On the morning of December 07, the Provincial People's Council solemnly opened the 4th Meeting of the 18th Provincial People's Council, 2021 – 2026 tenure. Comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Delegation of National Assembly Deputies, Chairman of the Provincial People's Council; Nguyen Nam Dinh - Member of Provincial Standing Party Committee, Vice Chairman of Provincial People's Council; Nguyen Nhu Khoi - Provincial Party Committee member, Vice Chairman of the Provincial People's Council chaired the Meeting.

Speaking at the opening Meeting, Secretary of the Provincial Party Committee, Head of the Delegation of National Assembly Deputies, Chairman of the Provincial People's Council Thai Thanh Quy assessed: The 4th Meeting of the 18th Provincial People's Council took place in the context of complicated COVID-19 developments; production and business activities, especially in the service, trade and tourism sectors faced many difficulties and the recovery was slow. The large number of citizens returning from outside the province created pressure in pandemic control and prevention, job creation, and social security assurance.
Party executive committees, governments at all levels, the political system and the people in the entire province have strongly promoted the spirit of solidarity, effort, togetherness, unity to overcome difficulties. The pandemic prevention and control has achieved positive results, so far, it has switched to a strategy of safe, flexible adaptation and effective control over the COVID-19 pandemic. The province also successfully organized the election of deputies to the 15th National Assembly and the election of People's Council deputies at all levels; actively and proactively advised Central agencies and the National Assembly to pass a Resolution on piloting a number of specific mechanisms and policies for the development of Nghe An province. Some difficulties of enterprises were gradually removed, the economy maintained its growth momentum; budget revenue exceeded the set estimate; public investment management was directed to perform in the direction of concentration, focus and key point, overcoming the dispersion and spreading situation; industrial production achieved a good growth rate; socio-cultural had many bright spots, especially health, education, and social security were concerned; national defense, security, social order and safety were maintained.
The Provincial People's Council praised and highly appreciated the efforts, drastic direction and management of the Provincial People's Committee; appreciated and thanked the efforts, positive contributions and noble gestures of the people, cadres, soldiers and the enterprise community during the past time in the COVID-19 prevention and control.
To prepare the content of the 4th Meeting, the agencies of the Provincial People's Council, the Provincial People's Committee and relevant departments, committees, branches and units actively cooperated closely in performing their assigned tasks. Before the meeting, the verification of the Standing Committee and the Provincial People's Council Committees for reports, statements and draft resolutions to be submitted to the meeting was carried out early, seriously, thoroughly, with quality assurance; at the same time organized many surveys to collect information for verification activities. The Provincial People's Committee and relevant branches and levels have actively coordinated, seriously received and explained satisfactorily.
To complete the Meeting program to ensure time and quality, it is recommended that the deputies of the Provincial People's Council raise their sense of responsibility, promote their wisdom, carefully study the contents, actively discuss at the Group and Hall, participate in questioning, express opinions clearly, especially on issues where there are different opinions, creating a high degree of consensus for the People's Council to decide in accordance with the law and suitable for the actual situation. Focusing on implementing 10 key tasks and solutions in 2022

