action
plans to implement the planning to transform the forestry economy.
The Industry and Trade sector continues
to monitor industrial production activities and has solutions to remove
difficulties for enterprises; sticking to the Electricity Master Plan VIII to
add power development projects to the planning; ensuring power for production
and living in the summer.
The Southeast
Economic Zone's Management Board continues to pay attention to approving the
policy of Tho Loc and Hoang Mai 2 Industrial Zones; review and complete the
application for adjustment of the project for investment of deep-water port and
coordinate with the Department of Transport to make an investment policy
proposal. Review the contents agreed with the infrastructure business investors
in the area to attract investment; coordinating with the Department of Labor,
Invalids and Social Affairs to grasp the situation of labor relations in the
industrial zones in order to handle and solve problems related to labor
relations; cooperate to start the JuTeng project in mid-May.
The Chairman of the PPC also assigned
relevant branches and units to focus on solving difficulties in terms of labor;
organizing forums to connect tourism in the North Central region; having
solutions to support businesses; strictly manage the public listing of service
prices at tourist attractions. Early implementation and concretization of land
allocation targets according to Decision 326/QD-TTg of the Prime Minister;
implementing Decision 10/2022/QD-TTg dated April 6, 2022 of the Prime Minister;
urging the People's Committees of districts and the Land Registration Office to
solve the backlog in granting land use right certificates to households and
individuals.
The Chairman of the PPC also requested that the branches and
localities pay attention to implement the National
target programs; promoting foreign activities.
On disbursement of public investment
capital, according to the Chairman of the PPC, at the beginning of the year,
the weather is very favorable to speed up the implementation of projects,
especially key works. The Chairman of the PPC assigned the Department of
Planning and Investment to advise the Working Group or the PPC to strengthen
working with investors, irregularly inspect the project implementation
situation to strive to disburse 100% of the assigned public investment capital
plan in 2022.
About the
implementation of budget revenue and expenditure, the Finance, Taxation and
Customs sectors continue to implement synchronous solutions to ensure timely
collection; urging the settlement of funding sources to support those facing
difficulties due to the COVID-19 epidemic.
Regarding culture and education, the Chairman
of the PPC asked to continue to ensure the safety of students while studying at
the school; well organize the graduation exams in 2021-2022; advising on the
program of renewing textbooks for grade 3, grade 7, grade 10; well organize the
Lotus Village Festival, the Lotus Village Mother program; organizing activities
to celebrate the 132th birthday of President Ho Chi Minh and the 120th birthday
of comrade Phan Dang Luu, etc. Along with that, implementing measures to
prevent and control drowning, accidents and injuries in children; inspecting
and urging the implementation of policies to support employees; organizing a
conversation between the Chairman of the PPC and the employees, etc.
In state management, the Chairman of the
PPC asked the branches and localities to continue to perform well the
administrative reform. In which, the branches focused on reviewing, reducing
and simplifying administrative procedures, especially 6 departments and
branches assigned by the PPC to implement in Plan No. 247/KH-UBND dated April
19, 2022; integrating online public services under its jurisdiction to the
National Public Service Portal. Continue to urge the arrangement of public
non-business units; implementing key tasks in digital transformation in the area.
On the work of ensuring national defense
and security, the Chairman of the PPC requested to focus on directing to ensure
security and social order, especially on the holidays of April 30 - May 1, May
19, etc. On the other hand, do well the preparation for civil defense drills in
district and province.