Reporting at the meeting, Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh said: Entering a new tenure in the context of many challenges, especially the complicated developments of the COVID-19 pandemic, which heavily affected production, business and people's lives, however, the socio-economic situation in 2021 has achieved some quite positive results. That result is thanks to the determination and great efforts of the political system and the people and the enterprise community; especially, having made synchronous, drastic and timely efforts, making great efforts in the COVID-19 prevention and control. As a result, the pandemic situation in the province was basically controlled, a safe and flexible adaptation route was implemented, and the pandemic was effectively controlled.
The economy still maintained its growth momentum. Specifically, the growth rate of gross regional domestic product (GRDP) in 2021 was estimated at 6.2%. State budget revenue in 2021 was estimated at 17,678 billion VND, 26% higher than the adjusted estimate. Newly establishing 2,323 enterprises, up 6.7% over the same period; 799 enterprises registered to operate again, an increase of 183 enterprises compared to the same period in 2020.
The province successfully organized the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 tenure. All levels and branches have proactively, actively and promptly implemented the Resolution of the 19th Provincial Party Congress and the Resolution of the 13th Party Congress; proactively proposed and actively coordinated with central agencies to submit to the National Assembly for approval Resolution no. 36/2021/QH15 dated November 13, 2021 on piloting a number of specific mechanisms and policies for the development of Nghe An province.
The fields of culture - society, ensuring social security continued to receive attention and direction, especially focusing on timely implementation of policies to support employees and employers facing difficulties caused by COVID-19 pandemic. The organization of welcoming Nghe An citizens back from the pandemic area ensured safety and thoughtfulness. Educational, training, cultural and sports activities, etc. were timely adapted to pandemic conditions. National defense and security continued to be maintained, social order and safety were ensured.
However, the pandemic situation was complicated, affecting most production and business activities; many industries and fields have been heavily affected, especially the service, trade, tourism, and transportation industries. Many enterprises had to operate in moderation, suspend business, suspend operations or dissolve. Jobs and life of a part of people still faced many difficulties. The number of citizens returning to their localities was large, creating pressure on quarantine control, job creation, and social security assurance.
The goals and tasks of the Socio-Economic Development Plan in 2022 are very heavy, in the context of forecasting many difficulties and challenges, especially the complicated development of the COVID-19 pandemic. All levels and branches should focus on performing well 10 key tasks and solutions in 2022: Focusing on effectively implementing the goal of both COVID-19 prevention and control, and socio-economic recovery and development; effectively implementing the plan for safe, flexible adaptation and effective control over the pandemic, considering this an important and urgent task of all levels and branches from the beginning of 2022. Continuing to direct the implementation of the Resolution of the Party Congress at all levels for the 2020-2025 tenure; formulating and promulgating a plan to implement Resolution No. 36 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province; preparing to review 10 years of implementation of Resolution No. 26-NQ/TW of the Politburo; studying and proposing additional appropriate new mechanisms and policies to submit to the Politburo for promulgation of a new Resolution for the next period. Promoting the improvement of business investment environment, attracting investment; focusing on supporting enterprises and investors, preparing conditions on land, infrastructure and human resources to attract investment. Mobilizing and effectively using resources, arranging capital sources with focus and key point; accelerating construction progress and completing key infrastructure projects that are connected and pervasive for development.
Along with that, well implementing socio-cultural fields, taking care of people's lives, ensuring a harmonious connection between economic developing natural resources; effectively and sustainably managing, exploiting and using natural resources; protecting the living environment; proactively and effectively responding to climate change, natural disaster prevention and mitigation; improving the effectiveness and efficiency of state management, administrative reform, focusing on administrative procedure reform; strengthening and improving the efficiency of inspection, examination and reception of citizens, settlement of complaints and denunciations; stepping up the anti-corruption work, practicing thrift, and fighting waste.
At the same time, firmly ensuring national defense - security, social order and safety; continuing to prepare and well organize drills in the defensive area of the province; effectively implementing the Program of foreign affairs in 2022; promoting information and communication, improving the efficiency of mass mobilization, receiving policy criticisms to create a high consensus and promote the strength of the whole society, contributing to the successful implementation of the set socio-economic development goals and tasks.
Voters and People in the province propose to take good care of social security
Informing about the activities of the provincial Fatherland Front participating in the construction of the government, opinions and recommendations of voters and people in the province; proposing and recommending to the Provincial People's Council and the Provincial People's Committee necessary issues, Chairman of the Provincial Fatherland Front Committee Vo Thi Minh Sinh said: The Fatherland Front and member organizations at all levels in the province actively call and mobilize socialization resources to contribute to the "For the poor" fund for COVID-19 prevention and control with more than 493 billion VND; support for 143,366 poor, near-poor households and households in extremely difficult circumstances to overcome difficulties and stabilize their lives. This is the result of the people's love and belief in the Party and State, demonstrating the strength of the great national unity bloc.
On the basis of opinions and recommendations of voters and people in the province, the Standing Committee of the Provincial Vietnam Fatherland Front Committee proposed to the Provincial People's Council and People's Committee 5 groups of issues including: Continuing to pay attention to directing and mobilizing socialization resources to support community COVID-19 prevention and control teams when they have to carry out blockade and medical quarantine situations in the area; specifically reviewing the disadvantaged groups due to the impact of the COVID-19 pandemic who have not received social security support packages, especially the group of employees who do not have a labor contract and other specific subjects applied according to the 9 job groups specified in Decision 22/2021/QD-UBND to have a unified solution or answer for employees. Along with that, researching, building and exploiting a digital map of social security in the entire province, in which attention is given to poor, near-poor, and disadvantaged households, etc.; developing principles, criteria, priority order of support, support content to call for socialization of mobilized resources of all classes of people and enterprises, in order to ensure publicity and equality among disadvantaged groups.
At the same time, directing the Education branch to comprehensively evaluate the quality of online teaching and learning for students at all levels; have specific plans on teaching and learning at all levels in the new situation; have a plan to make up and foster additional knowledge for students, especially for primary school students to ensure quality; directing the Department of Natural Resources and Environment, the People's Committee of Que Phong district and the investor to coordinate in making compensation and resettlement support plans under Hua Na Hydropower Project, Que Phong district for people according to Official Dispatch No. 3787/BTNMT-TCQLDD, dated July 12, 2021 of the Ministry of Natural Resources and Environment.

In it, there are important contents and issues that greatly affect the life of production and business activities. For example, the statement for the Resolution on the public investment plan in 2022, the Provincial People's Committee submitted to the Provincial People's Council for approval the proposed capital allocation plan, including: Allocating for 88 projects with the central budget with a total capital of 4,271.3 billion VND; Allocating for 129 projects with the local budget with a total capital of 1,577.88 billion VND.
